Monitoring, Evaluation & Learning Specialist, Somalia Economic Growth

Responsibilities and Duties: 

 
The goal of the Somalia Economic Growth program is to promote inclusive economic growth in Somalia. 

The contract must be implemented in all three zones of the country. 

The Monitoring, Evaluation and Learning Specialist is responsible for all monitoring, evaluation, and learning activities. 

The Specialist must ensure that all activities are in line with the Agency Learning, Evaluation and Research policy ensuring that impact reporting includes cost/benefit analysis of interventions.

Technical Specialists, Somalia Economic Growth

Responsibilities and Duties: 

 
Engility Corporation is seeking long and short-term Technical Specialists for the anticipated USAID/East Africa-funded Somalia Economic Growth Activity. 

This project will primarily be focused on promoting inclusive economic growth in South Central Somalia, Somaliland, and Puntland. 

The project aims to strengthen the business enabling environment through access to finance and policy and regulation support; promote enterprise development through business development services; improve production, employment, and incomes in select value chains (horticulture, fisheries, and renewable energy); and increase participation by women and youth in the economy as entrepreneurs, employers, and employees.

The contract must be implemented in all three zones of the country. 

The Technical Specialists will have subject matter expertise in multiple technical areas including: 
  • Financial services and access to finance

Director of Finance & Operations, Somalia Economic Growth

Responsibilities and
 Duties: 
 
The goal of the Somalia Economic Growth program is to promote inclusive economic growth in Somalia. 

The contract must be implemented in all three zones of the country. 

The Director of Finance & Operations ensures compliance of all grants and subcontracts with USAID regulations. 

Monitors achievement of matching investment targets, grants and subcontract disbursements, accruals and other financial indicators. 

Manages administrative personnel and functions of the project offices, including human resources, accounting, reporting to local tax authorities, banking and coordination with IRG/Engility Operations and Compliance at HQ.

Minimum Tangible Qualifications: 

  • At least a Masters degree in business, economics, statistics, international development, or related field

Background / General Description: The vision of the World Bank Group is to eradicate extreme poverty by reducing the number of people living on less than $1.25 a day to 3 percent by 2030, and promote shared prosperity by fostering the income growth of the bottom 40 percent in every country.

To achieve this vision, the WBG Board of Governors in 2013 approved a new strategy for the organization. 

This strategy leverages the combined strength of the WBG institutions and their unique ability to partner with the public and private sectors to deliver customized development solutions backed by finance, world class knowledge and convening services.

The strategy has three components: maximizing development impact by engaging country clients in identifying and tackling the most difficult development challenges; promoting scaled-up partnerships that are strategically aligned with the goals; and crowding in public and private resources, expertise and ideas. 

The architecture underpinning the strategy is the establishment of 14 Global Practices and five Cross-Cutting Solution Areas that, in concert with WBG Regions, will design and deliver solutions that address clients’ most pressing developmental challenges, and ultimately, enable the WBG to meet its twin goals of eliminating extreme poverty and boosting shared prosperity. 

Agriculture is one of the 14 Global Practices and its agenda is essential for achieving the Bank’s twin goals of eliminating poverty and boosting shared prosperity: 75% of the world’s poor are rural, and most are engaged in farming.  

Over 842 million people go to bed hungry every day, 26 percent of all children under age five are stunted, and 30 percent suffer from Vitamin A deficiency. The world needs to produce about 50 percent more food to feed the world’s expected population of nine billion by 2050.  

A changing climate means that, in Africa alone, a warming scenario of 1.5°C to 2°C for the 2030s and 2040s will trigger a 40 to 80 percent reduction of area where maize, millet and sorghum are currently grown.  Accordingly, agriculture is critical for fighting hunger, boosting food and nutrition security, improving incomes, creating jobs, providing environmental services, and stopping a “4°C world.”

The Agriculture Global Practice (GFADR) consists of about 280 staffs of which 36% are located in country offices.  The active portfolio consists of about 240 projects representing about US$18 billion in lending commitments.  There are about 200 ongoing knowledge activities.  

Areas of focus include, among other:  

(i) increasing smallholder agricultural productivity, and it’s resilience through support to improved land and water management in irrigated and rainfed areas; 

(ii) linking farmers to markets and strengthening value chains through support for improved infrastructure, information technology, postharvest handling; 

(iii) facilitating rural nonfarm income by improving the rural investment climate and skills development; 

(iv) reducing risk, vulnerability and gender inequality through support to risk management mechanisms ; and 

(v) enhancing environmental services and sustainability.  

