Position: Team Leader Mobile Teams - Somali Speaker

Job Context
Handicap International is present in Dadaab refugee camps since 2007 through
its development department.
In response to the recent and massive influx of refugees, Handicap
International’s Emergency Response Department has launched in August 2011 a
holistic approach called Disability and Vulnerability Focal Point (DVFP) to
respond to the needs of the most vulnerable newly arrived refugees.
The strategy of these DVFPs is to identify most vulnerable persons and enhance
their access to essential basic and specific services through different
mechanisms as well as through direct services’ provision.
After a period of suspension due to the degradation of the security context, we
are now resuming our emergency activities with new modalities.
Global Objective of the Position
Under the responsibility of the Operations Manager, the Team Leader shall
manage, supervise and organise team work.
They shall also ensure appropriate identification of the most vulnerable
refugees, assessment of needs, referrals and assistance of the beneficiaries
Responsibilities
- Organize
the daily activities of the teams and coordinate between different members
of the teams to ensure an appropriate response to beneficiaries’ needs
(plan and organize priorities, ensure good geographical coverage of the
areas by the Social Workers, coordinate the use of transportation means
with the Social Workers, etc…)
- Supervision
and participation in the identification of the most vulnerable people and
of the assessment of their needs (with regular field visits according to
security rules and constraints)
- Maintain
up-to-date beneficiaries files and reports as well as evolution notes
according to the line manager and/or Operations Manager’s requirements;
- Maintain
work areas clean and secure and ensure a good maintenance of material at
disposal;
- Assess
the general needs of the beneficiaries (with the support of specialists if
needed) and ensure proper assistance is provided;
- Coordinate
internal referrals § ensure good coordination with the specialists;
- Refer
beneficiary to other professionals or services when needed and to ensure
that team members do so appropriately (by providing technical support if
needed)
- If
possible depending on security constraints and priority for one shot
response, to ensure that the follow up of beneficiaries is done and that
actions are taken if the services are not provided as needed
- Participate
in the update of the mapping of services on a weekly basis
- Contribute
in building the capacities of the social workers (vulnerability
assessment, referral system…)
- Demonstrate
an ethic and professional practice
- Demonstrate
willingness to improve professional competences and abilities to increase
care quality.
- Participate
in camp level coordination meeting according to the direct Line Manager
and/or Operations Manager’s requirement
- Report
to the direct Line Manager and/or Operations Manager on activities and
challenges faced and to participate in the reflexion to improve our
practices and project’s strategy
- Ensure
confidentiality of beneficiaries
Required
Profile
Languages
- Somali
required (both oral and written)
- English
(good writing skills)
Experience
- University
degree in Social/Human sciences, Management or social related fields
- At
least one year of experience as a team leader / manager position in an
INGO / association
- Significant
and proven experience in management and coordination
