WASH Specialist (School WASH) – NO-C (Nairobi)
Applications are hereby invited from qualified candidates to fill the above Fixed Term position in the WASH Section.
Purpose of the Post: Under the general guidance of the Chief WASH and direct supervision of the WASH Specialist NO-D, responsible for formulation, design, planning, implementing, monitoring and evaluation of the UNICEF WASH in Schools (WinS) programme to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives, within the Government of Kenya/UNICEF Programme of Collaboration, UNICEF MTSP priorities and School Health Policy.
Major Duties and Responsibilities:
Enhance effective WASH in Schools programme, by leading, guiding, coordinating and supporting the timely inputs on WinS component of the WASH Programme to the Situational Analysis and its periodic update through accurate and complete monitoring and analysis.
Support emergency preparedness and response plans, related to WinS component ensuring adequate attention is given to Disaster Risk Reduction and Management. Undertake field visits and assess the local conditions. Ensure inclusion of and delivery on WinS component in the sectoral WASH Cluster leadership responsibilities
Support formulation, implementation and monitoring of the WinS in the sectoral work plan and ensuring alignment with the defined programme strategies and approaches.
Provide technical support to UNICEF programmes and counterparts in government and NGO partners for the mobilization of schools, PTAs/ SMCs and school communities for implementation of WinS project.
Support accountability by coordinating with Operations and Supply staff on supply and non-supply assistance ensuring proper and timely UNICEF and Government delivery for WinS component. Certify disbursements of funds, monitor and submit financial status reports in compliance with the regulations and guidelines.
Collaborate with Programme Communication groups for development of effective communication materials and strategies on WinS to support advocacy and social mobilization.
Promote UNICEF’s organization goals, through advocacy policy dialogue and active engagement, networking and participation at every opportunity, leveraging the strength of UNICEF mission and goals.
Effective communication and networking achieved through partnership and collaboration including support to the IASC WASH Cluster.
Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of WinS project implementation to follow up on agreements and recommendations.
Support advocacy and upstream strengthening of WinS in national processes, including through meetings with national and international agencies supporting WinS.
Participate in evaluation exercises, programme reviews related to WinS and relevant annual sector review meetings with government counterparts. Ensure Programme monitored with special attention to gender/sex disaggregation of relevant indicators. Support the preparation of annual WinS status reports
Promote effective Knowledge management through drafting/finalizing key WinS sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange. Support technical input or recommendations on major programme directions and on introduction of new initiatives in the country.

Required Qualifications:
Experience:
Minimum
of five years of progressively responsible professional work experience in the
UN or other international development organizations, national government or the
private sector in WASH and/or other related field(s).
Field
work experience.
Language: Fluency in English (verbal and writing) and another UN language preferred.

- sound experience with working with communities and CBOs is highly required as well as working and supporting community extension workers who are paid by public funds.
- proven evidence of supporting intervention at the stage of scaling up to national levels,

- ability to coordinate and negotiate with multiple partners, ability to work in an international or multicultural environment and knowledge of computer management and applications.
