Expression of Interest (EoI) for Consultancy Services:Consultancy to Conduct an Assessment of the Possible Implications of the EAC-EU EPA on Kenyan Agricultural Sector and its Compatibility on the WTO Rules
 
Introduction: The Kenya Human Rights Commission (KHRC) is a non-governmental organization (NGO) which was founded in 1992 and registered in Kenya in 1994 with a mandate to entrench human rights and democratic values in the society. 

The KHRC envisions a human rights state and society and outlines its mission as to foster human rights, democratic values, human dignity and social justice. 

This mission and vision are driven by the goal or enhancing human rights centered governance at all levels from community to international levels. 

KHRC works at community level with human rights networks (HURINETS) across Kenya and links community, national and international human rights concerns. 

KHRC acknowledges that poverty is closely related to human rights violations and addressing it requires focus on economic and social rights. Agriculture has for long been said to be the backbone of Kenya’s economy and the source of employment and livelihoods for the majority workers and small scale farmers. 


It is therefore significant that KHRC’s community based partners are concerned that young male heads of households are increasingly unable to meet the basic needs of their families (food, education, shelter, health etc). 

The resulting frustration is closely linked to unrest and violence not only within the family but also nationally as manifested through: youth unemployment; proliferation of militias; insecurity;  migration of unskilled labour including female workers to places where their rights as workers are not guaranteed; and decline in access to social services such as education, health care and water. The majority poor and the marginalised are most vulnerable. 

KHRC will use its competency on economic rights and social justice to contribute towards improving livelihoods through access to rights and service delivery and trade justice through the two strategic objectives described below.
  • Strategic Objective 1: Producers’, workers’, consumers’ and host communities’ rights protected.
  • Strategic Objective 2: Improved accountability in service delivery leads to improved access to ESCR in select counties.
1. KHRC Engagement in the EPA Process: KHRC has actively engaged stakeholders in the EAC-EU EPA processes for nearly a decade. Using a rights-based approach and through partnering with like-minded institutions and organizations (government, private sector, civil society organizations, media, parliamentarians and the public)

KHRC has organized a series of meetings and capacity building at all levels (national, regional, and international), conducted advocacy based research, conducted workshops, trainings, press briefings, TV and radio interviews, newspaper articles, demonstrations as well as through a court case on participation (petition 1174/2007) on behalf of small-scale farmers. 

The ruling made by the high court compelled the Kenyan government to devise a negotiations framework that ensures participation of non-state actors as well as publishes all information on negotiations in at least two local dailies. 
 
The EPA process for genuine reasons overstretched beyond its allocated timelines with negotiating parties spending long hours, months and years on critical and contentious issues of negotiations. 

To unlock the EPA debacles, diplomatic tactics were employed by the negotiating parties (EAC and the EU) such as threats to withdraw market access preferences (MAR 1528/2007), political pressures by powerful lobbies, promises of Aid for Trade as part of the development support, imposition of tariffs subject to ratifications among others. 
 
The signing of the EAC-EU EPA negotiations on October 14, 2014 marked the beginning of yet another long, highly technical and possible contentious process of both ratification and implementation of the agreement. 

Although the impacts are not easy to measure or predict, the devil is in the details, and only sector specific assessments will expose the possible impacts.

In order to understand the likely scenarios, KHRC wishes to assess the EPA deal against any possible implications of the EPA deal to the agricultural sector as it is one of the sectors which are likely to be affected the most. 

While conducting this analysis, this research will assess the compatibility of the deal to the WTO rules as well as look into the future of EAC and EU relations. 

2. Objectives of the Assignment: The objective of the consultancy is to carry our an assessment of the impact of the EAC-EU EPA on the agricultural sector in Kenya with specific focus on a few products grown by small-sale farmers for purposes of export to the EU market. 

