Project / Proposal Summary:

 
MSI is looking for a Gender Advisor for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya. 
The project will assist the Government of Kenya and civil society in implementing a recently adopted decentralization process, which devolves significant functions to Kenya’s 47 counties.

Position Summary: The Gender Advisor will provide technical assistance and strategic support in ensuring the inclusions of gender concerns in devolution planning and implementation and in county level governance. 
S/he will work to encourage the participation of women in county decision making and service provision. 
S/he will be responsible for identifying gender gaps and guiding project staff in the proper integration of gender activities and concerns into project activities.

Responsibilities:
  • Identify areas where gender issues are likely to arise and plan strategically to ensure gender inclusion in activity design, implementation, and monitoring/evaluation of programmatic activities;
  • Provide expertise, develop gender planning strategies, and design/guide gender-specific, gender equitable training curriculum that provide technical, functional, managerial and leadership training for women in relevant areas of local governance and for CSOs and county governments;
  • Develop and implement a project gender strategy that supports the inclusion of women in all aspects of local governance;
  • Identify and disseminate innovative practices related to gender awareness.
Qualifications:
  • 5 years of relevant, professional experience working on gender issues in Kenya;
  • Expertise in strategic gender planning, gender analysis, gender budgeting, preparing/conducting gender assessments, and gender mainstreaming;
  • Ability to develop and interpret gender-sensitive indicators;
  • Knowledge of best practices and lessons learned in designing and implementing gender approaches in specific sector work;
  • Bachelors’ degree on a related field is required;
  • Experience with civil society and governance structures at the county or local authority level preferred;
  • Experience with USAID preferred;
  • Fluency in English is required.
