Terms of Reference: Expression of Interest to Edit a Study Report on Identification and Review of the Roles and Functions of National Child Protection Institutions and Definition of the Human Resource Needs in Ethiopia, Kenya, Uganda, Tanzania, Rwanda and Sudan 

1. Background: ANPPCAN is a pan-African child rights organization concerned with the status of children in general, and, in particular, those in need of protection. It was founded in 1986 in Enugu, Nigeria during the First African Conference on Child Abuse and Neglect whose theme was Child Labour in Africa.  

It is registered as an international NGO in Kenya and has its headquarters in Nairobi, Kenya and also has observer status with the African Union (AU) and the African Commission on Human and Peoples Rights based in Banjul, Gambia.
ANPPCAN has been implementing a three year project called National Child Protection Systems Strengthening (NCPS) in 7 countries in E. A. Region; namely Ethiopia, Kenya, Rwanda, South Sudan, Sudan, Tanzania and Uganda, with the financial support from Save the Children International (SCI).  

The aim of this project is to improve services provided to children by strengthening the key pillars of child protection system, which include; coordination amongst actors, laws and policies, the human and financial resources and data collection. 

The project has engaged strategic players, such as, the relevant government departments and civil society organizations operating at national and regional levels, to strengthen child protection systems in the aforementioned countries.  

These efforts have led to review of national laws and policies; national institutions, human resources, as well as, initiating Technical Working Groups (TWGs) on child protection in each of the 7 countries.  

These engagements have continuously shown that for child protection systems to be effective, the government must take the lead role in coordination of the efforts, while other strategic actors play complimentary roles.

In view of the above, ANPPCAN conducted a review on Identification and review of the roles and functions of national child protection institutions and definition of the human resource needs in Ethiopia, Kenya, Uganda, Tanzania, Rwanda and Sudan. 

The process has been concluded and the next steps are to publish the same report and disseminate to the relevant stakeholders. 

ANPPCAN, therefore seeks to engage the services of a professional editor to read and edit the report on national institutions and human resource needs. 

In doing so, the editor will liaise with the lead consultant who conducted the review for integrity of the content of the report. The time frame for the work is one week 
 
2. Details of the task 

The assignment will involve editing the report for both language and content ready for publication.

The detailed tasks include:
  1. Editing the report
  2. Clarification and revision of some texts in consultation with the lead consultant/ ANPPCAN focal person
  3. Language revision of the report and the usage of proper grammar and spelling according to Concise Oxford dictionary
  4. Particular attention should be paid to formatting, ensure texts are delivered in Garamond 12, except for tables and endnotes, format title of paper consistently.
  5. Ensure logical flow and organization of content of the report
3. Deliverables:
  • Draft edited report
  • Final edited report
4. Editors Skills and Experience 
  • An Equivalent to a Bachelor’s degree in Journalism, Communications, English or a relate field and 5 years of professional experience. 
  • Skill in basic analysis: layout and editing;
  • Knowledge of fundamental concepts, practices and procedures of the profession; Highly literate in English
  • Excellent writing and editing skills
  • Able to analyze, summarize and produce reports for publications
  • Engaged in child protection issues
