About the position
 
The Field Network Supervisors (FSNs) will provide high-quality clinical and programmatic support to the DFID-funded programme for Delivering Increased Family Planning Across Rural Kenya (DIFPARK) field operations in a cluster of counties, specifically private clinical and pharmaceutical service delivery points. 

DIFPARK is DFID’s new innovative flagship family planning (FP) project for Kenya that will run for 4.5 years. DIFPARK intends to improve behaviors and significantly increase the use of FP through the private sector with a focus on improving the lives of rural women and adolescent girls. 

FSNs will be critical in ensuring that increased family planning (FP) services effectively reach rural women and girls. FSNs are full time position and will be based in one of the regional office in Nairobi, Kissi, Kakamega or Eldoret and will be managed by a Regional Manager. 

Frequent travel throughout a cluster of counties will be required.

Key Responsibilities
  • Provide clinical and technical support regarding FP and family health to service providers in private health facilities, pharmacies and at Market Day Midwives kiosks
  • Serving as a medical detailer to health facilities and pharmacies
  • Liaise with the Logistics Department to ensure that commodities are consistently available at the point of service provision
  • Monitor project activities at the facility level to ensure that quality services are being provided and that expected numbers of clients are being served
  • Make sure the project reaches the set targets especially the youth and men and women of reproductive age, with the correct messages
  • Collate data on field activities and submit to the M&E department every month • Ensure project targets are met and quality services are provided by the service providers
  • Ensure that deadlines on service delivery are met
  • Hold biannual meetings with service providers
  • Ensure that service providers prepare and submit monthly activity reports by the end of each month
  • Ensure that the point of service provision (kiosks) are well-maintained and are in good state repair at all times
  • Prepare and submit monthly activity report
  • Ensure that FP vouchers are distributed and well-managed in programme implementation
  • Act as the link between the service providers and the Futures Group
Qualifications
  • Should be a qualified Registered Nurse Midwife or Clinical Officer with 5 years’ experience in project management
  • Experience of working in a large donor funded health project is an added advantage
  • Experience of managing a varied workload and managing a group of project partners
  • Experience of providing high quality support and technical assistance to multiple service providers is essential
  • Should have good interpersonal skills and an ability to communicate easily and clearly
  • Should be experienced in social marketing and the private sector for health is an advantage
  • Knowledge of particular clusters of counties around the DIFPARK offices is a distinct advantage

Job Description 

The Millennium Water Alliance (MWA) seeks a Director of Finance and Administration for an anticipated 5-year WASH program in Kenya expected to be awarded by USAID in FY2014. 

KIWASH aims to provide at-scale adoption of sustainable models of WASH service delivery through 

(1) scaled-up market-based service delivery models; 

(2) increased access to sustainable financing/credit for WASH services; 

(3) improved access to integrated WASH and nutrition services; 

(4) increased environmental sustainability of WASH services; and 

(5) strengthened WASH services and water resource institutions. 

The project will incorporate sustainability of resources and services, upstream/downstream integration, and effective strategies to scale. 

The Director of Finance and Administration (DoFA) will provide financial and administrative support to the Chief of Party. 

The successful candidate will have a strong background in accounting and financial reporting, including financial systems implementation, budgeting, expenditure tracking, knowledge of local human resource requirements, and will have a lead role on financial and operational support of the program team from Nairobi. 

Implementing activities will be primarily in the regions of Lake Victoria and Tana/Arth/Ewaso. 

