A. BACKGROUND VSF-Suisse is a Swiss NGO that operates in
seven African countries, namely: Togo, Mali, DR Congo, Kenya, Somalia, South
Sudan and Ethiopia. Our credo is 'Healthy Animals – Healthy People'.
VSF Suisse is seeking to develop a financial strategy with a
view to determining actionable and realizable objectives and targets. VSF
Suisse is looking to develop a strategic roadmap with particular focus on
financial management strategies. Notably of interest are matters regarding cash
flow, pre-financing, foreign exchange management , project fund management and
generation of core funds. It's with this background that we are seeking to
engage financial and advisory consultancy services to provide technical
expertise and facilitate a 5 day workshop.
B. OBJECTIVE AND SCOPE OF WORK Objective:
The overall
objective of the consultancy is to facilitate a financial planning workshop
which shall take place in Kenya in the first half of November 2011 for 5 days.
The facilitation should allow the team to develop VSF Suisse financial
sustainability strategy which ties in with the broader strategic plan of the
organisation and will provide the basis for stringent finance management. The
consultant will provide the Workshop methodology and agenda as well as to facilitate
the process to achieve the overall objective.
Expected Outputs: 1. A draft financial strategy/working
document for VSF Suisse for 3 years (2012-2014) that helps us to achieve our
organizations' goals is established.
• A time bound
plan on how to reduce the deficit is established.
• A financial
risk management strategy is in place (pre financing of projects, exchange rate
losses, cash flow, core fund raising, HR and overheads).
• The optimum
organizational structure to achieve the organizations' objectives is
established.
• Different
financial scenarios A and B and C for project portfolios and ceilings: I)
survival, II) just ok and III) good are established.
• Gaps in our
organizations financial systems and procedures are identified and solutions
developed.
C. IMPLEMENTATION ARRANGEMENTS The consultancy will cover a
period of 14 days (inclusive of a 5 day workshop). The workshop is planned to
be held in Nairobi from 14th to 18th November 2011. The workshop itself will be
5 days long and will be held in Kenya, in the environs of Nairobi. The
consultant will have 9 days time to prepare and write up the findings and
consolidate the main points of the elaborated financial strategy. Thus, the
consultancy is for a total of 14 days and the consultant will report to the
Director of VSF-Suisse.
D. QUALIFICATIONS
• Experience in
the development of strategic frameworks, especially financial strategies for
NGOs.
• Solid
understanding of the challenges faced by NGOs, especially in terms of
fundraising and building up of core funds.
• Solid
understanding of financial systems and procedures required from NGO's
• Excellent
English skills in word and script. French/German is an added advantage.
• Excellent
Organisation and Facilitation Skills
E. DELIVERABLES The consultant will deliver, at the end of
his/her assignment a report from the
workshop which will include the strategic
approaches to financial management developed during the workshop.
F. SUBMISSION OF PROPOSAL Interested consultants should
