Inviting Volunteers To Serve As Members Of Water Action Groups

The Water Services Regulatory Board (Wasreb) is a statutory body established through the Water Act 2002 and is charged with setting rules and enforcing standards that guide the sector towards ensuring that consumers are protected and have access to efficient, adequate, affordable and sustainable services.

Acknowledging a need for strengthening participation and empowerment of consumers in realizing their human right to water and sanitation, Wasreb seeks to work with suitable citizens who will be charged with facilitating effective consumer engagement in water services. This is with a view to improving water service delivery to Kenyans.

Serving under structures to be referred to as Water Action Groups (WAGs), successful candidates will be expected to discharge the following functions:
  • Assist Wasreb, Water Services Boards (WSBs) and Water Service Providers (WSPs) in providing information on water services and in building consumer awareness on institutional mandates in service delivery
  • Sensitize consumers on their rights and responsibilities
  • Channel bottom-up feedback to WSPs, WSBs, and Wasreb on access to water services, service quality and consumer orientation
  • Facilitate consumer participation in decisions related to water services
  • Serve as a negotiation partner for WSPs and WSBs in following up unresolved and longstanding consumer complaints and facilitating conflict resolution between WSPs/WSBs and consumers
  • Assist WSPs in detecting and tackling unlawful behaviour of consumers
  • Support Wasreb in the monitoring of compliance of WSPs and WSBs with service standards/benchmarks through a better information flow from the grassroots level
  • Provide linkages between water sector institutions and consumers, residents associations, civil society, community based organizations, faith based groups and other groupings within the community
  • Compile quarterly work plans and budgets and submit periodic reports to WSPs, WSBs and Wasreb.
Water Action Group members will be trained to be able to effectively discharge their functions.

Applications are solicited from persons meeting the following criteria:
  • Be a resident in the service area of the respective WSP
  • Be willing and available to serve on voluntary basis and undergo training;
  • Have a regular source of income;
  • Not be an office holder of a political party or a relative of current staff members of the WSP, WSB or Wasreb;
  • Not have any business interests in his/her dealings with the WSP/WSB;
  • Have no criminal record and provide a certificate of good conduct;
  • Be of adult age and a mature person;
  • Have a good record of paying utility bills if connected to the water and sewerage network. If not connected, have a letter of introduction from the area chief;
  • Provide a credible reference indicating that she/he is of sociable character and able to interact constructively with people of different socio-economic and cultural backgrounds;
  • Have some knowledge on the water and sanitation sector;
  • Have as a minimum an O-level certification;
  • Be computer literate;
  • Be preferably a member of reputable, registered and active Resident Association or Community Based Organization (CBO) or be proposed by the same;
Female applicants and people with special needs are encouraged to apply. Members of Previous Water Action Groups may also apply.