Specific DoFA responsibilities include the following:
  • Provide leadership on administrative, finance, accounting and reporting for the KIWASH program, including the submission of timely and accurate performance and financial reports. 
  • Monitor budget utilization and work with COP to ensure proper financial management and utilization of funds.
  • Analyze, develop and monitor accounting of fiscal control procedures and program budgets.
  • Support the COP to put into place monitoring and quality oversight systems to ensure the project is meeting established deliverables and reporting requirements. 
  • Manage project procurement processes.
  • Assist COP to respond to USAID informational, data, and monitoring requirements.
  • Assist the COP in compiling and finalizing all USAID financial reports, including the annual and semi-annual USAID reports.
  • Liaise with external auditors in the review of project expenditures.
  • Assist the COP and MWA HQ to identify and recruit project staff as needed and to identify human resources to fill gaps
  • Support the COP and DCOP to ensure efficient and effective project implementation in accordance with the contract, leveraging MWA HQ financial, support, and HR resources as necessary
  • Maintenance of accounting system in compliance with USAID and MWA requirements and regulations
  • Preparation of tax reports for MWA and/or USAID
  • Payroll; preparation of cash projections, management of cash flow; budget control; financial reporting to headquarters and USAID (including accruals);
  • Safeguarding of data, financial records 
Required Skills: 
  • Demonstrated skill in financial management, accounting, and office management. 
  • Operational knowledge of USAID regulations including FAR and ADS concerning financial management and reporting, subcontracting, and procurement. 
  • Demonstrated experience providing financial management and support to large donor-funded projects. 
  • Ability to work independently in a fast-paced environment with strong organization skills and ability to prioritize and successfully management multiple projects/deadlines simultaneously, required.

Required Experience:

Job Description

The successful candidate will be a key decision-maker, an adept manager, a technical expert in one or more WASH areas, and will lead a team of direct reports in Nairobi and coordinate multiple implementing partner organizations to ensure operational and programmatic efficiency and success. 

Implementing activities will be primarily in the regions of Lake Victoria and Tana/Arth/Ewaso. 

Specific COP responsibilities include the following: 
  • Provide overall leadership and strategic direction to the program. 
  • Oversee planning, quality assurance and supervise program monitoring, evaluating, and reporting. Ensure quality and timely submittal of all project deliverables.
  • Serve as the principal liaison with USAID, as well as establish, represent and maintain effective working relationships with USAID, key GoK partners, local and international NGOs, implementing partners, and other development sector stakeholders
  • Provide strategic direction in technical areas such as water supply, water treatment, sanitation, market-based solutions, product introduction, behavior change related to hygiene and nutrition, management of water resources, governance, productive use of water, and capacity development.
  • Ensure that the design, implementation, monitoring and evaluation, and progress of all program activities are in accordance with strategies and standards and meet the goals and objectives of communities, USAID, and the Government of Kenya (GoK).
  • Ensure that cross-cutting themes such as gender equity, Multiple Use Water Services (MUS), and climate change are fully integrated into WASH and water resource management programming.
  • Maintain effective relationships with other USAID implementing partners and work to ensure cross-project alignment of annual workplans and WASH technical approaches.
  • Oversee hiring, management and development of staff to ensure a diverse, skilled and productive workforce and create a culture of integrity across the project.
  • Provide mentoring, coaching, and supervision for direct reports and senior team members.
  • Provide oversight and consolidation for the financial management and reporting for the program, including the submission of timely and accurate performance and financial reports. Monitor budget utilization and ensures proper financial management and utilization of funds.
  • Negotiate MWA annual budgets and revisions to the scope of work as required.
  • Oversee implementation of a common monitoring, evaluation and learning system among all partners and analyze the data it generates to inform project management, technical programming and development of best practices and applied research. 
  • Facilitate and document lessons learned and best practices within the coalition and outside it such that all participating institutions, USAID, the GoK, and constituent communities may realize improved WASH outcomes.
  • Organizes learning and sharing opportunities between program and external stakeholders on a regular basis. 
  • Use problem-solving and consensus-building skills and ability to promote coordination among diverse interests and institutions. 
Required Skills: 
  • Technical proficiency in water supply, sanitation, and/or hygiene program design, implementation, and monitoring and evaluation.
  • Demonstrated experience managing similarly complex projects in East African countries, involving multi-million dollar budgets, coordination with multiple programs, and partner institutions. 
  • Demonstrated knowledge of the cross-sectoral application of WASH strategies to improve health, livelihoods and nutrition. 
  • Demonstrated knowledge and application of state-of-the-art WASH practices and approaches. 
  • Demonstrated knowledge of management of local construction contracts

Pastoral Policy Advisor, Kenya
We currently seek a Pastoral Policy Advisor for an ongoing, multi-year USAID-funded program focused on reducing poverty and hunger by improving the inclusiveness and competitiveness of the livestock value chain in two counties in the arid lands of Kenya. 

