General Description of the Role

Management of partners’ finances (reporting to the Financial Controller):

The post holder will monitor and improve on the financial systems currently in place to ensure the following:
 
  • Effective monitoring and evaluation of the financial management of funds by partner organizations and ensure that grants are properly used and accounted for as per agreed project proposals;
  • Provide technical support to the preparation, review and approval of budgets for projects to be implemented by partner organizations;
  • Strengthen the capacity of partner organizations to effectively manage, control and report on finances so that over time they are capable of managing greater levels of financial resources;
  • Work with GOAL’s M&E Officer, Partnership Officer, finance department, and program management to ensure the efficient operation of the grants;
  • Conduct financial assessments and reassessments of partners to identify partner capacities and where capacity gaps exist;
  • Provide training to the finance function in each of the partner organizations to address capacity gaps identified.
Key Responsibilities:
  • Responsible for partnership budget development and partnership financial reports to donors and others.
  • Responsible for the monthly review of partner financial reports
  • Undertake monthly technical support visits to each of the partner organizations
  • Co-coordinate the release of partner funding cheques in line with specified controls
  • Financial training of partners – workshops / individual
  • Maintain an issues log on each of the partners, ensuring that issues identified in visits are tracked to completion.
  • Ensure compliance with the GOAL Kenya Partner Financial Manual, GOAL Financial Manual, and Partnership Strategy, donor guidelines and any other relevant policies and guidelines.
  • Assistance with cash-flow analysis – keep Financial Controller aware of cash needs
  • Responsible for liaising with and providing information to GOAL auditors in relation to any partner issues
  • Maintain and improve partners’ financial information systems
  • Liaise with M&E officer/programme managers to ensure that expenses stated in financial reports are in line with programme activities carried out in a given period
  • Liaise with M&E officer /programme managers in project proposal development to ensure donor compliance issues are highlighted.
  • Provide Financial Controller with monthly report on activities, issues and problems
  • Any other duties as required.
Requirements
  • Professional qualifications in Accounting (CPA or ACCA) and/or a degree in Accounting with a minimum of 3 years relevant experience, preferably in an NGO setting.
  • Experience in performing audits, reviewing controls, and report writing
  • Experience in partnerships, support and capacity building of local NGOs and CBOs
  • Experience managing grants from multiple doneors and sub-grants to a diverse range or partners.
  • Computer literacy, including proficiency in Microsoft Excel, Microsoft Word and Accounting packages essential
  • Excellent interpersonal skills, ability to work effectively in a team.
  • Good planning, organising, problem solving, analytical and mentorship skills.
  • Excellent oral and written communication skills

Bridge International Academies is looking for a Procurement Officer (Construction) who will be responsible for managing the day to day procurement activities and coordinating with heads of departments to ensure timely purchase of required category items for Headquarters and Construction.

The holder of this position will deliver high quality professional procurement administration services and support the Procurement Manager in the development and implementation of tools, processes, policies and practices covering all aspects of the Supply chain.

Ability to deal with hands on issues, creation of practical solutions as well as participate in strategic thinking will be key to success in this position. This is a key position within the company’s Finance and Administration function reporting to the Procurement Manager.

Responsibilities of the Procurement Officer (Construction)
 
