MADICO  (Mogila Asegis & Development Initiative Concern) has received funding  from  the  United  States  African  Development  Foundation  (USADF)  towards  its  irrigation planning and capacity building. USADF is an independent Agency of the US government that operates at local levels in Africa in support of economic development. 
  
MADICO  management  is  formed  with  the  purpose  of  poverty  alleviation  by empowering its members through implementation of sustainable irrigation activities that contribute to increased  access  to  income  and  improved  or  expanded  production  and  marketing  of  agricultural produce at NANAM.
 
The Procurement Committee for  MADICO  now requests  sealed  proposals  from eligible and qualified consultancy firms or individuals to train 20 members of  MADICO board members and its focal group members on financial management.
 

Key areas of the training package shall comprise of the following:
  1. Separation of cash and financial management duties;
  2. Setting up, implementing and maintaining internal controls;
  3. Specific roles of staff and procurement committees;
  4. Petty cash management and documentation;
  5. Non-petty cash financial transactions’ documentation (preparation and maintenance of payment vouchers, approvals, and receipts);
  6. Cashbook maintenance and bank reconciliations;
  7. Payroll systems preparation and maintenance;
  8. Calculating depreciation costs;
  9. Procurement—internal policies of approvals for various sized purchases;
  10. Recording of farm sales income;
  11. Preparation of monthly Financial Statements (showing all income, expenditure and cash flows using the existing simplified format that should be collected from the client during the training;
  12. Basing MADICO’s financial decisions on developed financial statements;
  13. Cash flow planning (reading financial statements and projections to project future cash flow);
  14. Analyzing financial investments such as assets, infrastructure, trainings and others;
  15. Dividends’ decisions for members based on the MADICO’s plans.
Deliverables
 
Training manual, financial management and procurement policy shall be the products of this training and they shall be delivered by the consultant to  MADICO  and CEZAM &  Associates  Ltd  (ADF  Partner  in  Kenya).  

THESE  PRODUCTS  MUST  DEMONSTRATE  A PARTICIPATORY  PROCESS  THAT  INVOLVES  THE  MEMBERS  OF  MADICO  IN FORMULATION,  HENCE  RESPONSIVE  TO  THE  MADICO  FINANCIAL MANAGEMENT AND PROCUREMENT NEEDS.  

A training report will also be expected.  

The training report will have addressed the above training areas, trainees concerns in the above sub topics and MADICO’s area of skills gaps that the Partner will continually address to strengthen the organization’s financial  systems  and  procurement  procedures.

Requirements for Qualifications: 

Consultancy  firms/individuals  are  advised  to  send  separate  technical  and  financial  proposals (currency;  Kenya  shillings)  for  this  assignment  as  their  RFPs.  

Consultants not disclosing full information  in  the  proposals  will  be  considered  non-responsive  and  their  proposals  rejected. 

Consultancy firms must provide detailed CVs of all technical team members to undertake specific elements of the assignment with a confirmation that they will not change those individuals unless with prior written consent of MADICO Board or Management Committee.

  4. Have provision for various e-payments options
  5. Flexible, scalable, parameter driven and customizable to meet the unique requirements of Meru County Government
  6. Ability to provide multiple payment options across different providers including mobile money platforms, digital kiosks, banks and agents.
  7. Ability to demonstrate a secure cash management process.
  8. Provision of reports and dashboards for monitoring of revenue collected from each revenue source and for reconciliation purposes
  9. Easy to use for citizens and Meru County Government staff and accessibility via different platforms such as Web, WAP, USSD, Android, Windows and other platforms
  10. Ability to integrate with existing and future back office systems at Meru County Government
  11. Compliance with existing laws and regulations including CBK and CCK regulations
  12. Compliance with international globally accepted standards for systems security and payments.
  13. The system must have room for integration with other County functions management systems

Project Name: Kenya Rural Development Programme - ASAL Drought Management (KRDP ASAL DM)

Kenya Rural Development Programme (KRDP) is a programme funded by the European Union (EU) under Financing Agreement (FA) number KE/FED/022-067 signed between the Government of Kenya (GoK) and the European Union (EU) on 26th June 2011. The overall objective of the programme is to contribute to improved food security in Kenya.
 
The Call for Proposals (CfP) grant contracts is one of the activities implemented under the programme. Following a competitive selection process, seven Non-Governmental Organisations (NGOs) signed their grants in 2012 under KRDP, and other seven under Support to Horn of Africa Resilience (SHARE) in October 2014.

The CfP grants covers seventeen ( 17) counties, namely; Turkana, Samburu, Baringo, Isiolo, Marsabit, Samburu, Tana River, Wajir, Kitui, Kilifi, Kajiado, Narok, West Pokot, Tharaka Nithi, Embu, Makueni and Meru.
 
