The Water Resource Management Authority (WRMA) was established vide Gazette Notice No. 8140 of 14th November, 2003, following the enactment of Water Act (2002).
The Authority is a non-profit, service oriented corporate body under the Ministry of Environment, Water and Natural Resources. It is charged with the responsibility of providing leadership in the management of water resources. It is also subject to the State Corporations Act.

Duties and responsibilities at this level will entail:
- monitoring and ensuring compliance with the WRMA regulatory and operational framework;
- carrying out research and preparing detailed legal opinions on matters relating to Water Resources Management Authority Act and interpreting and advising accordingly on other related laws;
- designing and implementing local agreements, international documents, and contracts;
- attending negotiations and, conventions where legal issues are bound to emerge and advising on them accordingly.

- Have a Bachelor and Masters of Laws degree from a recognized institution
- Holds a Diploma from Kenya School of Law
- Have served in the grade of Senior Legal Officer in Public Service or in a comparable and relevant position for a minimum period of four (4) years;
- Have been admitted as an Advocate of the High Court of Kenya;
- Clearance with Chapter 6 of Kenya Constitution Institutions including EACC, CID, Helb, KRA and Director of Public Prosecutions
- Be in possession of a current practicing certificate; and
- Have proficiency in the use of basic computer applications.
