Recruitment of Chairpersons of County Wildlife Conservation and Compensation Committees

Forty Seven (47) Posts
 
Overview: The Wildlife Conservation and Management Act, 2013 (the ‘Act’) came into force on 10th January, 2014.

Section 18 of the Act provides for a County Wildlife Conservation and Compensation Committee (CWCCC) in respect of each of the forty seven (47) Counties and for a Chairperson of each CWCCC, appointed through a competitive process. 

The CWCCC is a separate entity from Kenya Wildlife Service (KWS). 

As such, the successful candidates will not be employees of KWS.

The Chairperson of each CWCCC will provide it with overall leadership.
 
The statutory functions of the CWCCC are to:
  • Implement the registration and establishment of wildlife user rights;
  • Oversee the preparation and implementation of management plans on community and private land;
  • Ensure distribution of benefits derived from the use of wildlife resources;
  • Bring together all relevant stakeholders within the county to actively harness their participation in planning and implementation of projects and programmes related to the protection, conservation and management of wildlife resources in the County;
  • Review and make appropriate recommendations on ecosystem based management plans produced by the Service;
  • Participate at the County level in land use planning initiatives and in consultation with all relevant stakeholders with particular regard to critical wildlife habitats, corridors and dispersal areas for the better management and conservation of wildlife;
  • Monitor the implementation of management plans for any relevant national park in collaboration with the Service;
  • Develop and implement, in collaboration with community wildlife associations, mechanisms for mitigation of human wildlife conflict;
  • Review and recommend claims resulting from loss or damage caused by wildlife for payment of compensation;
  • Undertake education, extension services and public awareness; and
  • Perform such other functions as the Service may require or delegate to it.
Kenya Wildlife Service hereby declares forty seven (47) posts of CWCCC Chairperson and invites suitably qualified Kenyans wishing to be considered for the posts to apply in writing.

Personal Specification
 
Suitable candidates shall be required to possess the following qualifications and attributes:
  • At least a Diploma in Natural Resource Management, Social Sciences or any other related field;
  • At least five (5) years experience in wildlife conservation and management;
  • Demonstrated experience in community leadership;
  • Demonstrated clear understanding of Natural Resource conservation and Management issues pertinent to the County for which they apply;
  • Knowledge and understanding of formulation and execution of organizational strategies and policies;
  • Experience in planning initiatives, implementation of guidelines and regulations;
  • Knowledge and experience in monitoring and evaluation of programs and projects;
  • Experience in community development and resource mobilization;
  • Not be a serving public or State Officer;
  • Be a citizen of Kenya;
  • Meet the requirements of Chapter Six of the Constitution of Kenya;
  • ICT skills will be an added advantage; and
  • Must be a resident of the County for which he\she is applying.

Note:-
 
(a) Names of shortlisted candidates will be published and interviews will be conducted in the respective Counties.
 
(b) Shortlisted candidates will be required to obtain clearance from the following bodies:
  • Ethics and Anti-Corruption Commission
  • Higher Education Loans Board
  • Criminal Investigation Department
  • Kenya Revenue Authority
(c) The appointment will be for a period not exceeding three (3) years renewable for a further term of three years based on performance.
 
(d) This is not a full time job and successful candidates shall be entitled to such allowances as the Salaries and Remuneration Commission may determine.
