Responsibilities and Duties:

The goal of the Somalia Economic Growth program is to promote inclusive economic growth in Somalia. The contract must be implemented in all three zones of the country. 

The Grants & Procurement Manager is responsible for managing the contracting and grants award processes and procurements related to technical project activities of the Grants/ Partnership Fund, and is responsible for leading all international, regional and local procurement for technical project activities and in-kind grant procurements required by the Grants/Partnership Fund. 

The Grants and Procurement Manager is also responsible for conducting negotiations with business grantees & suppliers, and drafting contracts and grants agreements as well as supporting and supervising the Grants Team. 

The Grants & Procurement Manager is responsible for leading and documenting the entire procurement process, and purchasing international goods and services at competitive prices and ensuring that goods/services are properly receipted, inventoried, and accounted for while assuring full compliance with USAID/AIDAR/FAR rules and regulations as well as IRG/Engility compliance and procurement policies. 
 
Minimum Tangible Qualifications: 

  • At least a Masters degree in business, economics, statistics, international development, or related field
  • A least 7 years' technical experience in developing and implementing monitoring and evaluation plans and results-based management
  • Must demonstrate at least 3 years' work experience in developing countries, including in conflict-affected contexts
  • Excellent oral and written English language communication skills. Somali speaking skills an advantage
Preferred Qualifications:
  • Demonstrated experience managing or implementing projects in Somalia or surrounding areas.

Director of Finance & Operations, Somalia Economic Growth

Responsibilities and
 Duties:

The Director of Finance & Operations ensures compliance of all grants and subcontracts with USAID regulations. 

Monitors achievement of matching investment targets, grants and subcontract disbursements, accruals and other financial indicators. 

Manages administrative personnel and functions of the project offices, including human resources, accounting, reporting to local tax authorities, banking and coordination with IRG/Engility Operations and Compliance at HQ.

Minimum Tangible Qualifications: 

  • At least a Masters degree in business, economics, statistics, international development, or related field
  • A least 7 years' of relevant experience
  • Must demonstrate at least 3 years' work experience in developing countries, including in conflict-affected contexts

Engility Corporation is seeking a Deputy Chief of Party for the anticipated USAID/East Africa-funded Somalia Economic Growth Activity. 

This project will primarily be focused on promoting inclusive economic growth in South Central Somalia, Somaliland, and Puntland. 

The project aims to strengthen the business enabling environment through access to finance and policy and regulation support; promote enterprise development through business development services; improve production, employment, and incomes in select value chains (horticulture, fisheries, and renewable energy); and increase participation by women and youth in the economy as entrepreneurs, employers, and employees.

The contract must be implemented in all three zones of the country. The DCOP supports the COP, acts for the COP as needed and described above, and carries out any other tasks assigned by the COP to ensure proper management of the Contract.

Responsibilities and Duties:

This year’s KCSE results for secondary education were released today. The 2015 KCSE Results for the students who sat for their exams in 2014 have been released this morning by the Cabinet Secretary for Education at mitihani house.  Many parents and students were not able to watch the results released live following the digital migration confusion that has seen many households in Kenya switched off from watching TV.  65% male 36% ladies. Male candidates out performed Ladies candidates in last years examinations. The need to follow tertiary education was emphasized by the minister. He shared that there is no good result, even students who scored E can start from certificate, craft certificates, diploma  through vocational education. 

Analysis of 2014 KCSE performance
There was improvement from 15 out of 31 subjects compared to 12 out of 41. Some of them are English, geography, chemistry, power mechanics, drawing and design. As a nation the government emphasize the need to nature talents. The government noted the need for foreign languages and designers who the government pay a lot of money to outsiders.

Factors that are responsible of the decline on key subjects in 2014 KCSE

4.       Parents related factors

The mister appealed to the parents to take the education of their children serious as they are important. Many parents fail to attend school functions and the minister appealed to them to leave their business to attend to invitation to the schools to monitor their children’s performance.

180,000 of 190,000 managed grade C+ and above, 5 candidates attaining mean grade of A plane and 14 attaining mean grade of A- This confirms that disability is not inability. The children need a chance.

Examination irregularities
Despite the strict measures and the reduction of examination irregularities there was 22% decrease in the number of candidates involved in examination irregularities in 2014.2410 candidates colluded amongst themselves to cheat during the exams. 149 caught with mobile phones in the examination used to pass messages.

County schools and sub-county lead in cheating and 5 national schools were involved in examination irregularities. "Some head teachers were wt the forefront of perpetuating this vice" Says the minister during the release of the 2014 KCSE examination results.

They should have deep knowledge and experience of seed value chains, seed sector development, seed quality, and design and management of field trials.

The post will necessitate travel away from home base and office. Salary will be commensurate with skills and experience, with appointment for 2 years initially and the possibility of renewal.
