Line Manager: Deputy Country Director for Kenya

For 30 years, the organization has concentrated its actions on meeting three vital needs: water, food and shelter. In the Horn of Africa, Solidarites International is currently implementing food security, water and sanitation projects in Kenya and Somalia.
The program in North Horr, Marsabit North and Loiyangalani Districts focuses on Food Security and WASH (Water, Sanitation and Hygiene) in both emergency and recovery contexts.
1. Objectives of the position
The general objective of this position is to oversee and ensure implementation of the North Horr-Northern Marsabit humanitarian projects for the organization as defined in the proposal and according to Solidarites International principles. This covers over management, administration, logistic, security management, representation, needs analysis, etc.

2. Hierarchy
- This position is under the authority of the Deputy Country Director for Kenya;
- This position ensure direct supervision of 1 Log/Admin, 1 WASH PM. 1 Food Security PM;
- This position ensure responsibility over all project staffs (approx 30 persons and may vary)
- This position maintain functional links with Regional Administrative Coordinator, Regional Logistic Coordinator, Technical Coordinators,

- Manage directly : -
- 1 Log/Administrator manager
- 1 WASH PM
- 1 Food Security PM
- Ensure that each PM has his/her work plan and is meeting the targets;
- Ensure that all activities are well coordinated
- Ensure that all PM are adequately supervising works under their responsibility;
- Ensure overall responsibility for overall planning;
- Ensuring that the principles in the Solidarites International Charter are known, respected and put in action;
- Organize the formal and informal communication within the team.
Human Resources
- Recruit the staff necessary for the project’s implementation according to Solidarites International guidelines;
- Ensure the respect of Solidarites International rules and regulations for the national staff and ensure that Kenyan Labour Laws are respected.
- Conduct regular performance evaluations as required and ensure that job descriptions are relevant and updated for the staff under his/her responsibility;
- Propose improvement on HR package according to the needs (salaries per diem, training, break, …);
- Ensure that stress management procedures are in place and are respected.
- Anticipate and plan human resources requirements;
- Organize and help solving team conflicts and make sure working conditions are as good as possible;
- Contribute building capacity of the project staff
Finance and accounting
- Ensure overall responsibility for the finances and for the administration in coordination with the Log/Admin manager;
- Pay special attention to the correct implementation of Solidarites International administrative procedures in link with the Log/Admin manager.
Logistics
- Ensure overall responsibility for all logistics aspects of the program in coordination with the Log/Admin manager;
- Pay special attention to the correct implementation of Solidarites International logistic procedures in link with the Log/Admin manager.

Programs Coordination
- Ensure optimum coordination between the programs;
- Ensure overall responsibility for the progress and meeting the targets of the program;
- Ensure overall responsibility for quality of the program;
- Ensure overall responsibility for the relevance of the activities regarding the humanitarian needs of the targeted populations;
- Supervise all planning of activity implementation, efficient use of resources in line with the proposal and with the budget for each activity;
- Monitor the humanitarian context in the area and identifying population needs;
- Organize and write new propositions of humanitarian actions (evaluations, proposals) according to population needs;
- Contribute to capitalization of activities;
- Responsible for developing lessons learnt on strategic approaches (procurement, payment, recruitment, …);
- Ensure that Solidarites International Management tools are continuously and properly used.
Security
The security management and context analysis is under the responsibility of the Field Coordinator. The log-admin is responsible of its daily management.

- Gather information about the context of the mission, incidents, political changes or any information related to security and report any relevant piece of information to the DCD-Kenya;
- Supervise the organization of distributions (criteria of selection, security management during distribution, implication on overall security, etc.);
- Participate in all local security meetings;
- Maintain continuous and good relationship with the local authorities and other security-related actors (NGOs, Agencies etc…)
- Regularly update security plans and other security documents for submission to the DCD-Kenya;
- Provide security briefing to new staff, transit staff and/or project visitors;
- Organize security briefing with the team as required.
Reporting
- Prepare weekly and monthly report with the inputs from the team;
- Prepare donor reports (interim and final reports) and submit to DCD-Kenya;
- Report any security incidents to Nairobi Coordination Office immediately.
- Be the focal point for all the communication with the Country Director and Deputy Country Director for Kenya
Representation
- Responsible for all representation with local authorities and communities and making sure good relations are maintained;
- Responsible for appropriate coordination/validation with the Kenyan Authorities (Ministry of Water, of Agriculture, Veterinary services, Public Health services…) as required;
- Participate regularly and be an active member of the District Steering Group with other coordination bodies;
- Represent the organization to NGOS, UN, etc. in the areas of operation and maintain a pro-active relationship with them;
- When relevant, act as representative in the field to facilitate donor visit
4. Qualifications required
- Minimum Bachelor or equivalent in a degree relevant to Humanitarian interventions (Project management, Agriculture etc…). Generalist background appreciated.
- At least 3 years of experience in a management position with INGOs
- At least 5 years of experience in project implementation with INGOs
- Previous experience on implementing humanitarian programs in ASAL areas is an advantage;
- Previous experiences with DfiD and/or EC funding are an advantage;
- Knowledge of Solidarites International procedures is a clear advantage.
- English (working language) : fluent with excellent writing capacities
- Kiswahili : fluent
- Excellent knowledge of Word, Excel, PowerPoint, Internet
