Position Title: Information Management Consultant

Reporting to: Education Cluster Co-Lead
Justification
The Education Sector Group through cluster coordination mechanism is responding
to the emergency situation caused by the drought in Northern and North Eastern
Kenya as well as in the refugee camps of Dadaab and Kakuma.
At the initial response to the drought, education supplies including education
kits, ECD kits and boarding supplies were delivered to schools with increased
students in the drought affected areas. The supplies come with different kind
of trainings such as management of boarding schools, hygiene and sanitation
issues, and training for teachers to handle larger classes.
This response comes as an integrated part of the Education Cluster support to
the Ministry of Education where UNICEF co-leads the coordination in
collaboration with Save the Children. As a part of this process it is essential
that CLAs provide the necessary technical support to the cluster secretariat.
There is a need to work closely with DEOs and schools to identify the various
needs of education service delivery and system and subsequently coordinate the
different Directorates of MOE and the Education Partners.
Information and data management is the key to an appropriate response and the
consultant will support the Ministry of Education to collate analysed data and
communicate to The Government of Kenya, coordination forums and donors through
the Education Sector Group.
This consultant is stationed in Nairobi at the Ministry of Education and in the
Save the Children UK office.
Scope of Work
A. Tasks
These will include the following key issues:
- Identify
and address IM capacity-building needs of cluster partners
- Assist
Cluster Partners to meet cluster information needs through minimizing
requirements, adopting simple tools and providing timely, relevant information
to meet their own coordination needs
- Develop
dissemination systems and national and sub-national level cluster
communication structures that facilitate verbal or SMS feedback and
accommodate field constraints in attending meetings, accessing the internet
and email, and writing reports and updates
- Support
the education Sector Group in producing synthesized facts and figures for
communication to the Ministry of Education and inter-cluster
communication.
- Collate
and update information from the field on progress of the drought response
and the situation of children accessing education.
- Coordinate
with the information manager of OCHA to update necessary reports and
websites on the progress of the Education Sector Group.
- Create
and update a 3Ws map (who, what, where) of the sector to document the
progress of the cluster partners.
- Design,
carryout, analyze and produce ESG assessment report with figures for
publication and compliment with documented reports on the Post Disaster
Needs Assessment on school aged children in affected areas based on
situation reports, the education database in ASAL area and EMIS.
- Draft
a cluster drought report of the 6 month response to document the
effectiveness of the drought response. The report will be based on the
updated rapid assessment, enrolment data in Term III and cluster situation
reports. The drought response report will inform the mainstreaming of the
Ministry EPRP at the national and district level.
Expected
Deliverables
- Monitoring
framework with indicators developed working closely with M&E
Specialist.
- Weekly
Education Situation Reports completed and published in newsletter format.
- Education
page on OCHA website updated regularly and documents uploaded in Drop box
of the ESG.
- Assessment
reports completed end of February 2012 which reflect new enrolment in Term
III in 2011
- Minutes
of education Sector Group meetings recorded and points of action followed
up and incorporated
- Liaise
with IM contact in OCHA to map out the activities of Education Sector
Group
- Produce
a monthly bulletin of the ESG activities
Desired
Background and Experience
- Masters
degree in a relevant field
- Understanding
of the Kenyan education system and particularly Cluster approach and
Coordination
- Demonstrated
professional experience in the field of education
- Excellent
report writing and communication skills
- Capacity
to work independently yet with ability to share information, collect
feedback and engage in dialogue with other partners
- Fluency
in English