The assignment specifically looks at the likely impacts the deal might have on the trade between the EU and EAC and aims at recommending the necessary steps required by both parties in ensuring that small-scale farmers and producers of specific agricultural products are cushioned from any negative impacts from the EPA agreement. 

Some questions to be considered in this study include:
  1. How compatible is the agreed EAC-EU EPA texts to the WTO rules and what are the likely implications to the EAC regional integration process?
  2. What are the likely impacts of the agreed EAC-EU EPA deal on key agricultural sectors e.g. horticulture (flowers and beans), coffee, tea, sugarcane.
  3. What is the legal ratification process and roles of institutions/stakeholders in Kenya and EAC in implementing the agreed EAC-EU EPA deal?
  4. What is the way forward to the economic relationship between the EAC and the EU?
3. Scope of Services
 
The consultancy involves analyzing the already agreed EAC-EU EPA on the agricultural sector in Kenya and how compatible the deal is with the WTO rules. 

The study will interrogate the impacts of the deal to smallholder farmers and producers who grow for export to the EU market, possible implications to the local agricultural production. 

The study will further interrogate both the potential economic and social benefits and losses of the already agreed EAC-EU EPA agreement. 

4. Required Qualifications and Experience
 
KHRC’s Economic and Social Rights (ESR) program intends to engage a CONSULTANT for the assignment that should have the following experience, expertise and competencies;
  • Possess excellent analytical skills, qualitative and quantitative research including data collection and analysis abilities.
  • Demonstrate experience in engaging in the EAC-EU EPA negotiations, including understanding the trade policy making process in the EAC, WTO issues, agriculture sector policies and regulatory frameworks.
  • Excellent documentation and writing skills, verified by previous written research papers. 
  • Relevant academic qualifications; (Law, Economics, Political science Development studies and related fields)
  • Ability to travel across Kenya, interact effectively with local communities, small-scale farmers and work as part of a technical team.
  • Availability to meet tights project deadlines.
  • In-depth understanding of human rights issues especially social and economic rights.
  • Show passion and commitment to human rights and social justice. Attributes should extend to respect for diversity, integrity, equality and transparency.
5. Deliverables
  • An inception report that outlines the methodology (tools, respondents and key literature review) to be used and the support expected from KHRC.
  • A draft report on the implications of the EAC-EU EPA Negotiations to the Agriculture Sector, and its compatibility with the WTO Rules’ responding the questions referred to above.
  • The draft report will be presented at an EAC-EU EPA regional workshop to be organized by KHRC
  • Final report incorporating comments from the EAC-EU EPA regional workshop prior to publishing.
6. Duration of Assignment: The Duration of the assignment is expected to take 30 days from the date of commencement.

Call for Expression of Interest (EOI) To Conduct Rapid Assessment of Kenya’s Coffee Sector and Develop Technical Policy Briefs of the Sector
 
Background and Introduction: Norwegian Church Aid (NCA) is a development organization that has been operating in Kenya since 1984. 

The organization has 3 key areas of work, namely; Climate Justice (both Climate Change Adaptation and Mitigation); Gender Justice (Women in Governance and Gender Based Violence); as well as Livelihood & Trade. 

The Livelihood & Trade programme under which Coffee intervention falls under has been in operation since the year 2006.

The ambition has been to mobilize small scale coffee farmers, building their capacity to understand coffee policy matters and advocate on the same, as well as improvement of coffee quality and quantity.

About the Programme: Coffee was for a long time Kenya’s most important agricultural export, accounting for as much as 40% of the total value of exports in some years [Mitchell, 2011]. This situation has changed dramatically since coffee production peaked in 1988. 

In recent years, coffee accounted for only about 6% of agricultural exports, while horticulture and tea exports have increased substantially, accounting for 34% and 32% percent of agricultural exports, respectively. Unfortunately, the smallholder coffee farmers are the ones that have suffered most after the fall of the coffee sector in the country.
 
