Monitoring and Evaluation Officer

KCDF is seeking to recruit an experienced and highly motivated individual to support the Monitoring & Evaluation function in a bid to improve its efficiency and effectiveness in demonstrating impact of its grantmaking and capacity development programmes.

Key duties and responsibilities:
  • Lead the Planning, Monitoring and Evaluation functions  of KCDF as well as provide support to KCDF grantees in design and implementation of similar frameworks that improve their capacity  to measure their progress or challenges, as well as their ability to undertake documentation and reporting on outcomes of their projects.
  • Ensure internal adherence and partner’s proactive compliance with the Planning, Monitoring & Evaluation guidelines and policies of KCDF.
  • To provide technical backup support to the programme team in the development, adaptation, utilization and regular updating of M&E tools.
  • Manage day-to-day operations of the M&E system, including support to programme officers in continued implementation of M&E tools and instruments.
  • Foster and coordinate partnerships for independent, external assessments to attain good quality, third-party evaluation studies.
Key qualifications:
  • A minimum of a bachelor’s degree in social sciences or development studies.
  • Prior experience with performance monitoring and evaluation for development programs, including developing performance indicators, data collection and analysis.

Institutional Fundraising Officer

KCDF is seeking to recruit an experienced and highly motivated individual to support the Institutional Fundraising function within its programme development department. 

This position works very closely with the Programme Director in mobilizing institutional funding to support the mission and strategic goals of KCDF, specifically programme development funding. 

The holder of this position will be a key contributor to the growth of the programme funding portfolio; the day to day management of data and information of current and future donors to KCDF’s work; S/He must be able to accurately interpret KCDF’s strategic development goals and objectives, align them to the national development priorities and translate those ideas into resource mobilization opportunities. 

S/He must be proficient in proposal writing and a fast learner able to work in a highly technical team.

Scope of Work

Working closely with the donor and relevant Ministries in the Government of Kenya and county government bodies, the Team Leader will play a key role in setting the vision for this programme, building and managing relationships with high level programme stakeholders, and facilitating dialogue between both state and non state actors. 


He/she will hold ultimate responsibility for delivering results through the programme, through overseeing inputs and managing a team of local and international experts. 

In consultation with all the key stakeholders, the team leader together with the wider team will identify and develop options to improve capacity and accountability of security and justice providers (state and non state) to respond to community needs and the specific needs of women and girls.

Duties and Responsibilities:
  • Provide strategic vision to the programme
  • Provide leadership and direction to all programme deliverables

The Security and Gender Expert will 


1) support the development of community policing programmes and mechanisms which benefit women and girls and 

2) ensure that women and girls are central to implementation plans. 

He/she will design and implement programmes related to gender-based policing initiatives. 

Under the direction of the Team Leader, and in collaboration with the M&E Expert, the Expert will develop appropriate indicators and evaluation tools to improve policing access to women. 

The Security and Gender Expert is a long-term position.

Duties and Responsibilities:
  • Work closely with the Technical Team to successfully implement a gender-focused strategy across the programme that includes women and girls, men and boys
  • Participate in the design of program interventions and activities, in order to ensure that gender-specific activities are integrated in wider programmatic objectives such as community policing
  • Ensure that relevant women’s issues are addressed and women are included in the dialogue with stakeholders
  • Assist in the establishment of M&E mechanisms and tools in gender-based policing
  • Develop verifiable indicators to monitor the impact of the program on access to justice for women and girls
  • Provide written periodic progress reports to the Team Leader on community policing
  • Organise and lead periodic seminars on current gender-based policing (as appropriate)

The M&E Expert will support the development of an M&E methodology and framework linked to the Implementation Phase workplan that enables effective monitoring of the Programme. 


The M&E advisor will also work with other programme Technical Experts to improve national and county-level security sector reporting mechanisms, feeding into national-level reporting and supporting budget requests by sector institutions. 

The M&E expert will also be responsible for liaising closely international standards and thought-leaders with regards to indicator development, as well as working with other Technical Experts to provide advice on the development of locally-owned indicators to drive performance improvement within county level governments institutions.  

Duties and Responsibilities:
  • Ensure effective integration of M&E into all programme activities
  • Lead the development and implementation of a results-based M&E methodology and framework for the CSJP
  • Build effective management information systems to support the monitoring of programme results
  • Work with programme partners, to undertake baseline and follow up surveys of community policing sector as required to obtain M&E data
  • Support the programme to guide security sector institutions, both individually and jointly, on using M&E information (both results achieved and future targets) to improve the quality of budget submission to the Ministry of Finance, and hence increase funds allocated to sector priorities

Duties and Responsibilities:

  • Organise, carry out and report on research, assessments and consultants at a county and community level, as required
  • Facilitate introductions and build strong working relationships with relevant local stakeholders, including attendance of forums and meetings
  • Provide support to the organisation of programme meetings and workshops
  • Undertake regular duty travel as necessary to monitor and supervise the work of pilots and partner organisations
  • Assist in administrative and financial tasks, as required

Experience:

Web / Mobile Applications Developer

Primary responsibilities

  • Create standalone and cross-over software and databases for websites, online and mobile applications.
  • Ensure that the layout of the projects are accessible and logical; recommend improvements if necessary.
  • Build the technical side of websites and applications using technologies that conform to international standards and make sure that they are universally accessible. The ability to work with current Content Management Systems is a must.
  • Perform maintenance and updates to existing projects when requested by clients.
  • Provide training on maintenance and update procedures to clients who choose to take charge of their own websites and applications.
Requirements
  • Education and degree(s) in disciplines related to the primary responsibilities.
  • Experience of working in a internet and mobile applications developing environment.
  • Experience in developing cross-over applications between internet and mobile technologies.
  • Knowledge of JavaScript, XML, CSS, HTML, PHP, MySQL, JAVA, ASP.
  • Experience with cross-browser and cross-platform issues.
  • Ability to express in good spoken and written English and Kiswahili.
  • Attention to detail, customer-service orientation, and creativity in problem-solving.
  • Ability to work in a team and to communicate in a clear way to provide training to clients and  staff.
  • Superior knowledge of current online trends and techniques, a strong online portfolio and experience with web database solutions.

Web / Graphic Designer

Primary responsibilities

  • Create design prototypes, including graphic design and layout of content, for digital and print media.
  • Ensure that the layout of the content is accessible and logical; recommend improvements if necessary.
  • Create visual concepts that match the content and the image wanted by the clients and ensure that interactive media (like websites) are easy to navigate.
  • Build websites using technologies that conform to international standards and make sure that they are universally accessible. The ability to work with current Content Management Systems is a must.
  • Perform maintenance and updates to existing websites when requested by clients.
  • Provide training on maintenance and update procedures to clients who choose to take charge of their own websites.
Requirements
  • Education and degree(s) in disciplines related to the primary responsibilities.
  • Experience of working in a communications / public relations environment is highly desirable.
  • Knowledge of digital imaging and illustration with Photoshop, Fireworks, Indesign and Illustrator.
  • Knowledge of the common print media formats
  • Knowledge of JavaScript, CSS, PHP, MySQL, HTML and Flash.
  • Knowledge of Content Management Systems like Joomla and Wordpress.
  • Knowledge of design for mobile devices.
  • Experience with cross-browser and cross-platform issues (IE, Firefox, Chrome, etc.)
  • Experience with File Transfer Protocol (FTP)
  • Ability to express in good spoken and written English and Kiswahili.
  • Attention to detail, customer-service orientation and creativity in problem-solving.
  • Ability to work in a team and to communicate in a clear way.
  • Superior knowledge of current web-design trends and techniques and a strong online portfolio.