This position will report to the Chief of Party and be required to travel approximately 60% of the time to Marsabit and Isiolo Counties. 

The Pastoral Policy Advisor will take advantage of the ripe policy platform provided by the new constitution and the implementation of Kenyan Vision 2030.

Responsibilities
  • In collaboration with the REGAL-AG team, community institutions, Government line ministries and other partners, design and implement a pastoral policy and advocacy strategy that will outline the key advocacy issues and audiences for achieving the desired impact of creating incentives and an environment conducive to commercial investment in the livestock sector.
  • Analyze existing policies and practices and work with communities to remove the bottlenecks that curtail pastoralist livestock value chain competitiveness as well as spur private-sector led solutions to myriad market constraints.
  • Lead research and writing of in-depth, evidence-based policy briefs to inform county authorities and other relevant value chain actors on opportunities for creating effective and inclusive policies.
  • Identify capacity building needs of the private sector, community institutions, relevant government line ministries and other value chain actors in advocacy and facilitate access to relevant trainings and support services as needed.
  • In coordination with the Value Chain Investment Advisor, work with private institutions to create a facilitative environment for the livestock sector by developing innovative and inclusive financial and risk mitigating products that incorporate the needs of pastoral communities.
  • Work with project team to increase participation of vulnerable pastoralists in markets – particularly through building capacity for co-management – and ensure that they benefit from resources.
  • Mobilize communities to identify priority upgrades to livestock market infrastructure that can be supported through the project’s Community Contracting Fund; support communities to identify and undertake efforts to improve policies related to livestock productivity, animal disease control and livestock market infrastructure.
  • Monitor the investment climate and engage the national government, county authorities and other stakeholders in dialogue on reforms needed to incentivize increased private sector participation in livestock sector.
  • Lobby and advocate for equitable representation of women and marginalized communities in appointed and elected institution as well as in private and public space at the community, county and national level.
Qualifications
  • Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions)
  • Demonstrated ability to collaborate across projects, to be flexible and creative

Community Investment Specialists, Kenya
We currently seek Community Investment Specialists for an ongoing, multi-year USAID - funded program focused on reducing poverty and hunger by improving the inclusiveness and competitiveness of the livestock value chain in Marsabit and Isiolo Counties in the arid lands of Kenya. 

This person will report to the Value Chain Investment Advisor for the project and will use community-driven, participatory approaches to provide technical input into the disbursement of Community Contracting Funds. 

This person will also serve as the primary linkage between communities in the assigned county and other value chain actors to identify innovative opportunities to facilitate behavior change among pastoralists, creating competitiveness and relevant linkages in the livestock sector, while helping position the pastoral communities to take advantage of the new opportunities and ultimately accelerate economic growth. 

REGAL-AG will be recruiting one specialist to be based in Marsabit County, and another to be based in Isiolo County. 

