Job Description

The Senior Financial Management Specialist will be reporting to the Chief Executive Officer and will work closely with the Program Manager and relevant implementing entities.

Duties and Responsibilities

Strategic Roles
  • Advise the Chief Executive Officer on all financial matters relating to Kenya ICT Board (KICTB) and Kenya Transparency and Communications Infrastructure Project (KTCIP) activities
  • Provide leadership over the finance and accounting function
  • Take overall responsibility for all aspects of accounting and financial systems for the overall organization and KTCIP including the harmonized design and deployment of policies procedures and systems required for the effective implementation of the same.
Statutory and Project Compliance Role
  • Develop the core reports required for statutory and project reporting and ensure that there is organizational compliance with respect to dates, format and substance of the said reports
  • Ensuring reports to the board of directors presented by the CEO on the projects are accurate and reflective of the board’s obligations with respect to the KTCIP project.
  • Ensure documentation and certification of all quarterly Interim Financial Reports (IFRs) are in line with World Bank requirements
  • Timely preparation of consolidated annual project accounts in a format and quality acceptable for audit purposes
  • Submission of a quarterly report to the World Bank including activities undertaken and challenges to be addressed with recommendations for action
Operational Role
  • By participating in the organization’s executive management committee meetings, ensure effective management and reporting of the organization’s finances to the rest of management
  • Consolidate work plans and budgets and prepare overall KICTB and KTCIP budgets
  • Prepare cash flows and project monitoring reports and claims for reimbursement by Development Agencies
  • Work with the internal team to ensure development of the monthly financial operating reports include balance sheet, income statements cash flows and maintain the books of accounts
  • Works with the internal team and relevant external parties as may be appropriate in ensuring that the financial systems are maintained and updated.
  • Working closely with the parent ministry and Ministry of Finance in matters of the organization’s financing requirements
  • Managing the organization’s treasury function with the organization’s banking partners in compliance with the government of Kenya rules and regulations
Skills and Attributes Required
  • Bachelor’s Degree in Accounting, Finance or an equivalent recognized qualification in accountancy.
  • Membership of a recognized accounting body e.g. ICPA(K) would be an added advantage
  • At least 7years of financial management experience, 3 of which should be at a senior level
  • Well developed IT skills with proficiency in computerized financial systems
  • Knowledge and understanding of project planning, work programs and budgeting procedures
  • Knowledge of Government of Kenya and World Bank budgetary policies and disbursement procedures.
  • 3 years experience with the design and deployment of financial operating procedures.

Terms of Reference : Senior Procurement Specialist– TCIP

Job Description

Reporting to the Chief Executive Officer, the Procurement Specialist will head the Procurement Department.

Key Responsibilities

Strategic Role
  • Advise the Chief Executive Officer on all procurement matters relating to Kenya ICT Board (KICTB) and Kenya Transparency and Communications Infrastructure Project (KTCIP) activities
  • Take overall responsibility for all aspects of procurement within KICTB and KTCIP including the design and deployment of policies procedures and systems required for the effective implementation of the same.
  • Statutory and Project Compliance Role

  • Maintain coordination of project activities and be responsible for following up with executive committee (management) in the achievement of all project related procurement targets
  • Through the executive committee (management), assist the organization in proposing measures to overcome critical delays to project completion and on compliance with agreed procedures as per the Development Credit Agreement
Essential Duties and Responsibilities

Procurement Process Management
  • Offering professional service to the ICT Board’s Procurement Committee
  • Render support on project start-up procurement issues as necessary
  • Help prepare procurement packages as appropriate
  • Prepare and agree on procurement plan with stakeholders
  • Review technical specifications, refine Terms of Reference (TOR) and prepare Request for Proposals (RFP) and bidding documents for the project using standard World Bank documents and where appropriate the standard documents as approved by the Public Procurement Oversight Authority
  • Review and evaluate procurement proposals and documents received and assist all Units in the process of engaging consultants and bidders
  • Prepare, review and clear TOR’s bidding documents for all procurement activities required under the project
  • Follow up with concerned government departments and the World Bank to have RFP’s and bidding documents approved and issued on a timely manner according to the approved procurement plan
  • Manage the advertising process involved in procurement, procurement correspondence, bid receipt and bid opening in strict accordance with the agreed procurement procedures
  • Manage the project procurement filing system in a systematic manner
  • Participate in contract negotiations
  • Prepare and execute purchase orders and requisitions
  • Prepare physical progress and procurement reports quarterly for the World Bank as well as for Kenya ICT Board
  • Supervise the procurement personnel
Vendor Management
  • Maintain list of vendors supplying various items
  • Develop and execute measurement tools to accurately gauge vendor’s performance (quality, delivery times etc) and communicate results internally and externally as necessary
  • Check invoices to ensure correct price, follow through to ensure that materials orders have been received, examine the condition of materials received and approve invoices for payment
  • Maintain procurement records such as items or services purchased, costs, delivery, product quality or performance and inventories, compiling data on these for internal monthly reports
Procurement Reporting
  • Prepare and review evaluation reports to submit through the Project Coordinator for onward submission to the World Bank for approval
  • Follow up with concerned government department and the World Bank to have the evaluation reports approved in a timely manner
  • Monitor and report the procurement implementation status and progress to Government of Kenya and World Bank as required
  • Follow up with concerned government departments and the World Bank to obtain approval of the procurement plan/documents in a timely manner
  • Perform other tasks as assigned by the Project Coordinator as needed by all the Units in support to achieve the highest level of compliance, customer satisfaction at an optimum cost
Skills and Attributes Required
  • Bachelor of Science Degree in Finance, IT or Commerce, and graduate diploma in Purchasing and Supplies (Professional Stage) of Chartered Institute of Purchasing and Supplies or its equivalent.
  • Master of Science degree in Management or related discipline will be an added advantage.
  • Served for a minimum period of 8 years in procurement and supplies management in a recognized institution
  • Proven knowledge and understanding of project planning, implementation and good analytical capabilities
  • Knowledge of Government of Kenya and World Bank procurement procedures
  • Well developed IT skills with proficiency in MS Project Software
  • Demonstrate some experience with the development and or project implementation of procurement systems policies and procedures in an organization.
  • Demonstrated ability to work as part of a team