As a result, in the year 2006, NCA Kenya Programme, in collaboration with its partner organization – Building East African Community Network (BEACON) under the Livelihood and Trade Programme started mobilizing small holder coffee farmers, building their capacity to understand the underlying policy issues facing the sector, and how to engage in policy advocacy. 

Out of this engagement, a national network of smallholder coffee farmers called the Kenya Small Coffee Growers Association (KESCOGA) was formed. 

Through this network, the programme has also built farmers’ capacity on coffee farming, in order to improve quality and quantity with the ultimate aim of linking them to a favourable market. 

Important to note, since the promulgation of the new constitution of Kenya (2010), the programme has been engaging with farmers and policy makers at the County level in order to inform policy formulation and implementation at that level. 

This has taken place in the Coffee Growing Counties and has attracted a lot of attention from the Counties’ highest policy organs. As such, the programme will seek to continue that engagement at the County level, while at the same time seeking how to best influence national level policies.
 
Purpose and Scope of the Rapid Assessment: In order to best achieve the above mentioned ambitions, the programme seeks to commission a rapid assessment of Kenya’s Coffee Sector, with the aim of unearthing the critical issues facing this sector. 

These will be captured in 4 technical briefing papers that will be submitted by different independent consultants. 

Whereas general issues will be important, this assessment will be keen to identify critical issues within both the Sector’s value chain as well as the policy making at both national and county level. 

In order to get different perspectives, NCA and its partners will seek to commission 4 independent experts who will conduct the assessment and provide perspectives from the following 4 sectors;
  • Private Sector
  • Research institutions
  • Government Agency and
  • Small-holders
The findings from the assessment, which will be submitted in the form of a technical briefing paper will be used to inform the small holder farmers’ engagement with policy makers from both national, as well as county government. 

Specifically, the finding captured in the paper will be used during a high-level coffee policy meeting slated to take place in March 2015, bringing together national level policy makers as well as governors and strategic County Executive Committee (CEC) from the targeted coffee growing counties.

Terms of Reference (TORs) for the Assignment
 
The following will be the specific Terms of Reference for this assignment (TORs);
  • Map out the key issues and/or challenges facing Kenya’s coffee sector (including the entire value chain), particularly in light of the devolved structure under the new constitution of Kenya 2010.
  • Outline opportunities & stakeholders involved in the coffee sector, both within the County, as well as the national government
  • Identify challenges facing the small-holder coffee farmers’ engagement and involvement at all the levels, including at all the stages of the value chain
  • Devise and propose possible strategies for strategic partnerships and collaborations to realize greater benefits for smallholder coffee growers
  • Each expert to prepare the above and present it in the form of a technical briefing paper

The Chief of Party (COP) will be responsible for the overall management and operations of the project.. 

S/he will supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID and key stakeholders and other implementing partners. 

The COP position requires political savvy, as s/he will interact with numerous GOK institutions and senior-level national and county-level government officials.

Qualifications:
  • Master’s Degree in social sciences, public health, management, business administration, or a related field
  • Minimum 7 years’ experience in managing complex orphans and other vulnerable children (OVC) programs, social services programs, and/or public health programs of similar scope and size
  • Minimum 7 years demonstrated state-of-the-art experience as senior staff in at least three of the following areas: child protection, economic strengthening, social protection, education, health and nutrition including HIV/AIDS care and support; social service systems strengthening; quality improvement/quality assurance; M&E; and operations research.
  • At least 5 years international experience in development, managing, overseeing, or evaluating comprehensive social services programs of similar size and complexity.
  • Minimum 5 years demonstrated skills and experience in partnership building, especially with the GOK, donors, private sector, NGO and local community organizations.
  • Minimum 7 years’ experience in program management and administration, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs.

The OVC Manager will be responsible for the technical aspects of project implementation that relate to community and ies, and ensure strong linkages with facility- level and other service delivery points. 

