Duration of Contract: ASAP to 31st December 2012 (With Possibility of Extension)
Duty Station: Hagadera Camp; Dadaab.
Norwegian Refugee Council (NRC) Somalia / Kenya has been responding to
humanitarian crisis in Dadaab Refugee Camp since 2007 focussing mainly on
Shelter provision, WASH, Education, Environment and Livelihoods as well as camp
management.
The number of Somali civilians fleeing their country has been on the increase
amid deteriorating security and drought in Somalia. This has increased pressure
on the already overcrowded camps which have not been able to accommodate more
refugees since 2008.
1. WASH Officer: Sources & Host
Community
Main purpose of the position is to ensure effective planning and quality
implementation of the WASH activities in FAFI district.
He/she will lead in providing technical support in the development of NRC’s
WASH programming and high quality technical planning and implementation of
inputs for resulting schedule of work and monitoring agreed indicators.
He/she will be responsible for general supervision of boreholes drilling,
construction, equipping and commissioning process, assessment of boreholes
behaviour, aquifer monitoring and maintaining proper borehole production
records both in the refugee camps and host community.
What we are looking for:
The candidate should have a first degree in Water and Environmental
Engineering, Hydrogeology, Groundwater or similar relevant discipline with at
least 3 years proven experience in supervising drilling of boreholes,
development, test pumping and excavation of water pans in complex soil
formations.
Experience in undertaking design, sizing and maintenance of diesel-run gensets
and submersible pumps. Knowledge of AutoCAD, WaterCAD or any hydraulic
modelling software is highly desirable.
2. WASH Officer: GIS/CAD Analyst
Main purpose of the position is to ensure effective planning and data
management of the WASH activities in Dadaab. The WASH Officer will assist the
WASH PC in providing analytical and geospatial technical support in the
development of NRC’s WASH programming.
He/she will acquire, edit, analyze and create a variety of GIS data sets using
modern GIS and Remote sensing softwares. In addition to the GIS and remote
sensing responsibilities, the Analyst will perform surface modeling, develop
grading plans and volume estimates, prepare technical drawings and report
figures, and work with topographic data.
What we are looking for:
Degree in Geo-Information sciences, Water and Environmental Engineering, Public
Health Engineering or similar relevant discipline. Extensive experience may
substitute for specific qualifications but not vice versa.
A Postgraduate diploma or diploma in GIS and Remote sensing is essential.
Experience in undertaking GIS analysis, remote sensing and Hydraulic modeling
work for at least 2 years preferably in an emergency setting.
Proven ability to use ArcGIS 9x, WaterGEMS, WaterCAD, AutoCAD is essential.
Experience with programming languages, SPSS would be an added advantage.
Experience in developing and maintaining large databases, conducting baseline
surveys, assessments and evaluations is highly desirable. Ability to initiate,
develop, plan and implement an integrated programme.
3. WASH Assistant: Water Quality
Main purpose of the position is to ensure effective planning and quality
implementation of the WASH activities in FAFI district. The WASH Project
Assistant will assist the WASH officer in providing technical support in the
development of NRC’s WASH programming.
She/he will be directly responsible for water treatment, and monitoring of Free
Residual Chlorine (FRC) to ensure the community is supplied with safe and clean
water in accordance with the set WHO standards.
He/she will be required to do water sampling, and conduct physical chemical and
microbial water quality tests and at the same time in charge of maintenance and
repair of automatic chlorine dosing pumps.
What we are looking for:
Technical background in Water Engineering. First degree or Higher National
diploma in Water and Environmental Engineering, Public Health, Analytical
chemistry or similar relevant discipline.
Extensive experience may substitute for specific qualifications but not vice
versa. Proven practical experience undertaking water quality analysis
(bacteriological, chemical and physical). Experience in sampling water and
chlorine dosing both manual and automated.
4. WASH Assistant: Sources/Head
Mechanic
He/she will be responsible for general supervision of boreholes drilling,
construction, equipping and commissioning process;. Assessment of boreholes
behaviour, aquifer monitoring and maintaining proper borehole production
records. Additionally, overall responsible for operation and maintenance of the
boreholes and submersible & booster pumps.
What we are looking for:
Technical background in Water Engineering. Higher National Diploma in Ground
water, Plant Mechanics or similar relevant discipline. Extensive experience may
substitute for specific qualifications but not vice versa.
5 years proven experience in operation and maintenance of diesel-run generators
in a busy workshop or institution including undertaking engine overhauls and
motor rewinding. Extensive experience in borehole equipping, retrieval and
installation of submersible pumps. Experience of working with INGO in a similar
capacity or Head Mechanic will be an added advantage.
5. WASH Assistant: Supply &
Distribution
Main purpose of the position is to ensure effective planning and quality
implementation of the WASH activities in FAFI district. The WASH Project
Assistant will assist the WASH officer in providing technical support in the
development of NRC’s WASH programming and high quality technical planning and
implementation of inputs for resulting schedule of work and monitoring agree
indicators.
He/she shall ensure efficient and effective running of water supply system in the
respective camp, inspect and monitor routine water supply and maintenance of
the reticulation systems to ensure minimal or no water interruption within
water supply time.
He/she will be responsible for responding to any breakdowns in the water
system.
