The
Pan African Climate Justice Alliance is a coalition of around 300 Civil Society
organizations with diverse membership from 45 African countries drawn from
Non-governmental organizations, Foundations, Trusts, Community-based
organizations, faith-based networks, national platforms and
regional/sector-based networks.
Established
in 2008, PACJA aims to unify isolated civil society efforts on climate change
advocacy and coordination in Africa, to ensure that pro-poor and people
centered response measures are taken into consideration as governments in
Africa seek to mainstream climate change into national development strategies.
The
Positions
To
respond to the needs of expanding and diverse membership coupled with
ever-increasing demands of climate change response efforts, PACJA seeks to
recruit experienced, motivated and dynamic men and women to join its
Secretariat based in Nairobi, Kenya to support its work in playing a proactive
role in the evolving climate change dialogue processes, both at African and
international levels.
The
Alliance is therefore looking for suitable candidates to fill the following
positions:
Programme Manager (PM)
Job
Reference:

Duration
of Contract: 2
Years (with possibility of extension subject to satisfactory performance)
Reporting
to the Continental Coordinator, you will be responsible for ensuring the
effective and efficient implementation of PACJA projects, and delivery of its
core policy and advocacy objectives.
Duties
and Responsibilities
- Development
and implementation of PACJA’s organizational strategy and the Pan African
project work plans.
- Line
management of PACJA programme staff.
- Lead
on research and provide advice on advocacy on organizational strategic
interests.
- Represent
PACJA at Climate Change related policy forums and meetings.
- Overall
management and reporting of all financial elements of the programme in
accordance with PACJA’s financial policies and procedures.
- Develop
Monitoring and Evaluation tools to measure programme activities.
- Relationship
building with partner organizations, including donors, government, the
private sector and other NGOs to achieve the strategic objectives of the
organization.
Required
Skills and Qualifications
- At
least a master’s degree in development studies, Environmental Studies, Public
Policy Analysis or any other related field.
- A
minimum of 5 years project/programme management experience preferably from
Coalitions with diverse membership, at National , regional or continental
levels.
- Proven
record of policy and advocacy experience in Africa.
- Experience
working on climate change issues, including familiarity with and
passionate about the United Nations Framework Convention on Climate Change
(UNFCCC) and related processes
- Excellent
conceptual and analytical skills and demonstrable ability to think
strategically.
- Experience
of managing donor relations and contracts.
- Full
computer literacy and familiarity with e-presentation techniques and
ability to operate with online web-based applications.
- Experience
in project design, organizational and strategic planning processes.
- Strong
interpersonal and management skills and ability to establish effective
working relationships in a multi-cultural environment
- Fluency
in written and spoken English. Knowledge of French is desirable.
Position
Vacant: Advocacy and Communication Officer
Job

Duration
of Contract:
2 Years (with possibility of extension subject to satisfactory performance)
Reporting to the Programme Manager (PM), you will be coordinating the Advocacy and
communication functions of PACJA, including, but not limited to communications,
lobbying, media and campaigns.
Responsibilities
- Lead
the design and implementation of PACJA’s advocacy and communication
strategies and activities.
- Work
with the rest of the staff, thematic leaders, Consultants and alliance
members to develop regular policy positions on climate change visa-a-vis
positions held by other stakeholders.
- Represent
PACJA at climate change policy forums and meetings.
- Provide
content for the regular production of publications and communication tools
including annual report, Climate Change updates and other strategic
documents.
- Lead
on capacity building for staff and partners.
- Coordinate
with alliance members on knowledge and information sharing and learning.
- Coordinate
PACJA media engagements.
- Write,
document, publish and disseminate PACJA’s achievements and best practices
through regular newsletters, websites, blogs and twitter.
Required
Skills and Qualifications
- Degree
in Political or Social Sciences, International Studies, Journalism,
Communications, Law or other relevant field.
- At
least 3 years of relevant professional experience in advocacy and
communications with at least 1 year at the African or international
levels.
- Experience
working on climate change issues, including familiarity with and
passionate about the United Nations Framework Convention on Climate Change
(UNFCCC) and related processes
- Excellent
lobbying, advocacy and communication skills.
- Experience
working with media at the continental level .
- Excellent
knowledge of both English and French ( written and spoken).
- Demonstrable
skills in Information Technology, including use of Word Processing,
PowerPoint, Design and Publishing, spread sheets, email and internet.
- Ability
to work with a wide range of partners at the national, regional and global
levels.
- Ability
to produce various advocacy and communications products.
Position
Vacant: Finance Officer
Job

Duration
of Contract: 2
Years (with possibility of extension subject to satisfactory performance)
Reporting
to the Finance and Administration Manager, the Finance Officer will be
responsible for financial support to projects and programmes to ensure the
smooth running of the financial systems.
Main
Responsibilities include:
- Ensure
timely and regular posting of expenditures.
- Provide
financial and grants advice to all programme staff.
- Ensure
timely requisition of services and equipment.
- Support
Finance and Administration Manager, Programme Manager and the rest of
programme Staff in proposal writing, and budget preparation and
monitoring.
- Monitor
expenditures, planned and committed costs.
- Ensure
accurate and timely financial reporting to donors.
- Prepare
periodic budget monitoring reports.
Required
Skills and Qualifications:
- Bachelors
Degree in Business Administration, Commerce, Finance or Accounting.
- Certified
Public Accountant (CPA) (K)
- Minimum
of 3 years’ relevant experience in a donor grant reporting role.
- Good
financial analysis skills.
- Understanding
of regional funding environments.
- Ability
to work under pressure and meet deadlines.
- Excellent
computer skills and familiarity with financial accounting and reporting
systems.
All
positions are based in Nairobi, Kenya and thus non-Kenyan applicants will need
to be in possession of, or be eligible to receive a Kenyan Work Permit.
The
salary is pegged to the Kenyan National NGO pay scale. PACJA will not provide
for relocation costs.