S/he reports directly to the Chief of Party and will advise and support the COP in providing technical direction to project implementation and ensure the project meets stated goals, expected results and reporting requirements. 

S/he will take technical leadership role in coordination with GOK, local community organizations, and other partners.

This position will coordinate closely with the household economic strengthening specialist. 

S/he will be knowledgeable about evidence-based and state-of-the-art social service delivery approaches.

Qualifications:
  • Master’s Degree in social sciences or related field.
  • Minimum 8 years’ experience implementing OVC programs in a development context, with 5 years in Sub-Saharan Africa, preferably Kenya. During this period she/he should have been involved with social services and or public health project design, implementation, reporting and evaluation.
  • Demonstrated state-of-the-art experience at a mid- or senior level in at least three of the following areas: child protection, household economic strengthening, social protection, education, health and nutrition including HIV/AIDS care and support; quality improvement; social service systems strengthening, including social services workforce; M&E; and operations research.
  • 5 years demonstrated experience in managing, coordinating and supervising a team working with local community organizations, families and communities.
  • 5 years demonstrated skills in project design, implementation and reporting, preferably for USG funded programs.

The Economic Strengthening/Livelihoods Specialist will be responsible for the technical aspects of project implementation that relate household economic strengthening activities. 

S/he reports directly to the OVC Manager and will advise and support the OVC Manager and COP, providing technical direction to project implementation and ensuring the project meets stated goals, expected results and reporting requirements. 

S/he will take technical leadership role designing and promoting use of low-risk activities to diversify and stimulate growth in household income and integrate economic activities with complementary
interventions across the project. 

She/he will be knowledgeable about evidence-based and start-of-the-art household economic strengthening approaches/strategies that address the different levels of household vulnerability.

Qualifications:
  • Master’s Degree in commerce, economics, business management and administration or related field.
  • Minimum 5 years’ experience managing complex development projects, with least two of these years working in Sub-Saharan Africa, preferably Kenya. During this period she/he should have been involved in the design, implementation, reporting and evaluation of evidence-based economic/livelihood projects for vulnerable groups.

Terms of Reference: Expression of Interest to Edit a Study Report on Identification and Review of the Roles and Functions of National Child Protection Institutions and Definition of the Human Resource Needs in Ethiopia, Kenya, Uganda, Tanzania, Rwanda and Sudan 

1. Background: ANPPCAN is a pan-African child rights organization concerned with the status of children in general, and, in particular, those in need of protection. It was founded in 1986 in Enugu, Nigeria during the First African Conference on Child Abuse and Neglect whose theme was Child Labour in Africa.  

It is registered as an international NGO in Kenya and has its headquarters in Nairobi, Kenya and also has observer status with the African Union (AU) and the African Commission on Human and Peoples Rights based in Banjul, Gambia.
ANPPCAN has been implementing a three year project called National Child Protection Systems Strengthening (NCPS) in 7 countries in E. A. Region; namely Ethiopia, Kenya, Rwanda, South Sudan, Sudan, Tanzania and Uganda, with the financial support from Save the Children International (SCI).  

The aim of this project is to improve services provided to children by strengthening the key pillars of child protection system, which include; coordination amongst actors, laws and policies, the human and financial resources and data collection. 

The project has engaged strategic players, such as, the relevant government departments and civil society organizations operating at national and regional levels, to strengthen child protection systems in the aforementioned countries.  

These efforts have led to review of national laws and policies; national institutions, human resources, as well as, initiating Technical Working Groups (TWGs) on child protection in each of the 7 countries.  

These engagements have continuously shown that for child protection systems to be effective, the government must take the lead role in coordination of the efforts, while other strategic actors play complimentary roles.

In view of the above, ANPPCAN conducted a review on Identification and review of the roles and functions of national child protection institutions and definition of the human resource needs in Ethiopia, Kenya, Uganda, Tanzania, Rwanda and Sudan. 

The process has been concluded and the next steps are to publish the same report and disseminate to the relevant stakeholders. 

