Scope of Work
 
Working under the direct supervision of the Health facility Medical/Clinical Officer and overall guidance of the Senior Medical Officer, the Laboratory technician will be involved in collecting samples of human body tissue, blood or body fluids of patients who present to the primary health care facility, to identify ailments or disease; testing the samples using certain measures and laboratory equipment and evaluating the results.

Specific Responsibilities
 
Program management:
  • Conduct chemical analyses of body fluids, such as blood and urine, using microscope to detect abnormalities or diseases and enter findings into laboratory registers.
  • Performing tests to look for microorganisms, parasites or bacteria in body fluids and blood.
  • Analyze the results of tests and experiments to ensure conformity to specifications, using special mechanical and electrical devices, e.g. hemocue machines and microscopes.
  • Analyze and record test data to issue reports that use charts, graphs and narratives.
  • Conduct blood tests for transfusion purposes and perform blood counts.
  • Making specimens or samples to examine the count of cells in blood and abnormal cells in blood or body fluids.
  • Maintaining the laboratory equipment and ensuring that the laboratory is well stocked with all the necessary instruments; set up, adjust, maintain and clean laboratory equipment.
  • Collect blood or tissue samples from patients while all the time observing principles of asepsis to obtain blood samples.
  • Consult with the medical/clinical officer in charge to determine the final diagnosis when abnormal cells/tissue/test results are found.
  • Instruct and guide other laboratory technicians and medical personnel on required techniques when collecting samples.
  • Interpreting results and submitting the initial test results to the superior for further analysis.
  • Ensuring that he/she stays up to date on the latest technical developments in medical science.
  • Ensure proper storage of all items as their specific storage requirements.
  • Ensure timely issuance of order to ensure constant supply of laboratory reagents to the primary health care facilities
  • Advice on relevant laboratory related issues when called upon to do so.
Human Resource:
  • Participate in continuing education for staff.

Assessment and Mobilization
  • Assist in conducting field-based needs assessments and to consolidate the information for planning and implementing future WASH project activities in Somalia.
  • To mobilize the beneficiary community members to actively participate in identification of household water needs.
  • Monitor water quality of all water sources rehabilitated or established by the IRC
  • Conduct regular sanitary inspection of functional water points and institute measures to prevent water contamination at source.
  • Mobilize all stakeholders to respond appropriately to outbreaks of cholera and acute watery diarrhea.
  • Mobilize community own resource persons (CORPs) and the general community members to actively participate in water safety interventions.
  • To ensure that existing hygiene promotion activities are being undertaken correctly in designated project locations, usually in coordination with other WASH activities.
  • To facilitate community hygiene outreach for internally displaced people (IDPs) in villages including the host communities.
  • Work with community based water committees to increase the capacity for operation and maintenance of developed water sources.
  • Conduct water quality surveys at all IRC rehabilitated water sources.
Reporting
  • Provide timely reports on the field trips, monitoring visits and assessments to the WASH Officer.
  • Compile weekly, monthly and other circumstantial reports as may be required
  • Maintain water quality monitoring database including and not limited to water FRC, chemical and bacteriological analysis.
Required Qualifications
  • A certificate in Water Supply, Public Health or related discipline, or equivalent work experience in community water, sanitation and hygiene program.

  • At least two year experience in working with an INGO

The Position:

ICRAF and ILRI seek to recruit a Head of Information and Communication and Technology. 

The job holder will lead the overall ICT function for ILRI and ICRAF which occasionally have different priorities and requirements. 

Campus level services are provided in 3 locations in two countries (Kenya and Ethiopia) and staff are supported in offices in over 50 different locations. 

The position holder will spend 50% of their time at ICRAF, 35% at the ILRI Kenya campus and 15% at the ILRI Ethiopia campus and visit regional offices when required.

Responsibilities:
  • Make decisions on ICT infrastructure, services and operations worldwide for the two organisations, ILRI and ICRAF.
  • Build relationships throughout the two organisations to ensure that they understand the business strategies and project requirements so as to provide the most effective services for their needs. The position holder will build relationships within the other CGIAR Centres to take advantage of shared ICT services and innovations made at the CGIAR level or by other Centres.
  • Establish and maintain relationships with external service providers and suppliers and other local and international organisations to better understand the ICT environment that we work in and to build partnerships with these groups to enhance the services offered.
  • Plan, mobilize and manage ICT operating budgets of ICRAF and ILRI that total over $3,000,000.
  • Develop investment plans for ICT projects and for both replacement and new equipment.

