Baseline Survey on the Challenges and Prospects of Devolution with Respect to Violence
 
1. Background and Introduction
 
The Kenya Episcopal Conference (KEC), a Faith Based Organization, is the assembly of the Catholic Bishops in Kenya united and exercising together their pastoral offices over Christ’s faithful. 

The Catholic Secretariat is the Administrative Centre through which the KEC implements & co-ordinates various pastoral programs (under different commissions) and undertakes all those responsibilities which express the mission of the Catholic Church in Kenya. 

KEC undertakes its work through various commissions amongst is the Catholic Justice and Peace Commission (CJPC).
 
CJPC through the Peace Building and Conflict Transformation Program seeks to carry out a baseline survey and wish to engage qualified and experienced consultants.

2. Scope of the Consultancy

2.1 Purpose
 
The purpose of this baseline survey is to assess the challenges and prospects of the devolved system of governance, effectiveness, relevance, and the potentials for conflict. 

The baseline survey aims at achieving a fair, objective and an accurate assessment of the devolved system of government and its implication on peace processes.
 
2.2 Objectives

The objectives of the study are to:
 
i. Identify likely hotspots of violence in the Counties in accordance with analyses of varied risk factors;
 
ii. Identify the challenges and opportunities likely with regard to violence in the country; and,
 
iii. Identify measures to be put in place to prevent and mitigate occurrence and recurrence of violence in the identified counties.

2.3 Expected Results
 
i) A narrative report (max 65 pages) including the executive summary which will not be more than two pages.
 
ii) A separate table showing different recommendations and tips for their implementations, When? Dead line? Necessary means? Who will be in charge of checking if the recommendations are implemented?
 
iii) A separate table summarizing the main findings.

3. Terms of Reference

3.1 The Tasks:
 
a. Clearly outline the research methods and their appropriateness, relative to the primary purpose, focus and users, pointing out the strengths and weaknesses of the methods.
 
b. To sample the following counties Kericho, Nakuru, Nairobi, Kisumu, Kitale, Uasin Gishui (in Eldoret), and Kisii.
 
c. A description of the overall flow of the research process that is sequence of the key stage given in the final report.
 
d. Describe the research approach and the methods to collect and analyze the data.
 
e. Assess the effects internal (Strengths, Weaknesses, Opportunities and Threats-SWOT) and external(political, Economic, Social, gender,  Technological, Environmental and Legal-PESTEL) challenges and prospects of devolution and conflicts
 
f. Outline the sources of biases that might have affected the research and how to counteract the same.
 
g. Present the key constraints to carry out the research for example lack of baseline data, lack of access to information sources, use of translators, and the effect of these constraints.
 
h. Whether secondary sources will be referred to, the researcher should indicate the level of reliability of the given information.
 
i. After the field work, the consultant will present and discuss with the Catholic Justice and Peace Commission team the preliminary findings and the proposed concrete recommendations.
 
j. The consultant will submit a final soft and hard copy of the research report to the Secretary General

4. Timescale
 
The contract shall be signed for a period not exceeding two months during which the consultant is expected to submit a final report in both hard and soft copies.
 
5. Required Competencies
 
The consultant should demonstrate the following experience and competencies:
 
i. Substantive knowledge and experience of community and desktop research;
 
ii. Ability to penetrate the diverse communities of Kenya
 
iii. Develop documentation in the area of governance, peace building or any other related field; and
 
iv. Excellent written and oral communication skills in English