ANPPCAN, therefore seeks to engage the services of a professional editor to read and edit the report on national institutions and human resource needs. 

In doing so, the editor will liaise with the lead consultant who conducted the review for integrity of the content of the report. The time frame for the work is one week 
 
2. Details of the task 

The assignment will involve editing the report for both language and content ready for publication.

The detailed tasks include:
  1. Editing the report
  2. Clarification and revision of some texts in consultation with the lead consultant/ ANPPCAN focal person
  3. Language revision of the report and the usage of proper grammar and spelling according to Concise Oxford dictionary
  4. Particular attention should be paid to formatting, ensure texts are delivered in Garamond 12, except for tables and endnotes, format title of paper consistently.
  5. Ensure logical flow and organization of content of the report
3. Deliverables:

4. Editors Skills and Experience 
  • An Equivalent to a Bachelor’s degree in Journalism, Communications, English or a relate field and 5 years of professional experience.

These programmes will be used as beacons to attract more funding. The success of the signature programme is measured by the adoption of the successful intervention and replication to scale by government and other agencies. 

These programmes will demonstrate how Save the Children, in partnership with others, tackles issues that threaten children’s ability to survive, thrive and achieve their rights. We are developing innovative ways to ensure we have maximum impact so that children can directly benefit from large, high quality programmes on the ground. 

Critically, signature programmes will allow us to clearly demonstrate evidence of our successful impact, evidence that we will use to persuade others to replicate them on a mass scale, within a country and across continents.  We’ll also use this evidence to change the policies and practices of governments and other actors.

1.2. The Kenya Context: According to the 2008 Kenya Demographic and Health Survey (KDHS), only 44% of deliveries in Kenya are conducted by a skilled attendant with 28% being conducted by TBAs and 21% by relatives. 

Anecdotal information shows that the proportion of skilled attendance at delivery has increased to 66% since the onset of free maternity care in Kenya. 

However, there are still stark regional variations in skilled attendance with a higher proportion of pregnant women in the rural areas opting for TBA care as opposed to the urban areas. The KDHS showed that TBAs deliveries were more likely to occur in rural (30.4%) than urban areas (15.2%). 

A similar variation was evident depending on the geographic area ranging from 5.6% usage in Nairobi which is predominantly urban and 26-45% in the predominantly rural areas in the former Rift Valley and Western provinces. In the former North Eastern Province, 64% of all deliveries were conducted by TBAs

The policy on the use of TBAs in Kenya has followed the changes in global policy. Between 1970 and 1990, there was a push to train TBAs to increase their capacity in conducting deliveries.

In 1997, a technical consultation by the Safe Motherhood Interagency Group excluded TBAs from the definition of skilled birth attendants and this led to the withdrawal of support from training of TBAs and the change of focus to training of skilled attendants. 

The Kenya National Reproductive Health Policy (2009-2015) does not recognise TBAs a providers of skilled care and recommends that they should only be used as advocates of safe childbirth by encouraging women who seek their services to get care from a health facility and where possible, accompanying them to the facility. 

In Kenya, various programmes have engaged TBAs in maternal and newborn health in different ways each with varying outcomes.

2. Scope of Work: One of the interventions that the programme will implement is the use of TBAs to improve maternal and newborn health outcomes. 

The successful applicant will be responsible for the planning and execution of a study to determine the most appropriate and sustainable method of engaging TBAs.  

Some of the questions the study should be able to answer are:
  • How are TBAs being used in maternal and newborn health in Kenya today?
  • What would be a sustainable way of engaging TBAs in maternal and newborn health
The successful applicant will be expected to:
  • Conduct a thorough literature review on the current methods of engagement of TBAs in Kenya
  • Propose the 2 most appropriate methods to be trialled by the study
  • Develop and implement the proposed study including obtaining the necessary ethical approval
  • Provide regular updates on the progress of the study
  • Provide the study report complete with all the data sets at the end of the study. This should also include a dissemination plan
The key outcomes of the study are:
  • Sustainability of the method of engagement
  • Relationship with the health system
  • Client and provider satisfaction
The applicant will also provide a capacity statement showing their previous experience in carrying out this type of work in the same or a similar context. 

