Requirements:-
  • Be a Kenyan citizen;
  • Have served in public or private service organization in administration or management for not less than eight (8) years;
  • Minimum of C+ (Plus) in Kenya Certificate of Secondary Education (KCSE) or its equivalent;
  • Have a minimum Diploma Certificate in any field from a recognized institution; and
  • Have a clearance certificate from the Criminal Investigation Department.

The African Peer Review Mechanism (APRM) is a unique and innovative programme of the New Partnership for Africa’s development. 

It is an instrument voluntarily acceded to by member states of the African Union as an African-based monitoring mechanism. 

The primary purpose of the APRM is to foster the adoption of policies, standards and practices that lead to human security and political stability, high economic growth, sustainable development, and accelerated sub-regional and continental economic integration.

Under the supervision of the CEO of the APRM, the incumbent will be responsible for the identification and organization of knowledge drawn from and building it into the APRM process.

Key Strategic Challenges will include, amongst others:

Qualifications & Professional Experience Required:
  • A Masters’ Degree, majoring on subjects covering more than one of the thematic areas of Democracy and Political Governance, Economic Governance and Management, Corporate Governance, and Socioeconomic Development; and be familiar with the remaining
  • At least 10 years’ experience in research and analysis in African development issues
  • At least five 5 years’ experience at a senior management position in an international organisation
  • Familiarity with the objectives of the APRM purpose, objectives and process
  • Proven experience in interacting with country and international officials
  • Excellent drafting ability in English or French and good working knowledge of the other
  • Proficiency in one of the African Union working languages. Proficiency of one or several other working language(s) would be an added advantage.
Remuneration: Indicative basic salary US$ 47,829.00 per annum plus other related entitlements e.g. post adjustment (57% of basic salary), housing allowance (US$ 26,496.00 per annum), education allowance (75% of tuition and other related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc. for internationally recruited staff of the Commission.

Alcoholic Drinks Control Board
 
The functions of the Board, as provided for in The Uasin Gishu County Alcoholic Drinks Control Act 2013, shall be to:
 
a) Support and facilitate County Committees established under the act in carrying out their functions;
 
b) Carry out campaigns and public education on alcoholic drinks control and dangers of drug abuse within the county directly and in collaboration with other public or private bodies and institutions;
 
c) Facilitate citizen participation in matters related to alcoholic drinks control and campaigns against drug abuse in accordance with the framework for citizen participation established under the Constitution of Kenya, County Governments Act, the Urban Areas and Cities Act or any other relevant written law;
 

d) Facilitate and promote in collaboration with other county and the national government institutions the establishment of treatment and rehabilitation facilities and programmes;
 
e) Carry out research directly or in collaboration with other institutions and serve as the repository of data and statistics related to alcoholic drinks control and drug abuse and to disseminate such information to the public and government offices.
 
f) Develop in collaboration with other counties and the national government departments strategies and plans for implementing the Act and control of alcohol abuse and any other relevant national legislation and coordinate and support their implementation;
 
g) Advise the Executive Member generally on the exercise of his powers and performance of his functions under the Act, and in particular on county policy and laws to be adopted in regard to the production, manufacture, sale and consumption of alcoholic drinks;
 
h) In collaboration with other relevant county departments, prepare and submit an alcoholic drinks status report bi- annually in the prescribed manner to the Executive Member which shall be transmitted to the County Executive Committee, county assembly and the Authority;
 
i) Recommend to the Executive Member and participate in the formulation of laws and regulations related to alcoholic drinks;
 
j) Monitoring and Evaluating the implementation of the Act 2013 including the operations of the County Committees and advising the executive member on the necessary measures to be adopted;
 
k) In collaboration with the County Committee and the Enforcement Committee prepare and submit to the Authority and Executive Member on a quarterly basis, an alcohol abuse control status report and on such other matters as may be specified by the Authority or the Executive Member;
 
1. Director – Alcoholic Drinks Control Board (One (1) Position)
 
Reporting to the Chief Officer – Health Services, the Director shall:
 
(a) Supervise and control the administration of the Fund
 
(b) Impose conditions on the use of any expenditure personally authorized and may impose any restriction or other requirement concerning use of expenditure;
 
(c) Cause to be kept proper books of account and other books and records in relation to the Fund as well as to all the various activities and undertakings of the Fund;
 
(d) Prepare, sign and transmit through the executive member to the Auditor-General in respect of each financial year and within three (3) months after the end thereof, a statement of accounts relating to the Fund in accordance with the Public Audit Act, 2003 and in such details as the county treasury may from time to time direct;
 
(e) Furnish such additional information as may be required for examinat ion and audi t by the Auditor-General or under any law; and
 
(f) Designate such staff as may be necessary to assist in the management of the Fund provided that such staff shall work in the Board.
 
