Article 235 of the Constitution of Kenya 2010 provides for the staffing of County Governments. Further, the county Government Act, No. 17 of 2012, section 57, provides for the establishment of the County Public Service Board.

Accordingly, the office of the Governor, Busia County, wishes to recruit qualified and competent persons to fill two vacant positions in the county public service board.

Duties and Responsibilities

  • Establish and abolish offices in the county public service.
  • Appoint persons to hold or act in the county public offices including on the boards of urban areas within the county and to confirm appointments
  • Exercise disciplinary control over, and remove persons holding or acting in those offices.
  • Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board.
  • Promote in the county public service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010.
  • Evaluate and report to the County Assembly on the extent to which the values and Principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are complied with within the County Public Service.
  • Facilitate the development of coherent; integrated human resource planning and budgeting for personnel emoluments in the County.
  • Advise the County Government on human resource management and development.
  • Advise the County Government on implementation and monitoring of the national Performance management system in the county.
  • Make recommendations to the salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, Pensions and gratuities for county public employees.
Qualifications and Requirements:
  • Be a Kenyan citizen
  • Be a holder of a first degree from a university recognized in Kenya (A master degree will be an added advantage)
  • Have knowledge and working experience of not less than five years in Administration and Management.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity.
  • Be a Professional in good standing who has demonstrated absence of breach of the relevant professional code of conduct.

Job Title: Public Private Dialogue Officer (Counties)
 
Reports to: Manager, Public Private Dialogue
 

Job Summary: Is responsible for organization of all public private dialogues with devolved government.
 
Key Responsibilities
  • Organizes all public private dialogue activities and events with devolved governments
  • Follows up on all public private dialogue publications and outputs
  • Is initial liaison between KEPSA and devolved government institutions
  • Is the protocol and events coordinator for KEPSA in public private dialogues with devolved governments.
Candidate Qualities
 
The successful candidate will have:
  • Ability to coordinate well organized events and activities
  • Good writing, analytical and presentation skills
  • Good inter-personal and relationship management skills.
We are looking for a candidate who holds a master’s degree in business, economic, public policy, or any other related discipline with at least 5 years of experience since attaining a bachelor’s degree. 

The candidates should also have worked in the private sector, public sector, business organization or international organizations in project management, business management, or policy research positions for at least 2 years.