According to the KRDP Financing Agreement, the CfP grants will be funded by the EU through Drought Management Authority (NDMA) as the Contacting Authority (CA), and implemented by the NGOs. 

The CA has the role of coordinating and supervising the CfPs, and is charged with the overall responsibility of overseeing the technical and financial implementation of the various projects as per the approved proposals, at the National and County level. 

At the National level, the grantees will be required to send their progress reports and/or requests for any amendments to the proposal to the Contracting Authority for review, approval and further submission to the EU Delegation.
 
A Technical Support Unit (TSU) was set up to assist NDMA in the coordination, monitoring and supervision of the grants. Working under the TSU, the successful candidate will be expected to contribute to the realisation of the Project’s overall goals and objectives.
 
The Call for Proposals Officer (CfPO) and Call for Proposals Assistant (CfPA) will provide oversight, supervision, coordination and monitoring the implementation of projects financed under the Call for Proposals grant contracts contracted by NDMA and the SHARE grant contracts to be coordinated by NDMA.
 
Working under supervision of the Call for Proposals Officer (CfPO), the Call for Proposals Assistant (CfPA) is expected to contribute to the realisation of the project’s goal and objectives through undertaking of the following duties:

Specific Duties and Responsibilities:
  • In collaboration with Call for Proposal Officer (CfPO), review progress reports submitted by the grantee and ensure that they are in conformity to EU formats, and subsequent submission to EU delegation
  • In liaison with CfPO, organize for periodic joint NGO, KRDP/NDMA and EU supervision and M&E missions to appraise progress and implementation status of activities as per project result areas, and thereafter prepare a back to office for dissemination to all stakeholders
  • Some supervisory and monitoring and evaluation ( M&E) roles have been delegated to NDMA county offices; in collaboration with the NDMA county officers (County Resilience Officer in Arid counties and County Response Officers in Semi- Arid Counties) ensure that NGOs implementing the CfP mainstream their activities within NDMA county coordination structures through the respective County Steering Groups (CSG); the NGOs are expected present their proposals to the CSG, and ensure frequent participation by providing periodic updates /reports
  • Facilitate and supervise formation of CSG CfP Technical working groups (TWGs), to provide for an entry point for involvement and convergence for all stakeholders, so as to provide for necessary buy in, synergy and enable the sector technical officers provide technical back up, support trainings, and undertake regular county supervision and M&E.
  • Represent NDMA in forums dealing with KRDP and SHARE projects
  • Establish and maintain KRDP and SHARE CfP data base and filing system
  • Support training in Community Managed Disaster Risk Reduction (CMDRR) and Participatory Disaster Risk Assessment (PDRA) whenever required
  • Any other duties called upon to perform by CfP Officer
Academic and Professional Requirements:
  • Bachelor’s degree or higher from a recognised university in social sciences, project management, development studies or any other food security related field.
  • A minimum of two years relevant work experience
  • Understanding of the unique characteristics of the Arid and Semi-Arid areas (ASALs), and specifically be familiar with the pastoralists’ livelihood systems, the challenges and development opportunities.
  • Excellent communication and interpersonal skills, and the ability to engage effectively with a wide variety of stakeholders.
  • Strong monitoring and evaluation skills.
  • Strong report-writing skills.
  • Excellent verbal and written communication skills with fluency in both English and Kiswahili.
  • Ready to travel to all parts of Kenya and spend substantial part of his/her time in the field.
  • Prior working experience in ASAL areas will be an added advantage
  • Experience in facilitating CMDRR and PDRA training

Call for Participation: IT & ITES SMEs and START-UPS

The International Trade Centre (ITC), a joint agency of the United Nations and the World Trade Organization, engaged in trade-related technical assistance, is implementing the project “Netherlands Trust Fund III Kenya: Enhancing Export Competitiveness in the IT&ITES Sector in Kenya” (NTF III Kenya IT&ITES) .

This project aims to enhance the export competitiveness of micro, small and medium enterprises in the IT&ITES sector in Kenya and linking them to foreign companies interested in off-shoring their services to Kenya. 

The project will work in partnership with the Kenyan IT and Outsourcing Society (KITOS) and the Information and Communication Technology Authority (ICTA).

ITC’s NTF III will be working primarily with thirty three (33) micro, small and medium enterprises as well as IT start-ups. This Expression of Interest will facilitate the selection of these enterprises.
 

The selected companies will benefit from the following support activities in the framework of the NTF III Kenya Project:
  • Training and advisory services e.g. on export marketing and access to finance.
  • Market linkages through facilitating B2B matchmaking events in Europe and Africa as well as participation in trade fairs organized in Kenya and/or target IT&ITES markets
  • Promotion activities through online and offline media
The selection of companies will be based on a number of criteria, aimed at identifying their capacity to benefit the most from the NTF III Kenya IT&ITES project. 

