If successful, you’ll be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse.
The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.

Purpose of the Post:
Under the general guidance of the Chief of field Office with support from the Chief of Child Protection USSC (at technical level), the incumbent will be responsible, as head of section for the zone, to oversee the implementation and evaluation of the CSZ child protection programmes, including mine-risk education initiatives, in this area and in particular CAAC and MRM.

The post entails monitoring of the child protection situation in the regions, promotion of child protection policies and standards, as well as advocacy with authorities and partners on child protection issues. The incumbent will also be expected to support the formulation and design of child protection programmes and work closely with other UNICEF sectors in mainstreaming child protection in UNICEF.

The post requires a high level of technical competence and knowledge in the fields of child protection, child rights and human rights and experience in advocacy and programme planning and implementation.
Major duties and responsibilities:
  • Contribute towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and organizes coordination meetings among partners to share information and plan activities in the field of child protection. Shares regular information with partners on key protection issues and provides technical advice to partners in the field.
  • Advocate with authorities and partners for ensuring the protection of vulnerable children, strengthen the protective environment in the regions and ensure that mine-risk education is appropriately addressed.
  • Design, prepare, implement and monitor child protection project(s). Analyze and evaluate data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contribute to the development and/or introduction of new approaches, methods and practices in project management and evaluation in relation to child protection.
  • Undertake, where possible, field visits to UNICEF project sites for the purpose of monitoring and providing orientation to project activities and local conditions. Prepare and share trip reports on results of visits and project process.
  • Collect, register and maintain up-to-date information on the situation of child protection and mine-risk education on UNICEF and partners’ project activities as well as on new legal and political developments which have a link to the situation of child protection and mine-risk education.
  • Participate in inter-sectoral collaboration with other programme colleagues. Assist in development of appropriate strategies to mainstream child protection in inter-sectoral programme development.
  • Prepare progress reports, background material for use by RPO and Project Officer, reviews incoming mail and exchange of correspondence and ensure that all policy and technical documents and reports and correspondence related to the programme are properly maintained for easy reference.
  • Evaluate and analyze financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments, data is consistent with PIDB. Report to the Supervisor and/or Head of Office the outcome of reviews.
Qualifications, Experience and Attributes
  • Advanced University degree in social sciences and other related field (i.e. legal, human rights and humanitarian law). A first university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Five (5) years professional work experience in project administration, including data collection and analysis, advocacy, communication, programme monitoring and evaluation.
  • Fluency in English and Somali languages (oral and written) required.
  • Knowledge of global human rights issues, specifically relating to children and women, and the current UNCEF position and approaches.
  • Fluency in English and Somali required.
  • High sense of integrity and commitment.
  • Communication, analytical and training skills.
  • Computer skills.
