The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana region and refugees in the Kakuma, Dadaab camps and in the Eastleigh, Nairobi.

The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, sanitation and hygiene and HIV/AIDS and prevention and response to gender based violence issues.

Applications are invited for the positions of:

1. Senior Gender Based Violence Program Officer - Hagadera

The GBV Senior Program Officer will be the second person/deputy for IRC’s GBV program in Hagadera camp.

With technical support from the GBV Manger based in Hagadera, the GBV Officer will be responsible for implementing the GBV program in Hagadera refugee camp and ensuring that the goals and objectives of the program are met.

He/ She will provide technical and line management oversight to the field-based staff of GBV. The position reports to the GBV Program Manager.

Responsibilities

a. Program Management
  • Provide ongoing leadership, training, and guidance to staff and incentives to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff
  • Participate in assessments to develop a GBV strategy for Hagadera camp
  • Assist the GBV PM in ensuring survivors can access services in a timely manner
  • Ensure adequate project monitoring systems are in place and staff are using the same
  • Manage the project budget in line with IRC policies and practices
  • Ensure that all internal and donor reporting requirements are met and that reports are of a high quality and submitted on time.
  • Ensure that all the necessary referral mechanism are set up and working effectively
  • Ensure that appropriate and quality GBVIMS database is updated
  • Compile weekly update reports and any other donor related reports
  • Work with the team to identify and make purchase requests of the required project materials
  • Prepare monthly incentive staff attendance sheets and payrolls
  • Facilitate recruitment of staff-both national and incentive staff
  • Ensure day to day supervision of project staff and usage of project materials
  • Ensure day to day supervision of prevention and response activities
  • Prepare job descriptions and ensure they are constantly updated in line with emerging needs in consultation with the Program Manager
b. Staff and Community Capacity Building
  • Oversee/ conduct trainings for community structures, members and service providers
  • Identify staff training needs and develop appropriate
  • Conduct staff appraisals in consultation with the GBV PM
  • Provide ongoing mentorship to the GBV program staff and offer strategic direction
  • Prepare and regularly update the staff job descriptions to reflect the actual tasks
c. Coordination and Networking
  • Develop and maintain effective working relationships with all stakeholders– including community leaders, NGOs, UN agencies, and other IRC team members (especially HIV, clinical services and CHP) to enhance multi-agency and multi sectoral cooperation and coordination.
  • Participate in the GBV Working Group Meetings at camp level and as relevant at the national level
  • Represent the program in camp level interagency meetings
  • Coordinate GBV case conferences with partners at the camp level and monitor referrals
  • Collaborate with the health team managers (clinical service and HIV) to ensure that staff are well trained on GBV and support to survivors
Requirements
  • 3 years program management experience, including at least 1 year in a humanitarian context with GBV focus
  • MA/S in social science, humanities or related degree
  • Good interpersonal and team building skills
  • Community education/training experience desirable
  • Ability to live and work under pressure in an unstable security environment
  • Experience in research and proposal writing is preferred
  • Fluency in English. Somali language preference
2. Temporary Human Resources Assistant - Nairobi

Reporting to the HR Officer, the Temporary Human Resource Assistant is responsible for the overall delivery of quality services to IRC staff members as regards personnel administration, recruitment and employee relations in the Nairobi office.

Initial contract duration for this position is two months (until 31st December 2011

Key Tasks:
  • Maintain a thorough knowledge of IRC personnel policies and assist the Human Resource Officer in ensuring employee adherence.
  • In charge of overall maintenance of personnel files by ensuring that personnel files are complete and adherence to highest level of confidentiality.
  • Update the timesheet tracking tool and ensure timely submission of monthly timesheets. Assist in reconciliation of invoices and Payments of Medical Insurance bills and pension schemes.
  • Ensure that new staff are duly enrolled into the medical insurance and pension schemes within first seven days of joining IRC
  • Assist in tracking vaccinations for staff and ensuring payment is made
  • Assist in data compilation for uploading on the HR software
  • Assist in the recruitment i.e. contacting of candidates, preparation of recruitment files and filing of the recruitment documents
  • Arrange for orientation of new staff including scheduling appointments with heads of departments.
  • Track contract and probation expiry dates and inform the HR Officer
  • Assisting in the general filing and photocopying of documents
Requirements:
  • A Diploma in Human Resource Management
  • Good knowledge of Kenya Labour Laws
  • At least 9 months working experience in a similar position. NGO experience will be an added advantage
  • Good organizational skills and excellent computer skills
  • Flexible and able to prioritize tasks
  • High level of integrity, confidentiality, trustworthy and honest