  • The person will work with head of construction department under the guidance of the Procurement Manager in the bidding documents preparation, bidding process and preparation of framework agreements with suppliers for the diverse construction material requirement and ensuring value for money.
  • Implementing the category strategy including sourcing activities which generate benefits and achieve value.
  • The Procurement Officer will be required to closely monitor and oversee the acquisition of printed materials, school & training supplies needed for production of learning and training requirements, general supplies for office and schools support team, marketing material while ensuring visibility of the process at each stage.
  • Leveraging online procurement resources to identify and use appropriate channels within the vast e-commerce environment both locally and internationally
  • Use of world class procurement practice and tools to develop and implement the sourcing strategies for the category items.
  • Provide support in the negotiation of contractual agreements with suppliers to ensure that service, quality, added value, lowest total cost, security of supply and the deployment of the supplier’s capabilities are secured.
  • To ensure that internal customer and supplier relationships are maintained well for the procurement category to deliver breakthrough performance in cost, service and quality.
  • Support the procurement manager to maximize the use of the Bridge International Academies funds by identifying best practice and leveraging spend for the procurement category including monitoring available framework agreements.
  • Prepare and maintain appropriate reports and provide administrative support
  • Creating and fostering relationships with diverse logistics and purchasing professional associations to ensure gainful experience and knowledge sharing
More specifically:
  • Determining quantity and timing of Construction turnarounds and deliveries keeping up to date schedules to track lead times throughout the procurement process
  • Lead, direct, coordinate, and manage all administrative, contractual and operational aspects of Construction Purchases.
  • Prepare the Construction Purchasing budget for review by the department head, Finance and Procurement manager. Administer, control and coordinate budget and expenditures. Approve requisitions, Satellite office construction purchase orders
  • Engaging suppliers on performance issues and providing feedback.
  • Closing out purchase orders, files and archiving documents.
  • Working internally and with external legal support to ensure suitable agreements that would ensure appropriate terms of engagement with suppliers of high value equipment such as capital items, and warranty covered purchases.
  • Support land and Construction departments and other functions in legal and contractual processes for their procurement needs.
  • Advise management on required areas of improvement to enhance procurement processes
  • Train, motivate, coach, develop, and evaluate assigned professional, technical, and clerical Purchasing staff.
About You
  • Minimum of 6-10 years experience in procurement administration preferably for a big construction organization with multiple procurement requirements
  • An expert level of knowledge in procurement including, but not limited to sourcing, pricing, contracts, relationship management and due diligence on suppliers and contractors
  • Experience with procurement of construction industry or a Project in large scale environment where both formal and informal vendors operate will be a definite advantage.
  • A professional qualification in purchasing and supplies management is essential.
  • Bachelors Degree in business, engineering, economics or other Social Science or related discipline.
  • Must be able to manage competing demands, accept criticism and constructive feedback, while being extremely efficient, adaptable and flexible
  • Excellent writing and oral communication skills are required
  • Ability to present procurement feedback, policies and procedures to senior managers.
  • Demonstrated ability to organize large volumes of procurement and delivery requirements for a broad range of construction requirements. Must have the ability to quickly learn and improve systems
  • Ability to handle sensitive and confidential information appropriately
  • Strong initiative and solid judgment skills and abilities
  • High level of integrity and ethical behaviour

The holder of this position will deliver high quality professional inventory administration services and support the Procurement Manager and Administrative Officer in maintenance of the store.

Ability to deal with hands on issues, creation of practical solutions as well as participate in strategic thinking will be key to success in this position.

This is a key position within the company’s Finance and Administration function reporting to the Procurement Manager but with key linkages with Administration and Finance.

Responsibilities of the Inventory Clerk
 
  • Check the physical flow of the store from time to time.
  • Check the products before the opening and closing of the store
  • Proper layout of the stores.
  • Issuing supplies
  • Maintaining, updating and reconciling stores records
  • Conducting Quarterly stocks take and prepare the necessary reports on stock valuation.
  • Keeping a track of obsolete and surplus stocks and to obtain management approval for their timely disposal through approved procedure.
  • Preparing Weekly and Monthly reports as required
  • Ensuring minimum damages and losses in the stored material.
  • When called upon will be expected to give support to Procurement and Administration duties
More specifically:
  • The inventory clerk will be responsible for maintaining a proper, neat and organized layout of stores with all stock items clearly labeled with each distinct stock code to fully utilize the minimal space available and for ease of retrieval.
  • General stores management Encode/label the delivered or ordered materials or products
  • Controlling the physical receipts, transfer documents and any matters related to stock movement and associated reporting procedures and input accordingly into the Navision (Bridge ERP system).
  • Maintaining an orderly and well defined store layout and location systems.
  • Setting Inventory levels and managing Inventory Control processes physically as well as in Navision.
  • Supervising material issuing/receipt, unloading/loading and placement in assigned storage/dispatch location.
  • Checking material received quantities and specifications against Local Purchase order documents and tallying them in Navison.
  • Advice Management on required areas of improvement to enhance inventory processes
  • Alerting the procurement manager/Administrative Officer the need to replenish stock based on its activity.
  • With consultation with Administrative Officer, raise requisition orders when goods are at the reorder level.
  • Any other duties as may be assigned from time to time
About You
  • Minimum Diploma in Stores management and stock control
  • Must have 5 years experience as a storekeeper in busy stores.
  • Have the ability to work under minimum supervision and meet deadlines
  • Be a Team Player
  • Must be honest and of high integrity

  • Strong initiative and solid judgment skills and abilities