Responsibilities
  • Review existing livestock value chain analyses and other available information on the market system for the three key livestock value chains under the REGAL-AG program in Marsabit and Isiolo on an ongoing basis to identify changes in the emerging opportunities and constraints
  • Identify and advise the Value Chain Investment Advisor on the development of innovative business plans, models and concepts that have the potential to increase access to markets
  • Support the Value Chain Investment Advisor in facilitating forward and backward linkages between rural livestock entrepreneurs, financial institutions and private investors to increase pastoralist’s financial capital, capacity and competitiveness
  •     Identify capacity building needs of  producer groups, traders, private sector actors and other value chain actors and facilitate access to relevant trainings and support services as needed
  • Working collaboratively with other partners, facilitate  and implement co-management models in markets in the assigned county and build the capacities of the Livestock Marketing Associations to ensure effective, transparent, and fair governance and management of markets
  • Support project efforts to mobilize communities to identify priority upgrades to livestock market infrastructure that can be supported through the project’s Community Contracting Fund; serve as primary liaison with the communities throughout the infrastructure works to ensure activities are being implemented in line with communities’ needs and expectations
  • Create awareness on existing livestock investment opportunities and support livestock producers and traders to take advantage of the new opportunities (including increasing value and volume of livestock and livestock products for export markets)
  • Improve learning and adoption of appropriate technologies and practices, increase investment in upgrading using improved technology, improved genetic material, purchased services and improved products
  • Work closely with the Pastoral Policy Advisor and Gender Advisor to address market-related policy constraints and ensure gender issues are addressed throughout project activities

Community Investment Specialists, Kenya
We currently seek Community Investment Specialists for an ongoing, multi-year USAID - funded program focused on reducing poverty and hunger by improving the inclusiveness and competitiveness of the livestock value chain in Marsabit and Isiolo Counties in the arid lands of Kenya. 

This person will report to the Value Chain Investment Advisor for the project and will use community-driven, participatory approaches to provide technical input into the disbursement of Community Contracting Funds. 

This person will also serve as the primary linkage between communities in the assigned county and other value chain actors to identify innovative opportunities to facilitate behavior change among pastoralists, creating competitiveness and relevant linkages in the livestock sector, while helping position the pastoral communities to take advantage of the new opportunities and ultimately accelerate economic growth. 

REGAL-AG will be recruiting one specialist to be based in Marsabit County, and another to be based in Isiolo County. 

Responsibilities
  • Review existing livestock value chain analyses and other available information on the market system for the three key livestock value chains under the REGAL-AG program in Marsabit and Isiolo on an ongoing basis to identify changes in the emerging opportunities and constraints
  • Identify and advise the Value Chain Investment Advisor on the development of innovative business plans, models and concepts that have the potential to increase access to markets
  • Support the Value Chain Investment Advisor in facilitating forward and backward linkages between rural livestock entrepreneurs, financial institutions and private investors to increase pastoralist’s financial capital, capacity and competitiveness
  •     Identify capacity building needs of  producer groups, traders, private sector actors and other value chain actors and facilitate access to relevant trainings and support services as needed
  • Working collaboratively with other partners, facilitate  and implement co-management models in markets in the assigned county and build the capacities of the Livestock Marketing Associations to ensure effective, transparent, and fair governance and management of markets
  • Support project efforts to mobilize communities to identify priority upgrades to livestock market infrastructure that can be supported through the project’s Community Contracting Fund; serve as primary liaison with the communities throughout the infrastructure works to ensure activities are being implemented in line with communities’ needs and expectations
  • Create awareness on existing livestock investment opportunities and support livestock producers and traders to take advantage of the new opportunities (including increasing value and volume of livestock and livestock products for export markets)
  • Improve learning and adoption of appropriate technologies and practices, increase investment in upgrading using improved technology, improved genetic material, purchased services and improved products
  • Work closely with the Pastoral Policy Advisor and Gender Advisor to address market-related policy constraints and ensure gender issues are addressed throughout project activities
  • Work closely with the Monitoring Evaluation and Learning Specialist and Communications and Knowledge Manager to capture, document and report community-driven market-related activities and success stories for internal and external learning purposes 
Qualifications
  • At least a degree related to  livestock, agriculture or economics
  • Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions)
  • Demonstrated ability to collaborate across projects, to be flexible and creative
  • At least 8 years of professional experience working in livestock or agricultural development programs in the Horn of Africa, especially in the pastoral areas
  • At least 2 years’ experience in value chain development and enterprise development