Requirements for Appointment
  • A Holder of a relevant first Degree from a University recognized by the Commission for Higher Education of Kenya.
  • At least five (5) years’ experience in senior management.
  • Requisite experience in the fields of management & public health
  • Satisfies the provisions of Chapter Six (6) of the Constitution of Kenya.

  • Be a Kenyan Citizen.
  • Be a holder of at least a first degree from a University recognized in Kenya.

Duties and Responsibilities
 
The Ward administrator shall be responsible to the Sub-County Administrator for the following:-
  • Coordinating, Managing and supervising the general administrative functions in the Ward Unit.
  • Ensuring effective service delivery.
  • Coordinating developmental activities to empower the community.
  • Providing and maintaining infrastructure and facilities of public service.
  • Managing the County Public Service.
  • Facilitating and coordinating citizen participation in the development of policies and plans and delivery of services.
  • Exercising any functions and powers delegated by the County Public Service Board.
Terms and Conditions:
 
Salary Scale: Kshs.48,190 – 65,290 p.m. House Allowance: 17,000 p.m. Commuter Allowance: Kshs. 8,000 p.m.

Duties and Responsibilities
 
a) Approving applications and issuing licenses in accordance with Act.
 
b) Ensure that there is effective public participation in accordance with the framework for citizen participation
 
c) Collaborate with Ward Administrators and officers coordinating national government functions
 
d) Collaborate with similar committees in other counties for effective implementation of the Act
 
e) Perform such other functions as may, from time to time be assigned to by the Executive Secretary.
 
Requirements

Other requirements include: No person shall be eligible to be appointed as a member of the County or Sub-County Alcoholics Drinks Regulation Committee under Section 9(3) (h) and 10(3) (k) respectively of the Act, if such person is:-
 
(a) The holder of any license for the sale, manufacture or distillation of an alcoholic drink;
 
(b) A person having a pecuniary interest in a partnership, company or society which is a licensee;
 
(c) A paid officer or paid agent of a partnership, company or society interested in the sale or in the prevention of the sale, of alcoholic drink;
 
(d) A person employed directly or indirectly as an agent for the purpose of making application for a license for any other person, or any partner of a person so employed as an agent;
 
(e) An agent or manager of, or a partner in, any trade or calling carried on upon premises licensed, or in respect of which a license has been applied for, or the owner, lessor or mortgagee of those premises;
 
(f) An undischarged bankrupt;
 
(g) A person who, in Kenya or elsewhere, has been sentenced to imprisonment without the option of a fine and who has not received a pardon therefore.

  • Ensure that NCPWD has a long-range strategy which achieves its Mission, and towards which it makes consistent and timely progress.

  • See that the Board is kept fully informed on the condition of the NCPWD and all important factors influencing it
  • Responsible for the day today management of the Council affairs
  • Serving as the Secretary to the Council Board
  • Providing leadership and strategic direction in developing program, organizational and financial plans with the Board of Directors and staff, and carry out plans and policies authorized by the Board.
  • The accounting officer of the Council;
  • Serve as the link between the Board and the members of staff;
  • facilitating and recommending to the Board the long term strategies, business plans and annual operating budgets and establishing proper internal monitoring and control systems and procedures;
  • Implement and review the strategic plan to advance the organization’s vision, mission and objectives;
  • Ensure compliance and implementation of the Persons with Disabilities Act, 2003 and other national and international instruments relevant to Persons With Disabilities;
  • Collaborate with key local, international partners and other stakeholders to promote the rights and development of persons with disabilities;
  • Oversee the implementation of organization operational procedures, policies and standards;
  • Oversee operations of the Council including management of the Council assets including Human, Financial and other resources;
  • Ensure that annual systems Audit is conducted and recommendations addressed;
  • Ensure continuous improvement in the quality and value of services and products provided by the Council;
  • Fostering a corporate culture that promotes ethical practices and good corporate citizenship;
  • Acting as the principal spokesperson of the Council.

Job Requirements

The successful candidate shall be a Kenyan citizen with:
  • A Masters degree in any of the following fields; Strategic management, Social Sciences, political science, development studies, human rights, communication or other related to the job
  • Post graduate qualification in management will be an added advantage.
  • Atleast 10 years experience in organization management of public or private instututions
  • Strong leadership, team player and organisational skills
  • Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights.
  • Experience in strategic planning and execution at a senior level.
  • Knowledge of performance contracting, negotiating and change management.
  • Good public relations skills.
  • Good communication and interpersonal skills.
  • Ability to motivate teams and simultaneously manage several projects.
  • A person of high integrity;

  • Must meet the requirements of Chapter Six of the Constitution of Kenya, 2010