3. Methodology: The applicant will propose methodology, tools, and workplan for the study. 

4. Time Frames: The time frame for the activities is January 2015 to June 2016

5. Expected Deliverables
 
The expected deliverables are
 
5.1.1. A study protocol with ERB approval 
 
The study protocol should provide a detailed methodology outlining how the successful applicant will address the questions in section 2 above. 

The applicant will also be expected to obtain the relevant ethical review and approval. 

5.1.2. Data collection tools and templates
 
The applicant will be expected to develop the relevant data collection tools and templates. 

These will be shared with SCI for review and approval in accordance with the agreed-upon timeline
 
5.1.3. Study report including findings and recommendations for programme implementation as well as the raw data set 
 
The draft study report must be submitted to the SC designated contact person within 30 working days after completion of field work and data analysis. 

The final report of the study, after integration of the various comments made, must be submitted within 10 working days after reception of the comments from SC. 
 
5.1.4. Dissemination workshop
 
The applicant will be expected to hold a dissemination workshop where they will present the methodology, challenges faced, key findings and main recommendations. 

The participants of the workshop and the venue will be agreed upon between SCI and the applicant.
 
5.1.5. Final report
 
The final report should be submitted within 10 working days after the dissemination workshop. 

This will be submitted in soft copy by email and 5 copies on CD/Flash disk

6. Administrative / Logistical Support 
 
6.1. Budget and work plan
 
The applicant should submit to Save the Children forecast of the budget. 

Save the CHilden will be responsible for all transport and accommodation costs in-country in accordance with our policies.

The budget should be accompanied by a work plan for the duration of the contract.

6.2. Schedule of payment 
 
The following payments will be made to the consultant using and agreed mode of payment. 

The payment for the 2 deliverables will be made independent of each other
  • 20% of the budget will be paid upon signing of the contract.
  • 20% of the budget will be paid upon submission of the study protocol with ethical approval
  • 40% of the budget will be paid upon completion of field data collection
  • 20% of the budget will be paid upon submission of the final study report.
6.3. Taxation
 
5% withholding tax will be retained as part of the payment and remitted directly to the Kenya Revenue Authority. 

The applicant should ensure that their budget includes this figure.

7. Desired competencies of the successful applicant (only institutions should apply, STRICTLY NO INDIVIDUALS)
  • At least 15 years’ experience in Kenya conducting reproductive health research especially with the Ministry of Health (evidence of this will be required). Previous research work with traditional birth attendants is a plus
  • Proven experience in conducting policy research and analysis
  • Proven experience publishing in reputable journals. Evidence of this should be provided with the application
  • Demonstrated ability to conduct complex programme evaluations
  • Proven experience in working as as the monitoring & evaluation partner for service delivery programs
  • A demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • Strong interpersonal and communication skills
  • High proficiency in written and spoken English
  • Understanding of child safeguarding and child participation procedures

Terms of Reference: Consultancy for Organizational Capacity Development for a Save the Children Project Implementing Partner

1. Background

Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. 

In February 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Nairobi, Turkana and Wajir. 

We work through partners in many other parts of the country. We have a staff complement of around 300 staff and an operating annual budget of approximately US$25 million in 2014.

Children Lead the Way’ (CLW) is a five year program financed by DFATD for $14.9 million, started in May 2011 and running until July 2016. The goal of the program is to secure the equal rights of girls and boys to protection, education, survival and health in Bolivia, Nicaragua, Peru, Burkina Faso, and Kenya.  

In Kenya, the project is implemented through five partners some of who are local community based organizations hence the justification for organizational capacity development based on identified needs. 

