Transition Authority Selection Panel

Pursuant to the provisions in the First Schedule of the Transition to Devolved Government Act (No.1 of 2012), the
Public Service Commission invites applications from suitably qualified persons from the public , private sector and civil society for the positions of Chairperson and six (6) members of the Transition Authority Selection Panel.

The Selection Panel will competitively select and nominate the Chairperson and Members of the Transition Authority.

Vacancies for the Positions of Chairperson and Members of the Transition Authority Selection Panel

For appointment as Chairperson or Member of the Selection Panel for the Transition Authority, a person should:
  • possess a masters degree from a university recognized in Kenya;
  • have had a distinguished career in a senior management position in the private OR public sector;
  • have at least fifteen (15) years post qualification professional experience;
  • satisfy the requirements of Chapter Six of the Constitution; and
  • possess advanced conceptual, analytical, leadership and interviewing skills.
Please note:
  • The term of the Panel shall expire upon the appointment of Chairperson and Members of the Transition Authority.
  • Applications may be made by:
(a) any qualified person; or
(b) any person, organization or group of persons proposing the nomination of any qualified person.
  • Names of all applicants and those shortlisted for each post shall be published in the Kenya Gazette, print media and on the Commission’s website www.publicservice.go.ke after the closure of the advert.
  • Shortlisted candidates may be required to submit additional information and will be subjected to a public interview process.

Country Director, Burundi
  • Reporting to the Deputy Chief Executive Officer - Country Programmes, the Country Director will manage and monitor TMEA’s Burundi programme.
  • This includes strategy, planning, and delivery of expected results in the fields of regional trade, infrastructure development, modern customs systems, and institutional development of Government institutions.
  • The Country Director will develop an effective programme in line with TMEA’s strategic plan, sound management information and monitoring systems, and strong working relationships with Burundian partners including Government agencies, the private sector, civil society and other East African counterparts.
  • The Country Director will identify opportunities for additional investments into TMEA’s Burundi Programme, coordinating with other key partners.
  • S/he will source and procure technical experts to assist in the implementation of TMEA projects and external communications.
  • Burundi is a demanding environment requiring high personal drive, political sensitivity, initiative and leadership.
  • The ideal candidate will possess an undergraduate degree preferably in Economics, Development Studies, International Trade, Planning, Finance or Management.
  • In addition, s/he must have at least 5 years work experience in establishing and managing economic development programmes, preferably in trade facilitation, private sector development, infrastructure development, or institutional capacity building.
  • The successful candidate will be a strong leader, with proven inter-personal skills in managing multi-stakeholder relationships.
  • The post also requires strong programme cycle and procurement management skills, with proven ability in preparing project documents, and monitoring and evaluation systems. Candidates should preferably possess senior experience in Burundi, or within East Africa.
  • Language skills in French are mandatory for this position.

Short Term Consultant Appointment (150 Days)

The Water and Sanitation Program (WSP) is a global partnership, administered by the World Bank, with a mission to help poor people gain sustained access to water supply and sanitation services.

WSP works in partnership with country client governments, external support agencies, water sector professionals, civil society and private organizations to improve various institutional, technical, economic, financial, and legal aspects of service delivery options and to promote large-scale programs to accelerate service provision to the poor.

The WSP Kenya work plan covers the following business areas:
  1. Creating Sustainable Services through Domestic Private Sector Participation
  2. Supporting poor-inclusive Water Supply and Sanitation sector reform
  3. Targeting the urban poor and improving services in small towns
WSP-AF plans to hire a Sanitation Consultant for the coordination and implementation of sanitation activities planned as part of the 3 business areas.

This will be in collaboration with the Government of Kenya, International Finance Corporation (IFC) and other partners, who are jointly working to achieve the following:
  • Strengthening of the enabling environment for sanitation and hygiene at national and local levels including the development of strategies in consultation with government partners;
  • Working with the Government of Kenya to strengthen the supply side for sanitation products and services including analyzing bottlenecks in the supply chain and identifying market interventions and solutions;
  • Creating household demand for improved sanitation and the upgrading of basic latrines to improved latrines by supporting the Domestic Private Sector. Enhance the sanitation supply chains towards introducing market interventions to enhance service delivery. Support consultants working on sanitation supply chain enhancement initiatives;
  • Working with local governments, IFC and other partners including local governments to provide solutions for commercial latrines;
  • Supporting low income and informal settlements in the Coast Water Services Board areas of Malindi and Mombasa with sanitation infrastructure through working with investments from various sources including International Development Association (IDA) World Bank Credits i.e. WaSSIP1 and KISIP2, Agence Française de Développement (AFD) and the European Union, amongst others;
  • Monitoring performance in hygiene and sanitation sub sector.
The Sanitation Consultant will report to the Task Team Leader. S/he will coordinate activities with the Kenya Country Coordinator and WSP-AF Regional Sanitation and Hygiene Team Leader, as well as collaborate with teams in the other countries in which similar projects are being implemented/or supporting key programs in Kenya.

The following are the outputs of the consultancy:
  • A comprehensive supply and demand side strategy for household sanitation in the Ministry of Public Health and Sanitation and Ministry of Local Government.
  • Deliver one private sector transaction in collaboration with IFC for the household sanitation solutions
  • Circulate minutes of Environmental and Public Health subsector coordination meetings
  • Implement low income and informal settlements WSS infrastructure projects in 2 urban areas of Malindi and Mombasa from IDA and AFD
  • Work with IFC and other partners on private sector partnerships to deliver Commercial Sanitation Blocks in 2 local authorities
The successful candidate will have:
  • An advanced degree, Masters or PhD in engineering, public health, social science, business, social marketing, economics, institutional development;
  • at least 8 years of professional experience in country level development issues, including experience in the water supply and sanitation sector;
  • experience in working with the private sector on areas of small scale enterprise, micro finance, marketing and related fields;
  • an excellent understanding of water and sanitation sector policies, how they fit in broader country development challenges, and trends in the sector’s environment (decentralization, privatization, etc.).

Distribution Supervisor

The purpose of this role will be day-to-day management of the distribution activities on site.

Key Responsibilities/ Accountabilities
  • Organizing the day to day transport and scheduling drivers’ distribution tasks.
  • Monitoring and controlling distribution fleet movements and ensuring cost efficient operations. Tracking vehicle movement and driver performance.
  • Offer excellent customer service by ensuring deliveries are executed in full and on time.
  • Ensure compliance to SHEQ and legislative standards including company policies and procedures.
  • Managing the maintenance and servicing of trucks, tankers and forklifts.
