Terms of Reference (TORs) Legal Officer
The Intergovernmental Authority on Development (IGAD) has received funds from the European Union (10th EDF) through the Regional Integration Support Programme (RISP II).
The funding is to support
IGADs integration agenda to be coherent and in line with other regional
integration activities in the ESA-IO region.
The Secretariat intends to use part of the funds to recruit a Legal Officer for purpose of building capacity and re-enforcing management of the IGAD Secretariat.
Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.

Job Summary
Under the general guidance of the Legal Counsel the legal officer will assist to provide legal advisory and interpretation service to the management of IGAD to ensure statutory compliance with existing law and regulatory requirements. The incumbent shall be responsible to:
Core Duties & Responsibilities
- Provide legal advisory service to divisions and sections as and when requested;
- Provide legal interpretation service on various aspects on the existing law and regulatory requirements;
- Assist in the preparation of policy papers and instruments that have legal implications for consideration by management;
- Participate in the review and advice on MOUs between IGAD and other organizations, including partners;
- Follow up and update management on court matters as and when required and also attend court hearings for and on behalf of the Secretariat
- Conduct legal compliance checks prior to disbursement of approved credit facilities to ensure legal documentations are in compliance with statutory requirements;
- Assist on the review and vet loan offer letters, employment contract agreements, security and other legal documents;
- Assist in the review of the Financing agreements between the Secretariat and a third party;
- Serve as secretary for all management meetings;
- Attend all policy organ meetings and keep records of all proceedings;
Minimum
Qualifications & Experience:
- A degree in Law from a recognized university
- A minimum of 5 years experience in the relevant field
- Broad exposure and relevant experience in legal practice in contract/agreement drafting
- Experience in working with donors will be an added advantage;
- Must be computer literate

Duty
Station
The position will be based at the IGAD Secretariat in Djibouti with occasional travels within and outside the region.
Terms and conditions of Service
This position is EU funded and is a non established position whose contract terms are limited to the period of support; it may be renewed subject to performance and extension of the funding. The post offers attractive consolidated remuneration package.