Criteria will include: demonstrated IT expertise available in the company, clarity of its strategy (notably its export strategy), size of the company, financial soundness of the company, attitude towards employment of women, availability of marketing communication material (e.g. web site, brochures).

Using the above criteria, a team of independent IT Experts will select the 33 enterprises to be part of the project. 

Their recommendation will be reviewed by the project management team at the International Trade Centre (ITC) and the selected companies will soon after be informed. 

KITOS and ICTA will be involved in informing the industry of the EOI, but not in the selection process itself to avoid any conflict of interest.

Strengthening Education Systems in East Africa (SESEA) Project
 
Educational Research Request for Proposals
 
Aga Khan Foundation Canada (AKFC) is pleased to announce a request for research proposals under the Strengthening Education Systems in East Africa (SESEA) Project. 

The research targets five key thematic areas: Teaching and Learning; Teacher Development; School Management and Leadership; Parent and Community Involvement; and Education Systems Factors
 
What is SESEA? AKFC, together with specialized agencies of the Aga Khan Development Network (AKDN), is currently implementing SESEA: a five-year project aimed at strengthening education systems and ultimately improving learning outcomes for boys and girls at the pre-primary and primary levels in rural areas of Coastal Kenya, Southern Tanzania and West Nile Uganda. 

Promoting learning and dialogue through research on education East Africa is one of the key objectives of the SESEA project.

Available funding and research duration

The SESEA research initiative has funds to be awarded as grants at two levels of funding: 

(1) CAD $60,000 to CAD $100,000/project for research projects addressing at least one thematic area involving at least one of the following: Kenya, Uganda, or Tanzania; and 

(2) CAD $100,000 to CAD $500,000/project for research projects addressing more than one thematic areas involving at least one of the following countries: Kenya, Uganda, or Tanzania, with a focus on at least one of the following criteria- systems impact, student impact, or school impact.

All research must be completed by March 31, 2017.
 
Who can apply? 

Proposals are sought from researchers globally and at varying levels in their careers. 

Researchers must be affiliated with a university, agency, or research center with past demonstrated research experience in low and middle income countries (LMIC). 

Researchers need to establish close working relationships with field program implementation teams already working in these countries. 

Partnerships that include the following types of institutions or individuals are encouraged: 

(a) Low and Middle Income Countries research partner; Canadian or other high-income country research partner; and 

(b) Registered local or international NGO or CSO (AKDN or non-AKDN) actively implementing activities in the 3 East African Countries 

Partnerships must be formed and in place at the point of submission of the Expression of Interest (EOI).

Application process 

Step 1: Expression of Interest (EOI). A short list of EOIs will be selected to submit a full research proposal.

Step 2: Submission of full research proposal. Only those applications that are selected in Step 1 will be eligible to proceed to Step 2. Selected applicants for Step 2 will be notified by email.
 
The final date for submission of Expression of Interest is November24th 2014
 
Notification of an invitation to submit full proposals will be on January 5th, 2015.
 
The full proposals must be submitted by the call deadline 1600 hours (EST) on March 2nd, 2015. A formal notification will be provided to the principle investigator and affiliated institutions for successful proposals by April 6th, 2015.

Kimisitu Sacco is a savings and credit society established in 1985 serving employees of Non-governmental Organizations (NGOs), Foreign Missions, International Organizations and other Reputable Organizations in Kenya. 

Our mission is to be the leading and dynamic Sacco in Eastern and Central Africa. Our current membership is 6,700 members.

We are calling for proposals from qualified and able firms to carry out a FOSA Feasibility Study commencing November 2014.
Terms of Reference

  1. To carry out a feasibility study to determine the financial implication, costs/overheads and economic viability of establishing a FOSA
  2. Analyze business case potential of the proposed FOSA site
  3. Forecast the business continuity potential (Prepare a feasible 4 year business plan for the FOSA)
  4. Highlight key risks and mitigating factors
  5. To determine the adequacy of infrastructure, financial and Human Resource Capacity for FOSA Operations
  6. Based on your recommendations, offer technical guidance on implementation
Requirements to accompany the proposal:
  1. Curriculum Vitae of the lead team to carry out the engagement
  2. Registration certificate
  3. Company profile
  4. Current year’s tax compliance certificate
  5. Last 3 years audited accounts
  6. Four (4) References by Saccos that have successfully implemented FOSA after your recommendations within the last 3 years
  7. Time plan (days) indicating the various components of the engagement
  8. Quoted itemized consultancy fees inclusive of all taxes, incidentals, etc.
The proposal documents should be submitted in a sealed envelope marked “Proposal for FOSA Feasibility Services” addressed to, The Chief Executive Officer, Kimisitu Sacco Society Limited.  

