VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. 

In the region, VSF Germany implements activities in the Republic of Southern Sudan, Sudan, Kenya, Somalia and Ethiopia.

With support in animal health, agriculture, marketing, food safety, drought responses and mitigation, but also developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

VSF Germany seeks to recruit a qualified Country Programme Manager (CPM) to support in improving the efficiency and effectiveness of operations and key internal controls within the organization for a minimum period of 6 months during which the current position holder is on maternity leave. 

This position is based at the regional office in Nairobi with regular field visits in Kenya and Ethiopia.

I. Overall responsibilities:

The Country Programme Manager will support at country level the design and strategic development of the projects by providing technical backstopping, capacity building and guidance to the Projects Managers’ (PMs)on project implementation. 

The incumbent will, review financial and narrative periodical reports, liaising with partners and donors in the country and regionally. 

In collaboration with the Head of Programs he/she will work towards developing and submitting new proposals

II. Leadership & Organization Development
  • Strategic programme development in accordance with the strategic plan for VSF G in the country.
  • Coordinate and ensure cordial relationship are maintained at Country and Regional level with partners, donors, international organization
III. Representation
  • Represent VSF Germany in the technical working group and networking forum at Country/ Regional level.
  • Act on behalf of Country Director /Head of Programs in his/her absence
  • Attend project related meetings together with the PM or in his/her behalf if he/her is not available.
  • Report regularly on the contents of attended meetings and developments that are of interest to VSF Germany to the Head of Programmes and Country Director
  • Support Project Management links with local authorities and partners
IV. Operations & Technical Backstopping
  • Lead project implementation by providing technical backstopping.
  • The Country Programme Manager is directly involved in the planning, designing, implementation, supervision /monitoring and reporting of the projects and programs in the country.
  • He/She will support project staff through capacity building in project implementation and donor compliance.
  • Support PM’s and their teams in reporting by reviewing all financial and narrative reports and monitoring the project implementation progress from the same reports.
  • Coordination and guidance of PMs and through regular planning meetings..
  • Systemisation and control of reporting from the field, working closely with PDM on Monitoring and Evaluation
  • Quality control of project proposals and reports written by the project managers
  • Systematization and control of a reporting system.
  • Link with Logistic and Finance department at RON level in order to facilitate issues related to procurement, transport and delivery of goods and equipment to/for the field
  • Ensure donor compliance in project implementation.
  • Share country security information with senior management for planning and action.
Qualifications, Experience, Attributes & Skills required:-
  • University Degree in social science, international development studies or related field
  • Post graduate qualification in Management, specializing in food security and drought response, highly preferred.
  • Over 7 years experience in programming NGO sector preferred including projects managements
  • Working knowledge of pastoral communities in the region and cross border linkages
  • Working Knowledge of Donor Funds Management and Reporting - an added advantage.
  • Strong communication, planning and organizational skills.
  • Ability to travel and manage tight deadlines.

Terms of Reference for Final Evaluation on Preventing HIV and AIDS and alleviating its impact in Multigenerational households
 
Consultancy Coordination: Nairobi, Kenya
 
1. Background
 
Population ageing in Africa is expected to accelerate between 2010 and 2030, as more people reach age 65. Projections show that older people could account for 4.5% of the population by 2030 and nearly 10% of the population by 2050 (UNDESA, 2011.) 

In many countries in Africa, the proportion of older people will be close to that of industrialized countries by 2030 and 2050.

In a number of countries the figure will approach or exceed 20% of the total population, however, the contribution of older people as parents, care givers, farmers and wage earners, along with their rights as citizens continue to be under-played.
 
HelpAge International is a global network striving for the rights of disadvantaged older people to economic and physical security; healthcare and social services; and support in their care-giving role across the generations. In Africa, HelpAge has a network of more than 60 partner organizations. 

Our vision is of a world in which all older people fulfil their potential to lead dignified, healthy and secure lives.
 
Through HelpAge’s work, health, income and food security have been named by older people as their critical issues, with the accompanying need to assert their rights and have their voice heard. 

In Africa HIV is a key issue for older people and one that challenges their health, rights, income and food security. 

Through its flagship portfolio of projects, Preventing HIV and AIDS and Alleviating its Impact in Multigenerational Households (May 2008 - April 2013), HelpAge is facilitating sustainable responses to the impact of HIV on older people in 5 African countries namely Kenya, Uganda, Tanzania, Ethiopia and South Africa.
 
