We are seeking a smart and dedicated self–starter to be an M&E Associate in rural East Africa. Overall, the M&E Associate will be responsible for using data to continually improve our operations, and impact on our customers.

General Responsibilities
  • Goal–oriented survey design, field testing of survey instruments, and revision.
  • Supervise 3–5 M&E supervisors, 20–30 full–time M&E data collectors, 4 data entry staff, plus casuals. This will include the following duties:
    • Regular mentorship of M&E managers through field visits, meetings, and career reviews.
    • In–field supervision of key M&E activities, with an eye to "perfect" quality standard.
    • Quality–control and supervision of data entry, with zero tolerance for data–entry errors.
    • In–field follow–up on errors.
  • Hire and develop M&E data collectors.
    • Update hiring protocols, and use them to hire top–quality data collectors.
    • Conduct regular trainings to improve skills of data collectors.
    • Appropriately deal with under–performing staff.
  • Innovation on new methods such as tablet–based data collection.

Job Description
One Acre Fund has several applications implemented as a SQL server merge replicated architecture using web synchronization to a hosted server. There are nearly 40 locations in 5 different countries which communicate with our main production server. In addition we are replicating data to a separate hosted server for business reporting.

As we expect the number of locations and countries to grow over time, we are seeking an exceptional professional to serve as SQL Server Administrator who can build and improve on our current server architecture, as well as plan ahead for future scaling. In addition the SQL Server Administrator will assist with trainings when One Acre Fund expands to new countries.

The SQL Server Administrator will start off in one of our field countries for the first 12 months, after which they can negotiate relocating. During the initial period some general IT administration tasks will be required and there will be the opportunity to understand the technical constraints a lot of our field offices are under.

Primary Duties and Responsibilities
The SQL Server Administrator will perform the following and other duties as assigned:
  • Server maintenance and security.
    • Create and maintain security policies for developers connecting to SQL server.
    • In addition to database security, monitor firewall settings and prevent intrusion attempts.
    • Monitor and test automated backups, ensure offsite storage and perform consistency checks.
    • Evaluate Server performance and make recommendations for improvements.
    • Anticipate scaling needs.
    • Create disaster recovery and emergency failover procedures.
  • Communicate with our developers and field operations team.
    • Act as gatekeeper for direct data manipulation/cleaning requests.
    • Create scripts for setting up a test environment with production data for developers.
    • Create and maintain a training environment tailored to different country program needs.
    • Assist with database architecture changes and staging data migrations.

    • Maintain and improve client installation scripts.
    • Monitor client database performance.
    • Monitor replication performance.
    • Assist local IT staff with troubleshooting in case of connectivity problems with the database.

Provides technical guidance in the development and management of a climate change IKM network for the EAC Climate Change Coordination Unit (CCCU);

Reviews and revises existing climate change information and communication technology (ICT) tools;

Climate Change Finance Specialist

Provides technical support on EAC’s climate change finance readiness activities including accreditation process as a Regional Implementing Entity (RIE);

Develops and supports climate change fund investment strategies in line with EAC mandate;

Leads the climate change resource mobilization process through project design, development and financing;

Analyzes partner state climate change development plans, sector studies surveys, and trends and advise the EAC CCCU on economic implications impact;

Determines existing costs of responding to climate change and develops the business process for integrating climate change costs into investment planning.

Main Purpose of the Job:

To evaluate business credit applications in terms of product business rules and company credit criteria in a timely and efficient manner for the purpose of making an approve/decline decision;

Minimum Education Requirements:
  • Bachelor’s degree in business or a related field will be preferred
  • Minimum Required Experience: - 3 years experience in a financial institution with experience in business credit assessment
  • 2 years in a leadership role within a financial institution
Key Performance Areas:

1. Loan Approvals
  • Receive all business credit applications from loan officers and ensure that approval process is completed;
  • Ensure all key business risks are analyzed;
  • Ensure all financial computations are correct and customer meets affordability criteria;
  • Ensure all the information and data gathered is consistent and is verified by mandatory physical visits to the client’s business and residence;
  • Ensure cash flow and repayment capacity are correct and comparable to other similar businesses;
  • Ensure loan structuring fits the business, capacity and project;
  • Assessment of collateral by ensuring correct valuation, physical verification of existence and ownership and ensuring it adequately covers the loan value;
  • Assessment of guarantor to ensure they meet our affordability criteria through mandatory physical visits to the guarantor’s business and residence;
  • Evaluation of business credit applications in terms of product business rules and company credit criteria in a timely and efficient manner for the purpose of making an approve/decline decision;
  • Direct customer contact as part of every credit application assessment ;
  • Responsible for maintaining the integrity of the credit information and ensuring that all information is correct;
  • Responsible for final approval/decline of applications and reporting approval progress;
  • Contributing to the setting of credit assessment criteria in the light of collections performance and providing recommendations to enhance the product and credit assessment criteria.
2. Collections
  • Accompany Loan Officers in arrears customer collections visits;
  • Assist in handovers to Enforcement where necessary;
  • Accompany Loan Officers on collections visits to guarantors;
  • Assist in follow-up with customers in Enforcement and attempt to get a payment arrangement. Responsible for ensuring the attainment of targeted early collections rates;
  • Assist in monitoring collections rates and the performance of the Collections Officer at the branch;
  • Assist in the management of the branch Portfolio at Risk (PAR) to ensure it remains below the minimum standard, in consultation with the Senior Loan Officers and / or Loan Officers in the branch;
3. Corporate Image
  • Keeping the branch and your work area neat at all times;