The bid should be dropped into the tender box at the Sacco office along Woodland Road, Off Lenana Road, Kilimani on or before Friday 3rd October 2014 noon. 

Bids shall be opened on 3rd October 2014 at the Sacco offices at noon and tenderers may send their representatives to witness the opening.

Despite the progress made in building financial inclusion in Kenya in the last decade, 25% of the adult population still remains totally financially excluded. This excluded population falls largely within the poorer segments of the population. 

Unlocking access by this lower segment of the market is key to achievement of FSD’s financial inclusion goal and is specifically targeted by a number of interventions. These initiatives are managed under FSD’s direct poverty impact theme. 

On-going work encompasses client focused initiatives, especially looking at the needs of households engaged in smallholder agriculture finance and community based forms of finance encompassing, savings groups, financial services associations and savings and credit co-operative societies (SACCOs).
 

While FSD maintains a core full-time project management team, our approach is to supplement this technical capacity through the use of technical specialists. 

For this we are seeking to assemble a small team of specialists to support us in the formulation, execution and monitoring of financial inclusion initiatives with direct impact on the poor and vulnerable. 

The consultant specialists will form a ‘virtual’ part of FSD’s poverty impact team which will encompass its core full-time staff and a small number of specialist technical advisers. 

Those selected will be pre-qualified to undertake specific assignments as they arise in the course of FSD’s work.

Finance Innovation for Climate Change Fund

Supporting microfinance institutions, agribusiness value chain actors and index based agricultural insurance partnerships to engage in Climate Smart Agriculture

The Finance Innovation for Climate Change Fund (FICCF) component of DFID’s (UKAid’s) Strengthening Adaptation and Resilience to Climate Change in Kenya Plus (StARCK+) is a program managed by a consortium of HTSPE, Matrix Development Consultants and the International Institute for Sustainable Development (IISD). 

FICCF started operations in October 2013, focusing on facilitating and enhancing initiatives of the private sector in Kenya in the areas of adaptation and resilience to climate change and sustainable natural resources
management. 


The purpose of this fund is to complement other DFID investments by providing innovative finance to private sector agencies for climate smart investments.


FICCF intends to collaborate with Microfinance institutions and commercial banks with strong micro finance institution operations in Kenya to implement a 24 months Climate Smart Agriculture Component. 

The FICCF Initiative targets MFIs that can design and develop climate focused sustainable agribusiness finance products and services targeting small scale farmers and are able to collaborate and partner with private sector agribusiness value chain entities engaged in input supply, service provision, storage, processing and marketing. 

FICCF encourages applicants to propose innovative ICT solutions and agro weather advisory services and insurance partnerships. 

The partnership can be initiated by any relevant actor but the proposal will have to be submitted by the MFI on behalf of the partnership. Only one MFI is permitted in the partnership, but the other categories of the membership can have more than one member. 

MFIs eligible to compete for the program are strongly encouraged to carefully review the CSA design document and its annexes and submit proposals in accordance with the eligibility criteria annexed.

FICCF is pleased to announce a Call for Proposals, inviting applications from micro finance institutions operating in Kenya. 

The application procedure consists of a two-step process:

1st Step - Submission of concept note to present the basic elements of the proposal (max. 12 pages).

2nd Step - Successful submissions will be short listed and invited to submit full proposals.

FICCF will organize a workshop to clarify any question from interested parties.

Support

  • FICCF provides funding support in the form of repayable grants to micro finance institutions (MFIs) for on-lending to small scale farmers and private sector actors (such as input suppliers, on-farm service providers, aggregators and processors) along the value chain for the selected commodities.
  • MFIs will be required to leverage this fund to increase the total value of portfolio and some indications are that it should be in the ratio of 1:3
  • FICCF will provide a technical support grant up to a maximum of 20% of total support to provide agro-weather advisories and complementary technical climate smart agriculture services to run in conjunction with the loan programme.

Criteria

  • Lead applicant must be a Micro-Finance Institution or commercial banks with strong micro finance institution operations in Kenya.
  • Evidence of a strong Governance structure
  • Strong focus on agriculture investment with an agricultural strategy.
  • Strong financial capacity demonstrated by balance sheet, number of borrowers, turnover, etc.
  • Relevance and structure of the proposed partnership with agribusiness and insurance providers.
  • Appropriateness of the proposed CSA investments.

Commodities Targeted by the Proposed CSA Programme: Short cycle maize (combined with legume intercrops), Sorghum, Cassava, Dairy cattle, Poultry (indigenous chicken), Fish (tilapia).