Purpose

The purpose of the Kenya Open Data Initiative is to remove barriers to accessing information created or managed by government institutions, while respecting privacy legal and other concerns.

Justification


The objective of setting up an open data website is to provide government information, in digital form, published on the internet for ease of accessible to all. 

Kenya's information is a national asset, and this site is about sharing it. 

The goal of Kenya open data website is to make core government development, demographic, statistical and expenditure data available in a useful digital format for researchers, policymakers, ICT developers and the general public. 

As more data is available and Kenyans make of the data, the relationship between the government and the citizens is expected to change for the better.

Partners


The partners to this project will be as follows;
  • Kenya National Bureau of Statistics (KNBS)- KNBS is the custodian of the official statistics in Kenya
  • ICT Board- Empowering the communities to acquire ICT skills
  • The World Bank – provides the support through the provision of resources
Duties and Responsibilities

The data manager for the Open data website will be responsible to the Technical Coordinator and will be in charge of the following;
  • Support the implementation of the Open Data initiative, in consultation with the project coordinator, technical coordinator and stakeholders
  • Identify new datasets for inclusion in the Open Data initiative and associated tools.
  • Managing the acquisition, curation and publication of new datasets on opendata.go.ke
  • Prepare and release new data sets in the right formats and upload it onto the open data site.
  • Ensure compliance with applicable legislation
  • Maintain and monitor the use of data sets
  • Ensure the quality of data is update and is as published
  • Conduct trainings on the use the Kenya’s open data initiative database in consultation with the technical coordinator.
  • Supervise the staff under him/her
  • Any other duties as may be assigned to him/her by the project coordinator
  • Ensuring the quality, accuracy and timeliness of data published to opendata.go.ke
Expected Outputs
  • Data sources identified and sourced.
  • Data prepared for uploading on the website.
  • Data uploaded onto the open data website
Qualifications
  • A degree in Economics , Statistics or IT
  • Demonstrable evidence of past work in this area, involving data processing and analysis in a statistical production institution ;
  • Over 3 years of work experience in handling data processing and analysis activities

Technical Support

Kenyan Open Data Initiative - Terms of Reference: 

The Kenyan Open Data initiative (KODI) was launched on July 8th 2011 at opendata.go.ke.

The initiative's goal is to make core government development, demographic, statistical and expenditure data freely available in a useful digital format for researchers , policymakers, ICT developers and the general public. 

The initiative is in its early stages: the technology and policy environment is still maturing, expertise is being developed and a long-term vision is being formed.

The Kenyan ICT board seeks to recruit an open data technical program officer who will take responsibility for the technical operations of the Kenyan Open Data Initiative.

Duties and Responsibilities:
  • Managing the Open Data Website
  • Hands-on, ad hoc training for civil servants on how to use Open Data Portal
  • Technical liaison between government department/agency data stewards and the Kenya ICT Board team
  • Overseeing the dataset routing and approval process to ensure a steady flow of new data is being published on a regular and recurring basis
  • Technical lead for automated API-based publishing and compliance with IT security standards
  • Moderating social activity such as community created comments and views in the Open Data portal;
In addition, the technical program officer will provide guidance to department/agency data stewards on:
  • Suggestions and sharing of best practices on how to extract, transform and load (ETL) data for a consumption-optimized data exploration experience;
  • How to curate metadata and apply general hygiene to metadata to ensure it is the most useful to the broadest array of audiences;
  • How to publish data in ways that are most useful to the broadest array of audiences through the creation of data visualizations (GIS maps and charts), filtered views, rich list views and guided filters;
  • How to ensure that published data is updated on a regular basis, including development of data synchronization strategies and processes;
  • Effective storytelling with data by authoring canvas pages and/or blog posts that contain data visualizations, text, images and video, etc.;
  • Configuring Open Data Federation Services between department and agency data catalogs and with the parent data catalog.
Desired Profile
  • An experienced technical analyst with strong statistics, data management and web production skills
  • University degree in computer science, information systems or relevant field
  • At least 2 years experience in relevant field such as data management, computer science, software development, GIS systems, Data Analysis.
  • Experience and proficiency working with public statistics. Prior involvement in open data and open government communities is an advantage as is knowledge of Kenyan political, social and economic issues.
  • Strong technical skills using spreadsheets, databases and dedicated stats packages such as Stata and SPSS
  • Web production expertise: experienced writing web copy, preparing media, using content management systems, practical experience of using HTML, XML and CSS and Javascript.
  • Demonstrated writing and editing skills as well as a high level of data and statistical literacy.
