Grants & Procurement Manager, Somalia Economic Growth

Responsibilities and Duties:

The goal of the Somalia Economic Growth program is to promote inclusive economic growth in Somalia. The contract must be implemented in all three zones of the country. 

The Grants & Procurement Manager is responsible for managing the contracting and grants award processes and procurements related to technical project activities of the Grants/ Partnership Fund, and is responsible for leading all international, regional and local procurement for technical project activities and in-kind grant procurements required by the Grants/Partnership Fund. 

The Grants and Procurement Manager is also responsible for conducting negotiations with business grantees & suppliers, and drafting contracts and grants agreements as well as supporting and supervising the Grants Team. 

The Grants & Procurement Manager is responsible for leading and documenting the entire procurement process, and purchasing international goods and services at competitive prices and ensuring that goods/services are properly receipted, inventoried, and accounted for while assuring full compliance with USAID/AIDAR/FAR rules and regulations as well as IRG/Engility compliance and procurement policies. 
 
Minimum Tangible Qualifications: 

  • At least a Masters degree in business, economics, statistics, international development, or related field
  • A least 7 years' technical experience in developing and implementing monitoring and evaluation plans and results-based management
  • Must demonstrate at least 3 years' work experience in developing countries, including in conflict-affected contexts
  • Excellent oral and written English language communication skills. Somali speaking skills an advantage
Preferred Qualifications:
  • Demonstrated experience managing or implementing projects in Somalia or surrounding areas.

Role Purpose: The Budget, Grants Finance Manager plans, directs and coordinates all grant management and budget activities for KickStart’s headquarters and field locations. 

The purpose of this role is to strengthen the grant and budget management capacities of KickStart to meet anticipated growth in restricted funding and ensure full cost recovery by the organization and compliance with donor reporting requirements. 
 

The Budget and Grants Finance Manager takes lead responsibility for all aspects of grant management and reporting. 

He/She coordinates pre-grant award budget development, monitors grant implementation and financial performance, reports on outcomes and ensures compliance with all regulatory, donor and policy requirements.
 
This position interacts with Country Managers and functional heads to oversee monthly variance analysis and reporting, quarterly rolling forecasts, and budget modifications.
 
Scope of Role:

  • Works with: Development Team and Program Staff responsible for managing the programmatic aspects of the organization and of large grants.
Key Areas of Accountability:
 
