The County Government of Vihiga wishes to recruit competent and qualified candidates to fill the following vacant positions as provided under Section 44 and 63,65,66 of the County Government Act No. 17 of 2012.
County Secretary: Job Group T (1 Post)
Terms of Service: Contract
Requirements for appointment
- Be a Kenyan Citizen.
- Be in possession of a first degree from a university recognized in Kenya
- Masters’ degree from a recognized university will be an added advantage
- Demonstrate leadership and management capacity including knowledge of public financial management and strategic management
- Be conversant with the Constitution of Kenya and devolution laws
- Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity
- Have capacity to work under pressure to meet strict deadlines
- Demonstrate understanding and commitment of the national values and principles of governance as outlined in articles 10 and 232 of the Constitution of Kenya 2010
- Demonstrate a clear understanding of both County and National goals, policies development strategies as well as Vision 2030
- Have knowledge, experience and a distinguished career of not less than ten (10) years in administration and management
- Satisfy the requirement s of chapter six of the constitution of Kenya 2010
- Possession of CPS (K) will be an added advantage
Duties and Responsibilities
- Will be the head of the County Public Service
- Will be responsible for arranging the business and keeping the minutes of the County Executive
- Committee meetings subject to the directions of the executive committee
- Conveying the decisions of the County Executive Committee to the appropriate persons or authorities
- Providing strategic policy direction to improve service delivery
- Establishing and developing collaboration with national government ministries or departments, partners and other relevant stakeholders;
- Performing any other functions as directed by the Governor and the County Executive Committee
Secretary-CPSB - Job Group R (1 Post)

Requirement for Appointment
- Be a Kenyan citizen.
- Be a certified public secretary of good professional standing
- Be in possession of a first degree from a University recognized in Kenya.
- Have a working experience of not less than five years.
- Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
- Be a professional who demonstrates absence of breach of the relevant professional code of conduct
- Understand the diversity within the County.
- Be a visionary and a strategic thinker
- Have the capacity to work under pressure to meet strict deadlines.
- Be committed to be part of a team that will enable the County Government achieve its vision.
- A master’s degree will be an added advantage
Duties and Responsibilities:
- Establish and abolish offices in the county public service
- Appoint persons to hold or act in the Public County Offices including on the boards of urban areas within the county and to confirm appointments
- Exercise disciplinary control over, and remove persons holding or acting in those offices as provided for under this part.
- Prepare regular reports for submission to the county assembly on the execution of the functions of the board.
- Promote in the county public service the values and principles referred to in Articles 1 0 and 232 of the Constitution of Kenya 2010.
- Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are compiled within the county public service.
- Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county.
- Advise the county government on human resource management and development advise the county government on implementation and monitoring of the national performance management system in the county.
- Make recommendations to the salaries and remuneration commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.
Secretarial Assstant I - Job Group H (1 Post)

- A Diploma in secretarial studies or records management
- Experience of at least two years in a busy organization
- Computer literate
- Satisfy the requirements of chapter six of the constitution
- Compiling statistical records and reports for Public Service Board
- Sorting filling and dispatching of letters
- Maintaining an effective filling system
- Computation of statistical records based routine or special source of information.
- Compiling Human Resource data
- Any other duties as given Secretary CPSB.
- Canvassing will lead to automatic disqualification

- A certificate of Good Conduct from the Criminal Investigation Department (CID)
- A clearance certificate from the Higher Education Loans Board (HELB)

- A certificate from the Ethics and Anti-Corruption Commission (EACC)
- Clearance from any Credit Reference Bureau (CRB).
