Oxfam’s Kenya Programme is a
complex programme that incorporates both rapid and slow onset emergencies as
well as longer term development and policy work.
Oxfam
Kenya applies a one programme approach which means it has multiple activities
that support a holistic approach to humanitarian, development and advocacy for
long lasting change in poverty reduction.
Oxfam
in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the
Nairobi informal settlements and on national level advocacy and coordination
issues in multi stakeholder fora.
To
this end, we are seeking to fill the following positions:
Echo Consortium Lead
Location: Nairobi
Contract: Fixed Term, 16 months; National Plus Level C1
- This is a senior position reporting to the ASAL Coordinator, your job is to manage complex donor and consortium relations to ensure program delivery, planning and accountability to donors, beneficiaries and partners.
- You will represent Oxfam in coordination meetings, including cluster meetings and sectoral task forces and also lead in consortium meetings.
- The post holder plays an active role in influencing responsibility-holders such as the Government of Kenya (GoK) on issues related to programs through coordination mechanisms, network of contacts in conjunction with the policy team.
- He/she leads the adaptation of proposals by Oxfam lead consortium in the case of a strong deterioration of the humanitarian situation including re-negotiation with donors.
- The role ensures that appropriate monitoring and evaluation tools are developed to ensure all consortium partners have guidance, provide equitable information and report in an appropriate way.
- You will also ensure project progression towards set objectives by all consortium partners including monitoring missions and re-planning.
- To be successful in this role, you need a degree in a relevant field (humanitarian action, public management, International Development or Food Security) along with training in Humanitarian action and theoretical knowledge of principles and practices of program management, emergency response and disaster preparedness coupled with in-depth experience of managing largescale humanitarian responses with proven sound judgement in complex situations.
- Ability to link humanitarian response to longer-term development goals and strong understanding of related approaches (eg DRR, social protection) especially in terms of livelihoods, watsan and conflict is essential.
- You will have a high level of interpersonal, communications and representational skills.
- Your analytical capacities are outstanding, and you must be able to communicate effectively to different audiences in English both verbally and in written form.
Project Manager – Echo Technical Support Consortium
Location: Nairobi
Contract: Fixed term, 16 months; National Level C2
- As the Project Manager reporting to the ECHO Consortium Lead, you will network and influence the ECHO consortium technical support unit (TSU) in order to ensure timely support to consortium partners.
- The post holder will ensure that all TSU comply with their terms of reference and that technical requirements are applied and maintained by all consortium members.
- He/she will represent Oxfam in meetings with government officials, UN agencies, other NGO staff and donors as appropriate.
- The role ensures implementation of monitoring and evaluation systems, undertake partner evaluations, capacity build and develop local level agreements where appropriate.
- To be successful in this role, you will need to have a relevant degree coupled with significant experience of managing emergency and development projects, and a good understanding of relevant humanitarian and policy issues.
- You will have demonstrable representation skills coupled with proven influencing and negotiating skills with internal and external audiences.
- You will be sensitive to cultural differences and the ability to work in a wide variety of cultural contexts.
- You will also have excellent team work skills and the ability to build good relations both internally and externally.
- Ability to work well under pressure and in response to changing needs will be an added advantage.
Programme Officer – Arid & Semi Arid Land (ASAL)
Location: Nairobi
Contract: Fixed term, 12 months; National Level D1
- In close cooperation with the ASAL Coordinator and field based Program Managers, you will be responsible for monitoring performance and progress on designated projects including budgetary monitoring.
- He/she will build up the institutional capacity of the programme specifically in aspects of project planning, formulation and reporting.
- You will represent Oxfam in designated coordination for donors, authorities and other stakeholders as well as support team members in consistent, regular and high quality application of monitoring, evaluation accountability and learning tools.
- You will be required to have a degree (or equivalent) in Livelihoods and Food Security, Social Science or a relevant specialism.
- You
will have proven practical experience of managing and coordinating development
projects coupled with experience of integrated, multi-sectoral
programming.
An understanding of programming in one or more of the following areas: governance, Public
Health, markets based livelihoods, social protection or disaster risk reduction issues. - You will need experience with working in a humanitarian context and understanding of linking humanitarian and longer term development work, possess strategic, analytical and conceptual ability.
- You will also have well-developed communication and capacity building skills.