This will ensure that partner organizations have the ability to strategically position themselves and are equipped with the relevant skills for resource mobilization and continued support for children in their communities even beyond CLW project.  

A Community Based Organization based in Meru who has been implementing the project will benefit from this kind of support this year.

2. Objectives of the Organizational Capacity Development


The objectives of the organizational capacity development support will be to enable the CBO:
  1. To understand the concept of organizational  strategic planning
  2. To critically and professionally assess the organizational capacities/niche and support with ways to identify a focus area
  3. To have a better understanding of resource mobilization strategies and funding opportunities
  4. To acquire skills for proposal development
  5. With the help of the consultant to develop a draft strategic plan for the organization
3. Purpose of the Consultancy

The purpose of this consultancy is to equip the partner staff with skills in strategic thinking and planning, skills to write winning proposals as well as resource mobilization strategies. 

The consultant will also be expected to review current documents and assist the CBO to draft a strategic plan by the end of the assignment. 

4. Roles and Responsibilities

a) Responsibility of Save the Children
  • Develop the TOR and draw the contract for consultancy services for the assignment.
  • Provide required technical and advisory assistance during the entire assignment
  • Cover the costs of the consultants as per the contractual agreement including transport and facilitation fees for the services.
  • Process payment to consultant upon completion of all deliverables as per the agreed payment schedule outlined in the contract.
b) Responsibility of the Consultant(s)
 
The consultant(s) will assume the overall responsibility for the partner’s organizational capacity development within the terms of reference. 

The Consultant(s) shall:
  1. Undertake in depth review of the partner’s  existing policies, guidelines, strategic plans if any and reports and other relevant documents
  2. Conduct a two day training for the partner’s staff on strategic planning, proposal writing and resource mobilizations based on an agreed agenda and format
  3. Offer on-site technical support in developing the organization’s strategic plan
  4. Share a draft strategic plan to all the partners staff including BOT members for feedback
  5. Incorporate feedback provided by partner staff and share a final strategic plan for the organization- in soft and hard copies
  6. Submit report for the assignment to Save the Children focal staff (soft and hard copies)
5. Contracting and Reporting 
 
By responding to this TOR the applicant agrees to be responsible for fully understanding the requirements of the document. 
 
Save the Children International reserves the right to reject any or all responses to the TOR, to advertise for new responses, or to accept any TOR response deemed to be in the best interests of the organization and what it stands for. 

Acceptance of this TOR should not be construed as a contract nor shall indicate any commitment on the part of Save the Children for any future action. 

The TOR does not commit Save the Children to pay for any costs incurred in the submission of a response to this TOR or for any cost incurred prior to the execution of a final contract. Save the Children does not pay pitch fees to the bidders

Shortlisted applicants will be contracted by Save the Children International for interviews after which the successful applicant will be selected. 

The successful candidate will report to Save the Children International focal staff.

6. Duration / Timeline

7. Consultant’s Skills and Experience

  • Master’s level qualification in strategic planning, project management, international relations, Monitoring and Evaluation,  Development studies, MBA or other relevant field or equivalent
  • At least 8 years’ experience in providing capacity building and oversight to NGOs in project planning and management, strategic planning, or any other related area.
  • Proven experience in undertaking a training action on organizational capacity development for Non-Governmental Organizations and CBOs
  • Deep knowledge and skills of proposal writing and funding opportunities
  • Fluency in English required.

  • Knowledge of child rights and child protection
  • Demonstrated facilitation and training skills
  • Demonstrated strong oral and written communication ability;
  • Ability to work with local community based organizations
The Consultant must abide by the Save the Children Child Safeguarding protocol, which is a statement of Save the Children’s commitment to preventing abuse and protecting children with whom it comes into contact. 

The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service.  

The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. 

Any sensitive information (particularly concerning individual children) should be treated as confidential. 

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.
