the Lessons Learned (LL) and Best Practices (BP) for the HSNP Phase One

Background Information
Save the Children (SC, Kenya) is an international NGO that supports the realization of children's rights, through its longer-term development activities, as well as is humanitarian assistance programmes.
Save the Children has been operational in Kenya since 2006, and is implementing longer term and emergency relief livelihood and food security, Education, health, nutrition, WASH and child protection programmes in the Eldoret, Mandera, Wajir and the Dadaab camps.
The Hunger Safety Net is a Government of Kenya-led project, funded by DFID. The aim of the project is to establish a government-led National Social Protection System delivering long-term, guaranteed cash transfers to extremely poor and vulnerable people.
The Phase 1 of the project started in August 2007 and is ending in April 2012. The first phase of the project is piloting a system for effective targeting and delivery of cash transfers to the poorest and most vulnerable.
The total numbers of beneficiaries for all the agencies are 60,000 households (approx 300,000 people) with the cash entitlement of Kshs 2,150 every two months. Out of this, Save the Children is targeting 12,000 beneficiaries in Mandera County identified through three targeting methods
About the Consultancy assignment:
The evaluation is required to examine the processes and approaches applied by the project in achieving the expected results and document the lessons learnt and the best practices from the Save the Children implemented project in Mandera County.
The lessons learnt and the best practices will be used to improve the programming in phase 2.
The consultancy should address the following:

The lessons learnt and the best practices will be used to improve the programming in phase 2.
The consultancy should address the following:
- Review the appropriateness of the approach used and recommend aspects that will need to be revised in the next phase;
- Identify and document effects, achievement and short term impact emanating from the project activities; including unplanned for effects;
- Document key lessons learned and recommendations for future programme scale-up in other ASAL areas.
- Document wider implications of advocacy activities and provide recommendations on how the project interventions can be mainstreamed into safety net policies in Kenya.

Methodology
Prospective consultants are encouraged to submit their proposed methodology to ensure the consultancy objectives are fully met.
However, at minimum it is expected that the methodology will encompass the following elements;

- Review of all supporting documents relating to the project and best practices from others, meet with the staff from Save the Children (both in Nairobi and Mandera) to discuss programme implementation, emerging issues and lessons learned, review of log frame and progress reports to determine how far planned project activities were completed;
- document reasons for - under or over achievement and the associated impacts, review the Programme monitoring reports to assess whether they captured the progress and impact in a comprehensive manner, focus groups discussions with target beneficiary groups and debriefing meeting with key staff in Save the Children in the field and in Nairobi.
- The consultant will submit a draft report within one month since the start date for comment and review by Save the Children.

It is anticipated that consultancy shall be conducted and completed over a period of 21 days.

The consultant (s) shall report directly to Save the Children’s Food Security and Livelihood Advisor.
Consultancy Process
The consultant will prepare the technical and financial proposal that also contains the work plan describing how the documentation of the lessons learned and best practices will be carried out, bringing refinements, specificity and elaboration to the terms of reference.
The consultancy will include site visits to the project sites to consult the field personnel and project stakeholders and beneficiaries, and to collect information in accordance with the requirements stipulated in the work plan.
The mission is expected to be no longer than 11 days in duration.
The consultant will submit a draft lessons learnt / Best practices report for review by Save the Children.
Within two (2) weeks of returning from the field mission. (Five copies in hard copy format are to be submitted). The format of the report will be sent hand in hand with the technical and financial proposal.
Within two weeks of receiving Save the Children’s comments on the draft report, the consultant will submit final lessons learnt and Best practices report, including an executive summary.

- An experienced developmental professional with extensive experience in the areas of food security and livelihoods. Ideally with specific experience of food security, social protection and cash based interventions.
- The consultant(s) will have demonstrable experience in documentation of LL and BP of significant food security or livelihoods programming. A proven record in delivering professional results. Proof to be provided.
- Fluent in English and one or more of the following languages Kiswahili and Somali.
- Fully acquainted with project lifecycle management,
- Experienced in the pastoral areas of Kenya.
Terms
of payment
The consultants will receive remuneration under the following terms of payment, which will be based on the output of the work; 30 % of the total shall be paid upon signing of the contractual agreement and the remaining 70% shall be paid after a final satisfactory report and other study outputs are submitted to Save the Children.