Budget planning, monitoring and control
  • Working closely with the Director of Finance and senior management, helps with the preparation of annual budget calendar and working documents. Updates all base salary and benefit information, makes year-end projections based on actual expenditures, and inputs the approved new budget information into the ERP. Assists with the preparation of the budget and annual Consolidated Fiscal Report. Ensures that senior staff and project managers are kept informed of budget changes;
  • Prepares monthly expenditure analysis including accrual projections to determine where budgets are over and/or underspent. Coordinates quarterly meetings with senior management and Director of Finance & Administration to review analysis, program changes impacting the budget, contract issues, etc.;
  • Updates internal budget documents as necessary, prepares budget modification forms as needed, inputs changes into the ERP, and communicates all changes to relevant staff. Working closely with program staff, prepares budget modification forms and no costs extension requests for government contracts as needed;
  • Keeps CFO, COO and Director of Finance informed of significant variances from budget or other donor compliance issues that should be addressed.
  • Helps the Director of Finance to initiate budget re-forecasts and amendments.
  • Other duties as may be required by the Director of Finance.
Grant management and Reporting; including reviewing of key grant terms
  • Oversees all grants and contracts – the policies, procedures, and compliance issues related to grants and contracts management and reporting, internally as well as for subcontractors and sub-awards. Creates a reliable review system for assessing grants and contracts with staff. Understand all contract regulations and train program staff to ensure compliance;
  • Create templates for contracts, sub contracts, letters of agreement, and reports;
  • Supervises Accountants to ensure timely and accurate preparation of all monthly, quarterly and annual invoices/requests to funding sources, and reconciliations with general ledger;
  • Working with Development staff, prepares or reviews budgets and budget narratives for submission in our responses to donor requests for proposals (RFPs) and grant proposals;
  • Reviews monthly budget variance reports and general ledger reports to insure that items are being charged to the correct programs and grants/contracts. Prepares correcting journal entries as required.
  • Assists the Director of Finance in determining appropriate allocation methodology for those items requiring allocation among different sources. Ensures that allocations are made correctly and reviews methodologies with program and administrative staff;
  • Maintains ongoing communication with program staff regarding needs and budget status;
  • Monitors spending/run rate against grants and awards on a monthly basis and provide information to program leads to adjust spending accordingly
  • Monitors work flows and helps develop and implement systems to provide sound management control over compliance with award terms and conditions
  • Establishes and maintains financial record keeping and procedures for tracking and reporting on grants and awards
  • Coordinates with finance, fundraising and program staff to apportion use of unrestricted funds and ensure the fully-funding of KickStart operations.
  • Monitors cash flow of field offices and manages advance request approval
  • Manage program results reporting (as required by grants and contracts).
  • Work with various teams to ensure coordinated efforts in grant development and management. Assists program managers and other coordinators with daily implementation of the grant program.
  • Monitor/tracks the status of each program through its program life cycle.
  • Works with Development & Program teams to send notification to Grant Awarding Agencies of significant events required for changes in grant programs.
  • Operates as the liaison between the Accountants, Budget Managers, Program Managers and Awarding Agency in relation to program compliance.
  • Provides regular status reports on grant implementation in conjunction with accountants’ reports.
  • Performs site visits to verify compliance with staffing guidelines related to grant award agreements.
  • Prepare &/or coordinate program reports for submission to the granting authority according to grant guideline schedules.
  • Assist the Accountants in assuring that expenditures support program objectives and that budgets submitted are consistent with original grant application.
  • Prepare &/or help coordinate all applicable program reports for sponsored programs and ensure the timely submission thereof.
  • Responsible for grant closeout, which includes assisting with assurance that all purchase orders will be paid &/or liquidated within 90 days of grant ending period and assurance that all expenditures (services &/or goods) were received within the grant award period.
Qualifications and Experience
  • University degree in administration, finance or related field. Advanced degree preferred;
  • Minimum 5-7 years of budget analysis experience necessary;
  • Minimum 3-5 years of progressive experience in pre- and post-award Grant and Contract management;
  • Highly proficient in word processing and spreadsheet applications;
  • Excellent analytical, verbal and written communication skills required;
  • Extremely detail oriented;
  • Familiarity financial management information systems, Microsoft Navision’s suites such as Donor Vision, Award Vision, ERP and grant accounting preferred.
  • Previous grant and contract experience required.
  • Knowledge of government, non-government, foundational and corporate donor contract guidelines;
  • Must have the ability to work in a fast paced environment with strict deadlines and be able to manage multiple priorities
Skills and Behaviours
  • Demonstrable experience of managing a substantial grants scheme for community activities. Experience of scheme administration, managing assessment teams and selection panels, complex budget control and regularly reporting against spend and targets. Confidence and experience to meet the expectations of national funders.

  • Experience of effectively line managing staff and supervising interns and the ability to lead a team to deliver to ambitious targets.

Manager, Fundraising & Grant Writing (Nairobi, Kenya)

KickStart International has an exciting opportunity for an experienced, entrepreneurial, and enthusiastic Manager to help us grow our fundraising program in Africa.

About the Organization: KickStart International is an award-winning, nonprofit social enterprise with a mission to lift millions of people in Africa out of poverty. They do this by designing and mass-marketing simple, “MoneyMaker” branded, human-powered irrigation pumps. These low-cost pumps are bought by poor local farmers who use them to irrigate their plots. 

The farmers move from rain-fed subsistence farming to commercial irrigated agriculture. About the Position: KickStart is seeking an experienced, entrepreneurial, and enthusiastic fundraising professional to expand its fundraising program in Africa. The Manager of Fundraising and Grant Writing will work with program teams in Africa and with the U.S. fundraising team. 

This position is based in Nairobi, Kenya and reports to the Director of Partnership & External Relations who is based in New York City. 

This position requires travel within Africa and with occasional travel to Europe and the U.S. as well as the flexibility to work on weekends, early in the morning or late in the evening as necessary for donor events and meetings and/or to collaborate with colleagues in Africa and the United States.

All CNHR programmes are implemented by Partners with grants from the Consortium.
 
The Programme Officer - Grants will be the primary point of contact with prospective and existing
grantee researchers, and administratively responsible for all Grants Oversight. 

That includes the review, monitoring, assessment and timely reporting on grantee project work while assisting the Head of Scientific Programmes in the general programme administration and financial management of the full scientific portfolio. 

S/he will take direct responsibility for facilitating prospective and existing CNHR grantee partners to: successfully apply for grants, utilise them, scientifically report on, and financially account for those grants. 

The job holder will also play a leading role in interpreting, collating and disseminating CNHR related research findings to the Kenyan public and specialist scientific communities among other target audiences. 