What we are looking for:
Technical background in Water Engineering. First degree or Higher National
diploma in Water and Environmental Engineering, Hydraulics, or similar relevant
discipline. Extensive experience may substitute for specific qualifications but
not vice versa.
Proven practical experience undertaking water supply designs and implementation
both rural and urban systems for at least 2 years. Experience in operation and
maintenance of large water supply system (peri-urban or urban)
Experience of working with INGO in a similar capacity will be an added
advantage. Knowledge of AutoCAD, WaterCAD or any hydraulic modeling software is
highly desirable.
6. WASH Assistant: Solid Waste
Management
Main purpose of the position is to ensure effective planning and quality
implementation of the sanitation activities in Dadaab. The WASH Project
Assistant will assist the WASH officer in providing technical support in the
development of NRC’s sanitation programming for both latrine construction and
solid waste management.
He/she will supervise the collection of wastes from the communal collection
points to the landfill and ensure the landfill is managed. In collaboration
with the Public health promoters, ensure all public places and main paths are
clear of any wastes and conduct clean-up campaigns in coordination with the
Public health promoters.
What we are looking for:
Technical background in Public Health. First degree or Higher National diploma
in Public Health, Environmental Health, Environmental Engineering or similar
relevant discipline. Extensive experience may substitute for specific
qualifications but not vice versa.
Proven practical experience in the planning and execution of WASH Programmes of
at least 2 years experience in a humanitarian and development programme.
Experience in solid waste management including landfills and undertaking
clean-up campaigns.
Experience in undertaking hygiene promotion activities and construction of
latrines will be an added advantage.
7. WASH Assistants: Public Health
Promotion
The post holders will work closely with the entire WASH team to oversee the
implementation of an integrated WASH programme in the Dadaab refugee camps,
taking a lead role in hygiene promotion, solid waste management, vector control
and hygiene related NFI distribution.
He/she will also actively participate in gathering and compiling of project
information (reports, assessments, KAP Surveys, monitoring and evaluation).
Assess and analyze emerging public health needs and recommend sustainable
practical solutions.
What we are looking for:
Degree in Environmental Health or Public Health with at least 2 years
experience in a humanitarian emergency programme with an NGO.
Experience in undertaking hygiene promotion activities in communities and
schools, training and conducting mass hygiene campaigns.
Experience in latrine construction, water quality monitoring will be an added
advantage.
8. Plant Mechanic
The Plant Mechanic is responsible for the maintenance of all boreholes,
generators and compound generators.
Together with plant electrician he/she will ensure that all plants and
equipments are serviced as per monthly schedule and repaired in the event of
any breakdown. He will undertake major overhauls as and when need arises.
What we are looking for:
Diploma in mechanical Engineering (plant option) or Plant mechanic grade one
from a recognized and accredited technical institution. A minimum of four years
proven experience in undertaking installation and maintenance of diesel run gensets,
submersible and booster pumps in a busy plant, some of which should be in an
emergency setting. Proficiency in MS Office software.
9. Plant Electrician
The Plant electrician will be responsible for maintenance of submersible pumps,
booster pumps and other associated electrical equipments. Together with plant
mechanics he will ensure that all such equipments are serviced per schedule and
repaired in the event of any break down.
What we are looking for:
Diploma in Electrical Engineering or plant electrician grade one from a
recognized and accredited post secondary technical institution.
A minimum of four years proven experience in undertaking installation and
maintenance of diesel run gensets, submersible and booster pumps, some of which
should be in an emergency setting. Proficiency in MS Office software.
Excellent communication (spoken and written) skills, including the ability to
explain and present technical information.
10. Master Plumbers
Reporting to the WASH Project Assistant , the Master Plumbers will be
responsible for quality installation of water reticulation systems, repair of
burst, ensuring that all water appurtenances are fixed correctly and in a
professional manner and will train and mentor pipeline repair team members.
In addition, the Master Plumbers will coordinate the pipeline repair team in
responding to leakages and bursts in the entire pipeline system.
What we are looking for:
Diploma in water technology, Craft Certificate or Government Grade Test One in
Plumbing from a recognized and accredited post-secondary technical institution.
A minimum of four years proven experience installing GS, PPR , PE and uPVC
water pipes in Community based water project with evidence of successful
implementation of similar projects. Emergency set up experience is highly
desirable. Proficiency in MS Office software.
11. Construction Foreman
The Construction Foreman will be responsible quality control of the slab
casting and latrines construction both in the refugee camps and host community.
He/She will ensure good workmanship in all constructions and capacity building
of the slab and latrine construction contractors.
What we are looking for:
Diploma in building construction or Government Grade Test One in Masonry and
Carpentry from a recognized and accredited technical institution.
A minimum of four years proven practical experience in masonry and carpentry
work in a busy institution preferably an NGO.
Experience in construction of family latrines, VIP latrines, casting slabs,
Masonry tanks and other mega structures is highly essential.
Additional Skills & Qualifications
For all above mentioned positions, added advantage would go to those with
ability to work independently in a result oriented multi-tasking and
multi-cultural environment and manage conflicting priorities.
Fluency in written and spoken English is essential; fluency in Somali or
Kiswahili is highly desirable. Sensitivity to the needs and priorities of
disadvantaged populations (minority groups etc) and demonstrated experience of
integrating gender and diversity issues into WASH Programming.
The Successful candidates should be available for deployment by 1st March 2012.
