The project is designed to improve students’ HIV/AIDS knowledge, attitudes and practices through peer-to-peer, school, and community-based interventions.
Chief of Party HIV / AIDS Education Program
The COP will have overall responsibility for coordination of all project activities and staff.
S/he will have primary responsibility for representation of the project to USG, local government and authorities, partners and other key stakeholders.
S/he will have the leadership qualities, technical expertise and experience, management experience, interpersonal skills and relationships to fulfill the requirements of the program description.
Roles and Responsibilities
· Provide overall technical leadership for the cooperative agreement;
· Serve as the lead technical advisor in HIV/AIDS prevention education and community involvement;
· Provide overall leadership and direction for the cooperative agreement; define and implement activities in a way that achieves the greatest coverage and impact possible;
· Lead and facilitate an effective partnership with public and private sectors, and other stakeholders working in Kenya;
· Serve as the primary contact and principal WEI representative for Donor and the Government of Kenya; keep up-to-date on developments within Donor and Government development strategies in HIV and AIDS, education, and comprehensive community-based services;
· Supervise staff to ensure timely achievement of program results;
· Manage subcontract partners; ensure coordinated inputs and technical/managerial quality from all partners and collaborators;
· Manage, oversee and coordinate all project planning and implementation, including timely deployment of project staff.
· Monitor progress of project activities, report to Donor and partners on programmatic progress and results, ensure that project deliverables are met within the agreed-upon timeframe;
· Delineate internal lines of communication for effective management;
· Oversee cooperative agreement negotiations, performance-based subcontracting and results monitoring;
· Coordinate with other Donor-funded Implementing Partners;
· Organize and manage external communications, and arrange for dissemination of information;
· Supervise program staff to ensure timely delivery of products and regular reporting;
· Advocate and promote scale-up of best practices.
Qualifications
· At least 10 years of experience implementing and managing a complex program in/for a developing country;
· Master’s Degree or higher in Education, Public Health, Public Administration, Social Work, or related field;
· Technical expertise in HIV/AIDS prevention education, behavior change, community mobilization, youth friendly services, and community-based service provision;
· Familiarity with Government HIV/AIDS, education, and OVC policies, strategies, plans and current/past programming;
· Demonstrated ability to engage government and to represent vulnerable children priorities and issues;
· Demonstrated experience in financial and technical management;
· Knowledge of gender issues and links with HIV/AIDS and education;
· Strong leadership, management and interpersonal skills;
· Strong writing and oral presentation skills;
· Familiarity with international donors (at least 8 years of US Government and other experience preferred); and prior experience serving as a Chief of Party or Deputy Chief of Party highly preferred.
Director of Finance & Administration
The Director of Finance and Administration will be responsible for the overall financial management of the organization.
S/he will oversee the effective and appropriate use of financial resources of the project, develop effective mechanisms to monitor the expenditures and liquidations of the project and provide leadership in establishing alliances with the public and private sector and other donors to source other funds in order to maintain sustainability of the project.
Roles and Responsibilities
The Director of Finance and Administration will be responsible for the overall financial management of the organization.

· Ensure sound financial management of program, including oversight of cash flow and banking;
· Manage budget with Chief of Party;
· Overseeing transparent, sound, cost effective financial systems;
· Monitor implementation of work plan activities and assist in creating appropriate reports for activity-level financial management;
· Oversee reporting and subgrants management;
· Submit monthly financial reports to World Education headquarters in Boston, MA;
· Review and approve all expense vouchers;
· Assure compliance with USG regulations for project procurement and ongoing activities;
· Supervise financial aspects of grants management;
· Oversee supervision of financial staff; and
· Assume other responsibilities deemed necessary by the Chief of Party.
Qualifications
· 10-12 years of experience working as a financial manager including supervising finance and administrative staff;
· Familiarity with managing programs that are donor funded, especially with those that are USG funded;
· Extensive experience working with Non Governmental Organizations and managing subgrants;
· Experience establishing financial systems, and knowledge of accounting software, preferably QuickBooks and Excel;
· Demonstrated ability to establish alliances with the public and private sector;
· A Master’s degree or higher in accounting, finance, commerce or related field; and
· excellent contract negotiation skills and experience.
HIV and AIDS Education Technical Director
The HIV and AIDS Education Technical Director will be responsible for technical leadership and oversight of the HIV/AIDS education interventions in schools and communities and will work closely with the Chief of Party to develop and manage the overall technical strategy of the program.

· With the Chief of Party, provide overall technical oversight for all work and activities necessary to achieve the project planned objectives, outputs, and deliverables;
· In collaboration with the Chief of Party, monitor and evaluate project activities, interventions, impact and implemented sustainability measures;
· Liaise and advocate with other partners and relevant stakeholders regarding the project activities and policies and contribute toward fitting these policies and interventions; trouble shooting problem solving;
· Provide technical supervision and assign technical responsibilities as needed for the project staff and relevant project partners;
· Help in documenting all project activities, tasks, achievements and success stories; and
· Report to the Chief of Party on all technical, administrative and financial activities and relevant issues.
Qualifications
· At least 10 years of experience designing, implementing and managing HIV/AIDS education or youth behavior change projects;
· Extensive experience implementing programs that address HIV/AIDS attitudes and practices, behavior change, community mobilization, youth friendly services, parent-child communication and community based service provision;
· HIV/AIDS prevention, community mobilization, economic strengthening, child protection, and HIV/AIDS and education policy and advocacy;
· Familiarity with Government HIV/AIDS, education, and OVC policies, strategies, plans and current/past programming;
· A Master’s degree or higher in Education, Public Health, Social Work, or related field;
· Strong management, written, interpersonal oral communication skills; and
· experience in project management processes, particularly relevant development projects.
