Polish
Humanitarian Action (PAH) has been working in South Sudan, and Jonglei State
specifically, since 2006. Our main area of expertise is providing WASH services
to disadvantaged rural populations through drilling and rehabilitating
boreholes, creating sustainable O&M structures, providing hygiene promotion
and safe sanitation.
PAH
is beginning a new WASH project in which we are considerably expanding the
EP&R component according to the needs identified primarily in Jonglei
State, and all South Sudan in general. PAH is hence looking for a suitable
candidate to work as a Community Liaison Officer in the Emergency Response Team
(ERT).
The
Team’s primary objective is reacting to WASH crises in Jonglei State. The
Emergency Response Team will also organize and/or support distributions of
non-food items (NFIs), especially WASH-related.
The
team will mainly work in Jonglei and will be deployable to other states, if the
need arises.

Main Duties & Responsibilities:

The
main responsibilities of the Community Liaison Officer will be:
- Regular visits to the areas where WASH emergencies occur and responding to these emergencies through:
- Facilitating appropriate community involvement in the design and delivery of essential WASH services and facilities
- Carrying out rapid needs assessments in conjunction with the technical team
- Identification of beneficiaries/ target groups, analysing the humanitarian situation of the population
- Participating in the logistical and administrative organization, planning and preparation to support ERT’s field operations
- Cooperation with and facilitation of meetings with communities and local authorities to understand needs, complaints, etc.
- Working with local communities to ensure their cooperation during the mobilization process
- Advising the team on issues related to the intervention
- Running documentation and monitoring of interventions
- Timely reporting and inputs from field locations (assessment, intervention and post-intervention reports) according to agreed templates and deadlines
- Keeping proper records of field expenditures and reporting accordingly
- Representing PAH in the community and in humanitarian forums, if requested

Specification
Essential:
- Degree in Public Health, Hygiene Promotion, Community Development or related
- At least 1 year of practical experience in relevant community development, Hygiene Promotion and/or Public Health; in design, implementation and evaluation of sanitation & hygiene interventions
- Experience of and commitment to working through systems of community participation and accountability
- Emergency response experience
- Good planning, organization and reporting skills
- Very good command of written and spoken English
- Ability to write clear reports
- Ability to cope with simple living conditions in insecure environments
- Team spirit, supporting a team of up to 7 people
- Self-starter with a dose of creativity
- Computer skills (Microsoft Word, Excel, PowerPoint, Internet)
Desirable:
- Language skills in Arabic/ Nuer and other local languages
- Experience of working and living in South Sudan and Jonglei State in particular
- Ability to use communication technologies: Thuraya / radio
- Previous work experience in NGOs
