Deputy Clerk / Director Legislative Procedures & Committee Services

- Planning and co-coordinating functions and operations of a section within the Clerk’s Chambers, namely: The Committee Office; Procedural Research;
- Protocol and Conferences Office; Assembly Organizations and Exchange Programs; Journals Office; County Assembly Service Board Secretariat; Administrative and Financial Duties;
- Offering advice on procedure and practice to the Speaker, other Presiding Officers and Members of the County Assembly.

- Research: Searching for fresh information / facts by consulting appropriate sources like documents or persons
- Committees: Offering administrative services to various types of Assembly committees including the County Assembly Service Board

Requirements for Appointment
- Masters in the following disciplines: Social Science, Government/ Political Science, history, Sociology, Economics, Public Policy with minimum 4 years relevant experience;
- Computer literate;
OR
- Bachelors degree in Social Science, Government/ Political Science, history, Sociology, Economics, Public Policy with minimum 6 years relevant experience;
- Those with a Law degree will have an added advantage

Legal Counsel

Duties and Responsibilities
A Legal Counsel shall be responsible to Director, Legislative Procedures & Committee Services.
The duties and responsibilities shall include:
- Drafting of Private Members’ Bills
- Drafting of amendments to Bills to be proposed to the Assembly by any Member of the County Assembly or any Committee of the County Assembly
- Giving legal interpretation to Acts and Bills and generally giving legal advice on matters relating to the County Assembly
- Providing legal advice to the County Assembly Service Board, the County Assembly and its Committees
- Providing any other legal services that may be required by the Committees, the Speaker, the County Assembly Service Board or the Clerk of the County Assembly
- Ensuring that Bills passed by the County Assembly comply with the Constitution
Requirements for Appointment
- Have a Bachelor of Law degree;
- Has been admitted as an Advocate of the High Court of Kenya;
- Be in possession of a current practicing certificate;

Clerk Assistant I

Duties and responsibilities at this grade will be more focused in serving in various sections of the Clerks.
Chambers Assignments will be so designed as to enable the officer apply the knowledge so far gained, and at the same time enriching it while developing a sound flair in County Assembly procedure and practice.
The officer will work under the Senior Clerk in carrying out responsibilities in a sector of any of the sections.
The duties will include: -

An officer at this level will be closely supervised and guided by the immediate senior Clerk.

- Coordination of computerization efforts in the County Assembly;
- Provision of advisory services on all matters related to information technology;

- Provision of non-partisan professional research assistance and analysis to Members, Committees and staff of the County Assembly
- Initiating and conducting anticipatory research/analysis on key policy issues
- Providing expert interpretation, explanation and analysis, including assessing the strength and weaknesses of policy options
- Maintaining a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions
- Ensuring quality control in the preparation of research papers, briefing notes and particular points of view;

Documentation / Librarian Officer

Overall Purpose of the Job:
To document the County heritage and history for future generations in accordance with the national collections documentation strategy for public access.
Duties and Responsibilities
- Document the collections held in store and on display at the Assembly and elsewhere in the County including task planning, reconciliation of paper and computer records,
- entering information on to computer from paper records,
- reconciling computer records with objects on display and in store, photography, and liaising with other staff
- Undertaking data cleaning and preparation of records for on-line public access.
- producing reports, liaising with curators, updating records
- Assisting with current documentation tasks as required (for example, scanning documents and photographs)
- Training of Library staff and students on attachment; provision of reference and research services;
- Provision of the Selective Dissemination of Information service and preparation of Annual Reports.
Requirement for Appointment