  • Responsible for all equipment and resources assigned to the team either permanently or that is temporarily in their custody.
  • Lead the two institutes in their implementation and use of ICT. This will include testing, trailing and implementing new technologies, applications, services and methods of working that will increase the options for the researchers supporting staff and improve their efficiency, reliability and ability to communicate with others.
  • Develop the ICT Strategy and policies for the two institutes and ensure that they are communicated and understood institute wide.
Requirements:
  • First Degree in Computer Science.
  • Master’s degree in Business administration or related field.
  • Up to date certification Microsoft Certified Systems Engineer (MCSE) or ICT Security Certification or Information Technology Infrastructure Library (ITIL).
  • A minimum of 10 years’ experience in an ICT Service environment.
  • Five to ten years relevant management experience in comparable organizations:
  • Preference will be given to candidates from private or publicly funded international development organizations involved in research and/or consulting.
  • Experience with organizations operating in a competitive funding environment is essential with a preference given to experience in restricted projects/grants environments.

The Position: ILRI seeks to recruit a Senior Economist and Program Leader to work within its Integrated Sciences Division.  The appointee will lead ILRI’s evolving and expanding portfolio of research in Policy, Trade and Value Chains.

Responsibilities:
  • Lead and manage a geographically-dispersed international team of economists, social scientists, and modelers addressing a range of research on livestock policy, trade and value chain development in developing countries;
  • Lead the conceptual development of analytical frameworks, methods and tools for the study of livestock product markets, value chains, trade regimes, and regulatory and investment policy environments relevant to livestock development.  Such work includes action-oriented piloting of value chain interventions and strategies;
  • Build collaborations with relevant institutions and organizations internationally and nationally to conduct and deliver World class research;
  • Coordinate the Policy, Trade and Value Chains program with ILRI’s participation in the CGIAR Research Programs (CRPs);
  • Policy research and evidence-based advocacy;
  • Participate in ILRI management, particularly in achieving co-ordination with other programs and in provision of economics and other social science support to multi-disciplinary initiatives;
  • Support development projects led by NGOs and other development partners to ensure use of best practice value chain interventions, and to generate objective evidence from piloting those interventions;
  • Conduct and support the communication and promotion of research products and processes;
  • Develop proposals to raise resources to support new research addressing the policy, trade and value chain program agenda.
Requirements:
  • A passion for the generation of scientific knowledge that advances pro-poor development;
  • A Ph.D. in Agricultural Economics, Economics, Agribusiness or other Social Science with application to agriculture or rural development, with a minimum of 8 years of experience post-PhD;
  • A proven research record reflecting experience in research design, quantitative and qualitative analytic methods and producing peer-reviewed outputs;
  • Experience in managing a multi-disciplinary and multi-national team of researchers and development practitioners, and in the associated human resource and financial management;
  • Demonstrated strong experience with analysis of smallholder value chain performance, sector and trade modeling, returns on investment, consumer demand, and access to markets and services;
  • Understanding of outcome-oriented research design and implementation with pro-poor and gender orientation, including communication and advocacy strategy development;
  • Strong econometric and/or mathematical modeling skills, and the ability to apply them in pro-poor development research;
  • Demonstrated ability to deliver multi-disciplinary research outputs and to initiate and manage cross-disciplinary research activities;
  • Familiarity with aspects of livestock production and marketing, crop-livestock systems, and rural market institutions and services in developing countries;
  • Strong English language skills, both written and spoken (proficiency in other languages is an advantage);
  • Willingness and ability to travel frequently, sometimes to rural areas in developing countries.
Post location: The position is based at ILRI’s Headquarters in Nairobi, Kenya.  Extensive travel to other countries and regions will be required.

Position level: The position is Scientist/Research Level 3 dependent on qualifications and experience.

Duration: 3 years with the possibility of renewal, contingent upon individual performance and continued funding.