To advance this agenda, GFADR collaborates closely with numerous other GPs; it is also one of the GPs actively collaborating with IFC.  

To support GFADR’s growing engagement in Africa, the Practice is looking for a seasoned Lead Agriculture Economist to lead and manage important aspects of GFADR’s program in Kenya, Rwanda, the Great Lakes Region as well as on the Comprehensive Africa Agriculture Development Program (CAADP) beyond. The position is based with the WBG in Nairobi, Kenya.   

The Government of Kenya is keen to enhance Bank’s engagement in the Agriculture sector and currently an Agriculture sector policy note is being finalized and a new lending operation is under preparation.  

In Rwanda, Bank is actively engaged in the Agriculture sector and recently a PforR operation has been approved to support the Government’s reforms in the sector.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties and Accountabilities:

The selected candidate will report to GFADR’s Practice Manager covering Central and Southern Africa,.  

The selected candidate will work on delivering a broad agriculture sector program at the national level, i.e. in Kenya and Rwanda; at the regional level (Great Lakes Integrated Agriculture Program) and the continental level (CAADP) working closely with respective Country Management Units covering Kenya, Rwanda and Eritrea.
  • Lead complex operations as TTL, both in agriculture and multi-sectoral operations, assuring good quality in all stages of the project cycle;
  • Serve as a senior advisor to colleagues who are themselves TTLs of demanding operations, providing them with mentoring, advice and support;
  • Work with the Program Leader(s)  to identify opportunities to address agricultural issues in the CSD, CAS, country dialogue, CEMs, and multi-sectoral operations. Assure a strategic approach to support for agricultural growth and effectively communicate that to the country team;
  • Identify innovative new opportunities or ways to address existing needs in the agricultural sector, by bringing in experience from other regions and with a wide range of instruments;
  • Remain current with relevant major pieces of analytical work in the profession. Lead or guide key pieces of sectoral AAA;
  • Represent the Bank in fora involving the community of development partners. Provide leadership, either explicit or implicit, in the work of the development partners in the sector;
  • As necessary, represent the Bank and GFADR management at events with sectoral focus that take place in the field;
  • Develop strong client relations and partnership on operational matters and policy dialogue;
  • Work with other units in the department and more broadly in the region and within GFADR in representation of country issues in regional and corporate strategies

Selection Criteria:

Candidates must meet the generic criteria for international level GH including advanced university degree (Master’s or PhD); disciplines would include economics, agricultural economics, and agricultural technical disciplines.

About the Job: IPA Kenya seeks qualified applicants for the position of Research Associate for the Tax Compliance Project that will focus on tax policies for small-medium firms and individuals.
 

The project will begin in January 2015 and its activities will take place in Nairobi.
 
The research project will aim at designing and implementing a randomized controlled trial being coordinated by the Principal Investigator who is from Stanford University.
 
The research will examine the role of financial incentives and novel technologies in fostering tax compliance. 

The Research Associate will take a lead role in collecting data in the field, managing large databases, piloting the interventions, and managing relationships with the project partners. It is expected that the Research Associate will work independently and maintain regular communication with the PI.

Training Assistant

Working under the supervision of the Training Officer, the job holder will assist in conducting vocational skills assessments and document programme activities of the DRC funded urban refugee vocational training program in Nairobi.

Protection Assistant 
Based in Dadaab Refugee Camp
 
The job holder will coordinate, manage and supervise the day to day running of the protection area as well as offer support in the implementation of other protection related activities that include GBV prevention and response activities. 

This includes: Design, plan & implement protection-centred activities for the residents living at the protection area, ensure facilities at the center are well managed and maintained, offer individual and other specialized case management services including psychosocial support to residents and
hold regular meetings with residents to involve them in decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems.

Requirements:  
  • Must possess a university degree in gender studies, counseling, psychology or social work with at least 2 years working experience in protection, counseling, human rights and gender issues with refugees, asylum seekers, migrants and/or other vulnerable populations. 
  • Must possess technical expertise and understanding of GBV root causes, prevention and response strategies, proven record of providing trainings and workshops on gender and GBV topics; demonstrate knowledge of gender and protection issues and their relevance in humanitarian settings.

