Summary

Provides technical assistance in the development and implementation of monitoring and evaluation systems, develops capacity among affiliate partners in program monitoring and evaluation management, and promotes networking with program stakeholders

Responsibilities:
  • Support the development and implementation of all elements of M&E, knowledge management and learning; i.e., program design, management of monitoring and evaluation processes, data management, knowledge management, reflection and learning for effective and high quality impact programs
  • Provide guidance and support to action research and impact assessment initiatives to develop relevant research and impact assessment protocols, frameworks and processes
  • Lead the process of information collection and sharing, identification of issues and bottlenecks in program development for appropriate action
  • Design baseline study tools and support National Offices in conducting such studies for the identification of critical drivers that define the well being of children and youth.
  • Establish and build a Regional Network of M&E for sharing learning, technical support and advancement of effective M&E practices
  • Provide guidance on the development and use of tools and methods for planning, monitoring, evaluation, and impact assessment.
  • Support implementation of frameworks, policies, procedures and standards
  • Strengthen the organizational culture of learning by contributing to development of Learning Framework and laying foundations of its implementation.
  • Document and disseminate lessons learned from life-stage models and approaches
Required:
  • Bachelor degree with 7 years of experience in international development, social policy or similar discipline.
  • Experience of designing and carrying out research and evaluation work in a variety of settings, including participatory approaches to assessment impact of development projects
  • Experience of training, presentation, facilitation and capacity building activities in relation to monitoring, evaluation and planning of project work, and developing materials to do this
  • Highly developed analytical skills and the ability to assimilate and process information on a wide range of issues
  • Highly developed communication skills, written and verbal, to influence other professionals and to produce high quality written materials (evaluation, research or policy documents) for a variety of audiences
  • Creative mind and ability to work on own initiative, adhere to deadlines and to work in complex projects with multi-cultural teams

Desirable:
  • Experience in research methodologies and assessing impact of social development programs.
  • Knowledge of qualitative and quantitative techniques and tools
  • Experience in participatory work with children and youth
  • Strong computer skills, especially in use of technology for data analysis and production of comparative reports
