Development of a Multi-Sectoral National Monitoring and Evaluation Framework on Responses to Gender-Based Violence (GBV)

Background
 

Despite efforts by different stakeholders on prevention and response to GBV, there lacks a national GBV M&E framework to monitor the efforts made. It is therefore important to develop a GBV M&E framework, which will define critical indicators, targets, and baselines to inform the efforts of different sectors. 

The National Gender and Equality Commission (NGEC) with support from UNFPA, is looking for a consultant(s) to develop the M&E Framework.
 

The consultant (s) will be expected to:

• Identify indicators and sources of information from key institutions and sectors
• Make reference to key international, regional and national legal frameworks and policies
• Take cognisance of the multiplicity of actors, and efforts towards GBV Make reference to other existing monitoring frameworks and best practises (both regionally and internationally) in providing operational definitions for key aspects of this framework;
• Engage and participate in the facilitation of feedback sessions with stakeholders

Expected Outputs

• An Inception Report providing details of the successful candidate’s understanding of the assignment and indicating the methodology; a proposed structure for the monitoring and evaluation framework; and a proposed work plan (including a timetable) (based on the timelines below);
• A detailed budget based on the above work plan;
• An acceptable first draft report of the framework and Final M&E framework

Project administration:

• Reporting guidelines: The successful institution or individuals will be required to report periodically and upon request to UNFPA and NGEC focal points
• Timeframes: The overall timeframe for this project between the conclusion of the contracting process and the delivery of an acceptable final draft is Two (2) calendar months. The Inception document must be submitted for approval by the UNFPA within Seven (7) days of the finalisation of the contracting process;
• Meetings: The successful institution or individuals will avail themselves to make presentations at various stages of the contract, to the UNFPA and other stakeholders, subject to their being provided with notice of the need for a meeting.

Qualifications

• Social Sciences Educational background with experience in programming, research and analysis of GBV issues of at least 5 -7 years (evidence required);
• Experience in monitoring and evaluation on GBV of at least 5-7 years) (evidence required);
• Excellent analytical, writing and communications skills.

Method of Assessment
 

i. Applicants will be required to submit a technical bid containing the technical information and a financial bid in separate envelopes that are clearly marked.
 

ii. The technical proposal should outline the applicant’s understanding of the assignment and provide how they propose to approach this study (i.e. the methodology and data collection tools; a proposed work plan and timetable. The financial proposal should be pegged on the work plan and clearly stipulate the costs of study.