The Portfolio comprises of 9 individual projects:
  • Project 1: Mainstreaming Ageing into HIV and AIDS Responses
  • Project 2: HIV and AIDS Data Disaggregation
  • Project 3: Preventing HIV in Older People
  • Project 4: Supporting Multigenerational Households through Economic Empowerment of OVC in Kenya
  • Project 5: Supporting Multigenerational Households through Protection of the Inheritance Rights of OVC in Uganda
  • Project 6: Strengthening the Role of Traditional Health Practitioners in South Africa
  • Project 7: Strengthening Iddirs (Burial Societies) in Ethiopia
  • Project 8: Improving quality of Home Based Care to PLHIV in Tanzania
  • Project 9: Sharing Learning, Good Practice and Impact
Five of the projects (project 4, 5, 6, 7 and 8) are country specific and are implemented in Kenya, Uganda, South Africa, Ethiopia and Tanzania respectively. 

Three of the projects (project 1, 2, and 3) are implemented if four countries (Ethiopia, Kenya, Tanzania and Uganda). 

Projects 1 and 2 are advocacy focused while project 3 is focused on HIV prevention for older people. 

The ninth project is focused on generating and sharing learning across all the Portfolio projects and is coordinated from the UK.

The Portfolio aims to realise four major outcomes:

 
Outcome 1: HIV and AIDS policy changes in four East/Southern African countries will increase older peoples' access to HIV prevention, care and treatment services by the end of the portfolio.
 
Outcome 2: By the end of the portfolio 60% of the target group will have reported an increase in knowledge of HIV and AIDS and greater confidence to protect themselves.
 
Outcome 3: By the end of the portfolio 75% of people living with HIV in project areas report receiving improved quality of home based care and services.
 
Outcome 4: 50% of MGHs affected by HIV and AIDS in project areas have improved coping mechanisms to mitigate the impact of HIV and AIDS by the end of the portfolio.
 
2. The Assignment:
 
HelpAge International is looking for Consultancy servicesfrom an individual or firm backed by a multi-disciplinary team of professionals to submit an expression of interest for a final evaluation of the 5-year Portfolio of projects. 

The evaluation will be conducted in the five countries in which the portfolio is being implemented. 

The final evaluation will be one element of a comprehensive data collection and review of the portfolio being undertaken by the HelpAge team. 

The consultants will work with the team to map how the elements of this review will fit together and complement eachother.
 
3. The purpose of the Final Evaluation
 
The purpose of the final evaluation is to assess, demonstrate and document the impact of the projects in the portfolio on the lives of older people. 

The final evaluation will build on and utilise the findings of the baseline survey and midterm evaluation undertaken for the portfolio and will make use of the existing survey templates. 

Other tools and methodology should be developed by the consultant in collaboration with the HelpAge team to collect additional information to complement and corroborate the findings of the final evaluation survey, including case studies and key informant interviews.
 
The main objectives of the final evaluation are:
 
i. Assess the extent to which the portfolio outcomes have been met by the individual projects including through project implementation processes and advocacy engagements, and demonstrate any unintended/unplanned results and outcomes achieved through the portfolio.

ii. Measure, document and demonstrate the impact of the portfolio at the individual, household and community level.

iii. Review the relevance of the portfolio outcomes and project activities in relation to: the HIV epidemic response trends; the needs of older people and their communities; country strategic plans and commitments on HIV and our support for their implementation; social and cultural issues in the project sites.

iv. Assess the value for money of the portfolio through reviewing the economy, efficiency, and effectiveness of: the individual projects; the organisational management systems; the HelpAge-partner management and coordination structure; the portfolio monitoring and evaluation system and learning strategy and their role in improving project implementation and delivery; and mid term evaluation process and how the findings were used to influence the second half of the portfolio implementation.

v. Review the sustainability of the project activities and identify structures put in place and exit plans developed, to ensure appropriate closure of the portfolio and opportunities for continuation of activities on the basis of relevance.

vi. Establish how gender issues have been addressed by the portfolio and the effects of the portfolio on older men and women.

The Scope of the Final Evaluation

The final evaluation will be carried out extensively in each country and will examine as applicable the relevance, effectiveness, efficiency, impact, sustainability and coherence within the Portfolio on all cross cutting issues and standards. 

The task is expected to begin mid-January 2013 close by mid-April 2013 with the submission and acceptance of the final report and other deliverables.

Deliverables:
  • Soft and hard copy of the final report
  • 7 case studies i.e., one from each of country; 2 regional.
  • Raw data sets
4. Experience and Requirements

All interested consultants/firms should have the following competencies and experience:
  • Diverse team members with skills in various aspects of health and development, including HIV/AIDS, with demonstrable experience of working together across disciplines;
  • Proven experience in evaluation and impact assessment of large scale, multi-country programmes, including knowledge and experience in using qualitative and quantitative data collection and analysis methods, including basic statistical packages;
  • Understanding of principles of rights based programming and issues of accountability to beneficiaries and stakeholders;
  • Excellent facilitation skills and experience in use of participatory methodologies;
  • Proven excellent presentation skills; written and oral.
5. Expression of Interest and Expected Results

All interested consultants/firms are requested to write an expression of interest by:

i. Explaining in detail the methodology to be used in carrying out the assignment;
 
ii. Providing a detailed professional budget in British Pounds Sterling (indicating daily professional rates);
 
iii. Explaining their competences to meet the requirements of the assignment;
 
iv. Attaching brief technical biographical data of the core team-members;
 
v. Providing the duration of the assignment and when ready to undertake the assignment;
 
vi. Providing evidence of similar work undertaken in the recent past (not more than 3 years).

