The City Council of Nairobi invites sealed request for proposals for the following:-

RFP - Request for Proposal for Services to undertake Revenue Potential Survey and Census

N0.CCN/CT/RFP/093/2012-2013

Interested eligible bidders may obtain the complete RFP documents from the office of the Director of Procurement, City Hall Annexe, First Floor Room 105, upon payment of a non-refundable cash fee of Kenya Shillings Five Thousand (Kshs. 5,000/) only per set.

The completed RFP documents in a plain sealed envelope clearly bearing only the RFP number and title of the contract should be deposited in the Tender Box, outside the Procurement Office, City Hall Annexe 1st floor Room 105 or if sent by post be addressed to: -

So as to reach him on or before 21st August, 2012 at 12.00 noon. The RFPs will be opened soon thereafter at the Procurement Boardroom, 1st Floor, City Hall Annex, in the presence of the bidders’ Representatives
who choose to attend.
 
RFPs must be accompanied by tender security in the form and amount of Kenya Shillings two Hundred Thousand Shillings (KShs. 500,000) only, failure to which the bid shall be rejected.
 
The City Council of Nairobi is not bound to accept the lowest or any proposal.

1. Job Title: Assistant Country Director

Programme Development and Quality Asurance

Concern Somalia Programme

2. Contract Duration: 2 years
 
3. Job Summary:
 
The position will be based in Nairobi with frequent travel to Somalia/Somaliland and will be reporting to the Country Director.
 
As a member of the Somalia/Somaliland Senior Management Team, the Assistant Country Director contributes to the development of the overall country programme and has specific responsibility for coordinating and managing specific aspects of Concern’s programme in Somalia/Somaliland in accordance with relevant policies and the country plan. 

The ACD will also represent Concern to relevant external stakeholders as necessary.
 
4. Person specification:
  • Masters level qualification in Development Studies, programme management or other relevant course of studies.
  • At least 5 years overseas experience with significant programme management experience
  • Experience of budgetary management and exposure to systems such as HR, Logistics, Administration
  • Ability to represent an organisation at senior government, agency, etc. levels and engage in advocacy
  • Experience of emergency preparedness and response work
  • Ability to ensure accountability to all stakeholders, but particularly to the communities and people with whom we work
  • Strong experience of M&E
  • Knowledge of latest theories and best practice in the field of development and humanitarian work with a particular focus on resilience

Field Coordinator
Location: Dadaab, Central, Kenya | Department: International Services

The Center for Victims of Torture is seeking a Field Coordinator to coordinate security, logistics, administration, finances, communications and general operations of a psychosocial mental health project in Dadaab, Kenya, for people who have suffered torture and war trauma.  

The position has a one-year, renewable agreement working in Dadaab.  This is an unaccompanied post that will begin on September 1.

Organization:

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. 

We are an international nonprofit dedicated to healing survivors of torture. 

We provide direct care for those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture.  

We are headquartered in Minnesota with offices in Africa and the Middle East.

Responsibilities:
  • Logistics/Security Coordination:  Provide overall coordination of logistics operations, including security, vehicles, material resources, communication, and infrastructure support for all sites within the country.  Coordinate comprehensive security management systems and procedures for Dadaab field sites. Ensure resources are effectively allocated to meet project needs.  Manage systems for supplies procurement, capital purchasing and maintenance of buildings and equipment.
  • Administration/Finances:  Assist in development of operational plans and budgets.  Monitor finances to ensure resources are properly managed.  Maintain records of all assets and financial transactions.  Develop regular reports for country records, funders and headquarters that accurately document project activities.  Coordinate data collection processes to track program activities and outcomes.  Position may involve direct supervision of administrative and finance staff.
  • Communications:  Represent the organization with NGOs, donors, government, host community, and refugee leadership.  Strengthen communication across all operation sites.  Report writing.
  • Project Coordination:  Provide coordination of specific projects or leadership activities under the direction of the Country Director.  Serve as Acting Country Director in his/her absence.
 Qualifications:
  • BA degree required in international development, management, or related field.  Minimum 5 years experience in relevant coordination or management capacity in an international NGOs.
  • Demonstrated experience in developing and implementing security measures in a high risk environment.
  • Demonstrated ability to develop and maintain logistics and procurement systems.
  • Strong oral and written communications skills; strong computer skills.  Experience with statistical software desirable.
  • Experience maintaining financial systems and managing reporting, as required by funders.
  • Familiarity with private, US government, UN and multi-lateral funders.
  • Excellent cross-cultural skills.
  • Experience developing and managing a team of staff members.
  • Excellent organizational and administrative skills.
  • Ability to work in an isolated, rapidly evolving humanitarian emergency setting, lacking in amenities.  Experience working in a refugee camp setting highly desirable.
  • Knowledge of psychology and psychosocial concepts.
  • Fluency in English.  Skills in Somali and / or Swahili highly desirable.
  • Experience living and working in Africa desired.
