Consultative Process on Impact Evaluation with FSD Trusts in Africa

FSDA wishes to identify consultants and/or a consulting firm who could manage a consultative process on impact evaluation involving the FSDs in Africa and the UK’s Department for International Development (“DFID”).
 
The consultative process should result inter alia in (1) consensus among the FSDs, DFID and other stakeholders as to how best to evaluate the impact of FSD - type interventions, (2) the design of tools and systems to allow FSDs to measure impact more effectively and (3) a concrete evaluation plan for the network.
 
FSDA seeks consultants and/or a consulting firm with demonstrable experience of a range of impact evaluation approaches both quantitative and qualitative, and a solid understanding of the mechanisms through which financial sector development contributes to economic growth and poverty reduction. 

Prior experience of working with DFID and/or other donor organisations would be an advantage.

FSD Africa (“FSDA”), a financial sector deepening trust, aims to support financial sector development across the African continent by encouraging skills development, the transfer of knowledge (e.g. research, business models, policy approaches etc.) across borders, especially through the FSD network (but also in non-FSD countries) and by building the capacity of financial systems in other ways.
 
There are currently seven FSDs operating in Africa (in Nigeria (EFInA), Kenya, Tanzania, Rwanda (Access to Finance Rwanda), South Africa (FinMark Trust), Zambia and Uganda (Financial Sector Inclusion Programme Uganda)) and a further two are in development (Malawi and Mozambique).

Specialist Advisers
FSDA is looking to build a panel of specialist advisers on whom it can call on for short-term consultancy assignments or for draw-down (i.e. retained consultant) arrangements. This call for Expressions of Interest is aimed at pre-qualifying consultants so as to facilitate procurement for assignments that are anticipated in the future.
 

FSDA seeks specialist advisers who:
  • By virtue of their location and prior experience, have deep and credible relationships in financial markets Æ’ Æ’in particular countries in sub-Saharan Africa;
  • Are thematic specialists in credit markets development, agriculture finance, retail payments and Æ’ Æ’government to person payment (G2P), and capital markets development and/or inclusive finance generally;
  • Are impact specialists who could manage project-level impact evaluations but also support an FSD-Æ’ Æ’wide consultative process to establish a more harmonised approach to impact evaluation.

Qualifications
  • A relevant degree from a recognised university.

Experience
  • 3 years relevant experience in the development and implementation of quality projects in a comparable institution.
Knowledge and Skills
  • Project management skills, including design, implementation and evaluation
  • Communication skills to educate others and obtain support to quality initiatives.
  • Process mapping skills.

  • At least 5 years in senior financial management including experience in formulating and implementing accounting and internal control systems in an accounting and financial environment.
Knowledge and Skills
  • Knowledge of the International Financial Reporting Standards (IFRS)
  • Ability to meet the deadlines of various reporting requirements
  • Knowledge, acquired through practical experience, of one or more accounting systems/packages.

National Fund for Disabled of Kenya is a Trust Fund incorporated under the Perpetual Succession Act.
 
The mission of the Fund is to offer the best support services to persons with disability in Kenya through provision of resources, promotion of awareness and advocacy of appropriate policies.