Our partner is an international NGO that lends to farmers in the developing world.

FANIKISHA Institutional Strengthening Project

Title:  Institutional Strengthening Marketplace and Communications Advisor


Reports To: Director Monitoring and Evaluation, Reporting and Learning (MERL)   
 
Location:  Nairobi

Background

The FANIKISHA Project is a 5 years Institutional Strengthening Project funded by USAID. The project seeks to strengthen the institutional capacity of Kenyan Civil Society Organizations (CSOs) in Kenya to enable them to be responsive to the health sector needs and well being of Kenyans. 

This project also strengthens the national level Kenyan NGOs, CSOs and/or CSO networks to provide national level advocacy for inclusion of CSOs in policy making and strategy development for increased health service delivery to the communities.

Overall Responsibilities
 
The Institutional Strengthening (IS) Marketplace and Communications Advisor is the Project’s expert providing leadership and technical assistance in managing the institutional strengthening marketplace, lead project strategic communication initiatives and provide TA to CSOs in the communication category of institutional strengthening. 

S/he coordinates and provides oversight on the development and maintenance of both face to face and web-based marketplace and promotes its use, including establishing forums for knowledge exchange, sharing tools, new approaches and updates on CSO activities. 

S/he identifies CSOs partners and IS vendors and maintains an active network of community-based and other local and national organizations with whom the project can partner to increase awareness of, and access to, information on CSO activities. 

S/he provides expertise on developing training and capacity building support materials for the CSOs and other local partners in communications as required. 

S/he will be responsible for all external project communications including, reports, success stories, publications, etc. 

S/he ensures compliance with the project branding and marking plan for all materials produced and /or owned by the project.

Specific Responsibilities

Institutional Strengthening Marketplace (15%)
  • Assist in the creation of the Institutional Strengthening marketplace including identification and indexing of institutional strengthening vendors and developing the online format for the marketplace.
  • Manage and update the marketplace and facilitate relations between the vendors and CSOs.
  • Monitor and document the performance of the marketplace and submit relevant reports to the project senior management
Strategic project communication (40%)
  • Undertake initiatives that help to raise the profile of the FANIKISHA project in Kenya. Help to develop initiatives to enlist the support of CSOs, GOK, businesses and corporations to advance the project’s mission.
  • Document and disseminate the project’s work and messages through planning, implementation and oversight of all project communication activities. Produce and disseminate communication materials such as fact sheets, success stories, publications, press releases, press briefings, op-ed articles, letters to the editor, etc.
  • Prepare communication strategies, establish and oversee the implementation of a project communication plan. Arrange activities to support meetings and other special events.
  • Develop content for publication on FANIKISHA activities on a variety of communication avenues including MSH’s website, the marketplace, social marketing sites and other websites
  • Prepare and produce the project newsletters in both electronic and print formats.
  • Review and edit project documents for style and content to communicate the project message.
  • Oversee the implementation of the project branding and marking plan, ensuring that the project branding and marking plan is complied with
  • Liaise with MSH home office on final report preparation and submission.
Communications technical assistance to CSOs (45%)
  • Prepare and produce communications and knowledge management mentorship and training materials for the delivery of communication technical assistance to CSOs and other stakeholders
  • Provide communications training and technical assistance through mentorship to CSOs and other stakeholders
  • Ensure that CSOs apply the project branding and marking as required
  • Ensure that technical assistance is documented and shared with senior project management
Qualifications:
  • Masters degree in public health, education, communication, public policy, international development or related field and 5 years of relevant experience.
  • Experience in working with websites, electronic portals and other electronic tools
  • Excellent writing and editing skills for a variety of mediums and excellent interpersonal and public communication skills.
  • Experience in work that relates to program and government relations and stakeholder engagement
  • Experience in international development and global health preferred, knowledge of international programs, strategies, donors and organizations
  • Ability to network and facilitate strong working relationships between partners and project teams
  • Understanding of knowledge management and experience adopting, adapting, and applying knowledge to communicate more effectively
  • Ability to work both independently and as part of a team
  • Experience in organizing and implementing events and programs
  • Fluency in English required
