This request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in the United Nations Development Business on 30th November 2007 and online on 2nd November, 2007.

The
Government of Kenya has received credit from the International Development
Association (IDA) toward the cost of the Transparency & Communications
Infrastructure Project (TCIP) and intends to apply part of the proceeds of this
Credit to payments under the contract for “Development of Pasha Business
processes, standards and product development”.
TCIP
is being implemented by the Kenya ICT Board under the Ministry of Information
and Communications (MoIC).
Pasha
centers provide a suite of services to the public via computers connected to
the internet. For more information about Pasha Centers visit the Kenya ICT

Assignment
Assignment
The
Kenya ICT Board is looking for an innovative and dynamic firm/ company to
create a common franchise model for the Pasha centers including:
(i)
developing an innovative suite of services through the development of
partnerships with various private and public service providers (web based or
other), including developing the mechanisms for revenues sharing
(ii)
develop common minimum business standards and ways of operating to enhance
efficiency and quality.
Interested
firms / consulting firms should provide evidence of the following:
- Experience in development of business standards and processes modelling with an emphasis on information technology;
- Experience in strategy, concept generation, marketing and commercialization of new products.
Firms/
Companies may associate with others to enhance qualifications.
Following the Expression of Interest, Kenya ICT Board will issue Request for Proposal (RFP) to the short listed firms/consulting firms.
The
firms/ consulting firms will be selected in accordance with the procedures set
out in the World Bank’s Guidelines: Selection and Employment of Consultants by
World Bank Borrowers (Published May 2004, revised October 1, 2006 & May 1,
2010).