Livelihoods Assistant 
Based in Kakuma Refugee Camp
 
Working under the supervision of the Livelihoods Officer, the job holder will support in the identification and initiation of sustainable livelihood interventions in the refugee camp for the target groups. 

This includes; identification of youth to benefit from training and scholarships, ensure relevant monitoring of the candidates, train loan clients on business management skills, group savings and loans
and spearheading the marketing of clients’ products to external markets as well as distribution of startup kits to beneficiaries.

Requirements:

Project Officer – Community Based Protection Initiative

Kakuma Refugee Camp
 
The Project Officer will be directly responsible for rolling out a pilot project around Community Based Protection Initiatives (CDPI) in liaison with community members in the area of operation. 

This will involve: Ensuring that there is a consultative process with target beneficiaries and partners to develop and implement community based protection strategies; put in place protection initiatives which promote participation, community based and mainstreaming approaches; establish systems including those managed by target beneficiaries to ensure that individual cases identified at the field level are assessed and referred to relevant partners as appropriate (through the referral pathway) and in consultation with community members, assist in mapping and providing analyses on protection risks to target beneficiaries.

Requirements: 
  • Must possess a university degree in social sciences, community development or development studies. 
  • A Master’s degree will be an added advantage with a minimum 3-4 years hands-on experience working within community-driven/led programming within an INGO setting in human rights, gender issues, with refugees, asylum-seekers, migrants or other vulnerable populations.

The Institutional Canopy of Conservation (ICAN) Research Project

Project Summary: This partnership project led the African Conservation Centre Nairobi, Kenya and McGill University, Montreal, Canada addresses the challenge of combining protection of biodiversity with strengthened livelihoods, whether through recognizing local rights over resources, livelihood diversification, or stimulation of a new green, postoil economy, including tourism. 

The major goal is to identify the most effective designs for future Community-Based Conservation programs by examining the impacts of ongoing conservancy experiments on community livelihoods and members’ attitudes and practices towards natural resources. 

The project will address critical issues of public policy at local, national and global levels. Geographic scope: The project will focus on the rangelands, wetlands and forests of the East African savannah, especially in the borderlands between Kenya and Tanzania.
 

Responsibilities and tasks: The Project Coordinator will play a vital role in the management and organization of this seven-year research project. He/she will carry out managerial functions, as well as contribute to the organizational leadership of the project. 

The Project Coordinator will regularly visit research field sites, and coordinate and integrate work being pursued in field sites. Further, s/he will play the key leadership role in project oversight and implementation of project plans, ensuring that project deliverables are produced and activities carried out according to schedule.

The Project Coordinator will ensure that emerging data from field sites is communicated to the Steering Committee and others as relevant. 

Finally, this job involves working on project budget adherence, taking a leadership role in all project communications, and managing data inputs and outputs. 

This is a full-time position requiring a high degree of leadership ability, motivational skills, and team building experience.

Organizational relationships: He/she will be based at the ACC offices in Karen, Nairobi reporting directly to ACC Executive Director. 

He/she will also work closely the research coordinator working in McGill University in Canada to ensure smooth continuity of administrative tasks on both the East African and North American sides of project activities.

Qualifications and Experience Required:
  • A doctorate in a field related to project themes,
  • Experience in research coordination and logistics,
  • Strong communication skills, with proven ability to initiate and follow-up interactions and complex communications with large groups;
  • Experience pursuing research in the social sciences, e.g. PhD research
  • Experience in fostering broad partnerships for project synergy
  • Ability to work in remote field sites with basic amenities;

Position Purpose: Reporting to the Chief of Party and OVC Manager, the Economic Strengthening / Livelihoods Specialist will be responsible for the technical aspects of project implementation that relate household economic strengthening activities.

 She/he will advise and support the OVC Manager and COP, providing technical direction to project implementation and ensuring the project meets stated goals, expected results and reporting requirements. 

She/he will take technical leadership role designing and promoting use of low-risk activities to diversify and stimulate growth in household income and integrate economic activities with complementary interventions across the project. 

She/he will be knowledgeable about evidence-based and start-of-the-art household economic strengthening approaches/strategies that address the different levels of household vulnerability.
