Sense International is a non-governmental organisation working in East Africa, Asia, Latin America, and Eastern Europe, with the headquarters in UK.

The East Africa programme operates in Kenya, Uganda and Tanzania. Our purpose is to build the capacity of local partner organisations to provide services for deafblind people and to strengthen organisations of deafblind people for self advocacy, in these three countries.

Sense International (East Africa) is recruiting to fill the position of Regional Finance Manager.

Reporting to the Director, the Regional Finance Manager will be responsible for two broad areas: Financial Management and Capacity Building of partners.

1. Financial Management
 
  • Development of financial policies and systems for the organisation
  • Ensuring adherence to accounting procedures and systems, and that internal controls are observed for compliance with donor contracts.
  • Preparation of budgets and monitoring of budget expenditure
  • Preparation of periodic management accounts and financial reports to Sense International (UK) and donors including the European Union
  • Analysis of Country offices monthly cash requests and processing of funds transfer.
  • General office book-keeping
  • Management of petty cash
  • Bank and ledger reconciliations
  • Maintenance of Fixed Assets records
  • Liaising with external auditors.
2. Capacity Building
  • Assessment of potential partners’ financial management capacity.
  • Developing and implementing a financial capacity building plan for all organisations of deaf blind people
  • Ensuring timely disbursement of approved grants to partners.
  • Monitoring the accounting by partner organisations of grants extended to them by Sense International (East Africa) and its donors.
  • Maintenance of grants procedures.
  • Strengthening accounting skills amongst organisations of deafblind people
Qualifications, Competencies, Skills and Experience:
  • Professional accounting qualification of CPA (K), a Bachelor of Commerce degree or its equivalent, and a minimum of 3 years post qualification experience.
  • Knowledge of the Enabler accounting package or proven experience with relevant accounting packages.
  • Training and facilitation skills for building the financial management capability of partner organisations.
  • Strong analytical skills and innovative to provide practical solutions.
  • Team player with excellent communication and interpersonal skills.
  • Proficient in computer skills, including word-processing, spreadsheets, accounting applications and email / Internet applications.
  • Demonstration of the highest standards of integrity and accountability.
This post will be located in Nairobi, and local terms will apply.

The person should be able to work with minimum supervision, and must be willing to travel frequently and widely throughout the East Africa region.

Duties
 
  • Provides catering to resident Clergy /Priests and visitors approved to be fed at the residence and according to laid down policies.
  • Is responsible for menu planning, costing and purchases of food items, and for cooking and serving under the guidance of the designated in charge.
  • Manages the cleaning and care of the catering facilities.
  • Maintains cleanliness and sanitation of the Residence.
  • Maintains the Kitchen Stores and the Housekeeping Stores at the Fathers’ Residence.
  • Maintains household inventory.
  • Ensures cost-effective usage of supplies in both cooking and Housekeeping.
  • Maintains records for Kitchen and Housekeeping.
  • Security and order in and around the house.
  • Carries out any other essential tasks related to the Fathers residence that may be assigned.
Qualifications
  • Certificate in Catering and House Keeping from an approved institution
  • Must demonstrate creativity and consistency in catering
  • Must be enthusiastic and highly motivated
  • Must demonstrate high level of initiative , honesty, dynamic strategic thinking
  • Have a clean medical report
  • Must have good interpersonal skills
  • A person of attested integrity
  • Able to work with minimal supervision

Background

Oxfam GB as one of the affiliates of Oxfam International works with others to find lasting solutions to poverty and suffering, in more than seventy countries across the world including nine countries in the Horn, East and Central Africa region.

We’re currently working on being even more efficient through our Single Management Structure
(SMS) project, which, over three to five years, aims to streamline and improve how Oxfam affiliates work together around the world and to increase the impact, cost effectiveness and coherence of our programmes.

This is a major change process for Oxfam International and will have impact on the way that Oxfam GB operates.

The Role

Working with the Regional Leadership Team you will support Country Directors in all aspects of planning, implementing and managing the Single Management Structure (SMS) within the region.

As part of the SMS Change management team, and aligning closely with Oxfam International you will advise and support managers throughout the change period, giving them the tools and strategies to address people issues and follow best practices in change management.

With a strong understanding of the SMS deliverables and ways of working you will also ensure change management capability is developed and retained at country level as part of the implementation process and will create awareness and ‘space’ for individuals and team in managing their response to change.

As the OGB figurehead for SMS, and working closely with the Regional HR Manager, you will engage with Oxfam affiliates and provide support to affiliate teams as will be required.

To be successful in this role, you will have extensive experience of managing complex change processes involving internal and external multicultural stakeholders.
