Assignment Title: Mapping Out and Identifying an EU Response to the "Common Programming Framework to end Drought Emergencies - Pillar II Climate Proof Infrastructure" in Kenya
Context: The overall objective of this assignment is respond to the deficit of climate proofed infrastructure in ASAL counties by identifying a coherent support programme.

The specific objectives of this assignment is to map out and identify a possible EU response in support to the "Common Programming framework to end drought emergencies -Pillar II Climate Proof Infrastructure" (Annex 1).

The Positions
Expert 1: Expert in Rural Infrastructure Development Programme (TL) – Category 1
Qualifications
Expert 1: Expert in Rural Infrastructure Development Programme (TL) – Category 1
Qualifications
- University degree, preferably at Masters’ degree level or equivalent, in agricultural economics, rural development or a related field of study.
- A relevant post-graduate degree for this assignment will be favoured;
General Experience
- Minimum 12 years' experience in Africa in implementation Rural development programme, Including an infrastructure component;
Specific Experience
- Minimum 3 years' experience in development programme in arid and semi-arid areas of Africa;
- Minimum 3 recent assignments (during the last 5 years) in formulation of programmes of minimum 5M€, in the field of rural development, including infrastructure component;
- At least one of this assignment should have been related to an EU funded programme;
- Must be perfectly fluent in English
Expert 2: Expert in Decentralisation Support in Africa – Category 2
Qualifications
Qualifications
- University degree, preferably at Masters’ degree level or equivalent, in socio economic or a related field of study
General Experience
- Minimum 6 years' experience in support to the local administration/authorities in Africa in the field of rural development programme implementation
Specific Experience
- At least 2 recent assignments (during the last 5 years) of minimum duration of 2 months supporting rural local entities in Kenya
- Experience in rural development programmes will be an asset
- Must be fluent in English and Kiswahili.
