Expression of Interest for Position of “Road Safety Expert”

1. Background
The Government of the United Republic of Tanzania has received a loan from the African Development Bank (AfDB) and Japan International Cooperation Agency (JICA) to jointly finance in various currencies towards the cost of Second Road Sector Support Project – RSSP II and intends to apply part of the proceeds of the loans for eligible payments for Contract for Individual Consultant for Capacity Strengthening for the Tanzania National Roads Agency (TANROADS) under the Project on the Dar es Salaam – Morogoro Road Safety Pilot Project.
The Tanzania National Roads Agency, an Agency of the Ministry of Works is therefore looking for dynamic, motivated, creative and open minded expert in Road Safety.
2. Road Safety Expert

Duties and Responsibilities
The overall objective of the Dar es Salaam – Morogoro Road Safety Pilot Project is to address multi – sector road safety issues with active participation of major road safety stakeholders to bring measurable improvements and benefits on the specific most trafficked trunk road in order to transfer knowledge from successful interventions elsewhere and build road safety knowledge through learning by doing.
The tasks of the expert shall be among others to assist, monitor and evaluate the implementation of the pilot project, conduct training and prepare a national road safety strategy and programme in consultation with the stakeholders.
The duties of the Expert among others will include:
(i) Preparatory study: The Expert shall carryout a study for the detailed identification of road safety issues on the project site, multi-sectoral measures to be taken, implementation strategy and action plan of labor among the implementing stakeholders and organization of implementation.
The Expert shall also carryout training needs assessment and prepare training programs for provision of training in roads safety issues to identified professionals currently working with TANROADS, the Ministry of Works, Traffic Police and other road sub – sector agencies.
(ii) Training: the Expert shall provide theoretical and practical on-job road safety training for the specified staff. He/she shall also provide road safety training for major stakeholders to raise awareness and commitment including decision makers and government officials. The Expert shall also assist in hiring Enforcement Expert for the Traffic Police Training.
(iii) Assist and Monitoring the Implementation: the Expert shall in consultation with a Technical committee closely assist in the daily Implementation of the pilot project. He/she shall assess the performance of each activity of the pilot project and report to a Technical Committee to facilitate the discussion and rectification of issues in time.
(iv) Documentation of the progress and lessons learnt: the Expert shall document each activity performed by each implementing agency including the progress made, problems encountered and solutions in the form of monthly, quarterly and yearly progress reports. The report shall contain the evaluation of achievements of the project against the planned targets. The Expert shall document shortfalls and provide technical/administrative solutions.
(v) Preparation of the National Road Safety Strategy and Programme: the Expert shall use the lessons from the pilot project and prepare national road safety strategy and programme.In this undertaking; the Expert shall recommend achievable targets and measurable outcomes at national level and for each major road safety stakeholder in Tanzania.
The successful Candidate will report to TANROADS and support a Technical Committee comprising TANROADS, the Department of Environment and Safety in the Ministry of Works and the Traffic Police working closely with designated staff in the three organs to accomplish the required services.
3. Qualifications and Experience
The desired attributes for the position are:
(a) Education:
Holder of at least a MSc in Traffic Engineering, Highway Engineering, Transportation Engineering or equivalent.
(b) General Professional Experience:
At least 15 years of cumulative experience in the road safety field.
(c) Qualifications and skills
- In – depth knowledge of the roads sub – sector and good knowledge and experience in road safety (10 years of relevant experience required);
- Minimum of 5 years working experience on similar technical assistance in road safety in developing countries; and
- Must have served a similar capacity on at least three (3) assignments.
4. Evaluation Criteria
Evaluation of the above qualifications and experience will be done on the following criteria and scores:
- Academic qualification 30%
- Adequacy for the assignment (Experiences) 60%
- Experience in Developing countries 10%
Total Score 100%
5. Duration of the Assignment
The duration of the assignment is estimated at thirty six (36) months.