Your results will be measured on:

Programme Management in assisting the identification of critical research issues and the development of collaborative research and information sharing; grantee attraction, education, motivation and other assistance; monitoring and reporting on the progress of research projects; coordination of field visits and other logistics; and management of the grants database. 

Also on: own contributions to new initiatives in resource mobilisation; public relations (PR); knowledge sharing with health research, policy and institutions/networks including those in government; and the Consortiums wider public and scientific participation.
 
Grants Management as the process owner and lead innovator in: monitoring and evaluation (M&E), reporting, ensuring compliance with funder requirements and advising on the cost effectiveness of CNHR’s grants portfolio; verifying, maintaining and reporting on financial and programme activity records of every grant and funder; preparing periodic reports and funding disbursement requests to funders; and together with the Accountant preparing grants’ work plans and budgets and the overall expenditure projections for the scientific programmes.

You must be highly results focused, collaborative, efficient, self-organised towards strict deadlines, and effective in facilitating people to jointly own goals. 

You need to at least have:
  • a Masters’ degree, preferably in Development Projects Management ideally in a health related discipline such as health systems, public health or medical/biomedical. 
  • Additional training in grants/research results reporting and financial administration would be an added advantage.
  • 5 years’ experience in a similar role, with clear competence in programme delivery. 
  • Also in M&E; the reporting of results to specialist scientific and general public audiences; coordination of conferences; and financial accountability.
  • Excellent interpersonal and other people skills in group facilitation, oral and written communication and personal presentation, preferably with good understanding of both the needs of general public information and the rigor of scientific reporting and discourse.

  • Support the Country Programme 
  • Develop and coordinate development of the country funding strategy according to agreed Oxfam processes, by assisting the country team in planning, development and submission of competitive, high quality concept papers, donor proposals, and coordinating with the finance team, on budgets.

What we are looking for
  • Bachelor or Masters Degree in relevant area. 
  • Required country related work experience 5 or more.
  • Significant experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as ECHO, DFID, AusAID, OFDA, CIDA, UN agencies etc. 
  • Sound understanding of Program Cycle Management in emergencies and/or development environments.
  • Strong numeracy and financial skills, particularly in developing budgets, financial management / monitoring and reporting. 
  • Proven ability to develop and present proposals and donor reports, for both internal and external audiences. 
  • Ability to research, analyse, and report 
  • Ability to network and represent Oxfam to donors and external institutions;

P3 Temporary Appointment – Donor Relations Specialist

Purpose & Scope

Under the direct supervision of the Regional Director and working in close collaboration with the Private Sector Engagement and Programme team in the Regional Office, the incumbent will be responsible for donor relations, preparing fundraising proposals and reports to donors as well as situation reports and other official reporting documents. 

The incumbent will assist in the mapping of existing initiatives with private sector actors in the region and in collating the information into a coherent framework. 
The incumbent will also contribute to a knowledge management system to facilitate dynamic and creative information sharing of private sector engagement activities across countries.

Key Activities and Outputs

The incumbent will carry out the main tasks outlined below.

  • Donor Relations. Provide ‘one stop shop’ services to both current and potentially new donors for UNICEF programme in ESAR, including coordination with UNICEF programme staff, provision of fact sheets, donor briefings and meetings, monthly donor updates, organisation of donor field visits and liaising between government donors, National Committees and UNICEF programme staff.
  • Proposal development. Coordinate the development of concept notes and funding proposals. Ensure quality of donor proposals before submission to donors, including ensuring that all proposals are in line with both, donor interests and the UNICEF programme strategy.
  • Donor reporting. Prepare analytical and results oriented donor reports on time, working closely with field colleagues, relevant programme sections, the Planning, Monitoring and Evaluation team, and the Regional Office.
  • Briefings. Provide support in conducting a comprehensive research and analysis of substantive material and draft reports related to ESAR including status of programme implementation reports with. Provide substantive support to the Regional Director and senior management specifically in speech writing, talking points, preparing briefs and other related activities as required.
  • Mapping. Assist in mapping of existing UNICEF related private sector initiatives in the region. Assemble the initiatives into an organising framework for assessment and analysis.
  • Knowledge Management. Provide support to the office in facilitating a dynamic knowledge sharing platform and process.
  • Other duties. Other duties as required including assisting in the implementation of the work plan for the region.

Qualifications
  • Advanced University Degree (Master’s degree or equivalent) in Communication, Social Sciences or related fields.
  • Minimum 5 years of progressively responsible professional work experience in communication, project administration, monitoring and evaluation, some at the international level.

  • Strong writing and editing skills, including knowledge and experience in writing for UNICEF and demonstrated experience in editing strategic documents as well as internal and external communication materials.
