The Commission on Administrative Justice (Office of the Ombudsman) is an Independent Constitutional Commission established under section 59 of the Constitution of Kenya.

Its core mandate is to investigate any conduct in state affairs, maladministration, complaints of abuse of power, unfair treatment, manifest injustice or unlawful, oppressive, unfair or unresponsive conduct in the Public Sector, and to generally ensure compliance with the tenets of integrity, good governance and responsiveness.

Senior Compliance Officer

Key Tasks
Duties and responsibilities will entail:-

  • Ensuring that the Commission is compliant in regard to all constitutional and statutory obligations;
  • Ensuring that staff comply with legal and statutory obligations;
  • Conducting regular assessment of risk the Commission may encounter and instituting necessary interventions.
  • Ensuring compliance with the resolution of public complaints indicator in performance contracting; coordinating the certification of public institutions on resolution of public complaints.
  • Ensuring compliance with declaration of wealth by the state and public officers;
  • Ensuring compliance with summonses, decisions and orders by the Commission;
  • Analyzing data on complaints processed by the Commission;
  • Following up on compliance with wealth declaration by state and public officers
  • Developing, implementing and reviewing a risk management strategy.

Person Specifications
For appointment to this position, a candidate must:-

  • Have at least three (3) years proven work experience in compliance or risk management;
  • Have Bachelors degree in any of the following disciplines: - Economics, Commerce, Business Studies/Administration, Law or other relevant Social Science from a recognized institution;
  • Be proficient in Computer applications;
  • Have good understanding of organizational processes;
  • have excellent interpersonal, presentation and communication skills;
  • Have ability to maintain confidentiality and trust;

Research and Investigations Officer

Key Tasks
Duties and responsibilities will entail:-

  • Investigating cases relating to administrative justice;
  • Carrying out relevant research on issues that the Commission may deem fit from time to time;
  • Monitoring and evaluating the status of complaints resolution;
  • Identifying systemic issues and recommending remedial measures and proactive action;
  • Investigating and reporting on compliance by state or Public Officers with the Constitutional and Statutory requirements relating to leadership, integrity and ethics.
  • Preparing periodic reports on the status of the various complaints;
  • Implementing best practice policies, procedures and systems for research; and
  • Providing necessary information to the Commission for purposes of vetting of persons where applicable.

Person Specifications
For appointment to this position, a candidate must:-

  • Have Bachelors degree in any of the following disciplines: Sociology, Economics, Statistics, Mathematics or a relevant Social Science from a recognized institution;

Key Tasks
Duties and responsibilities will entail:-

  • Handling administrative function of the office of the Commission Secretary;
  • Drafting routine correspondence and reports;
  • Receiving and screening incoming calls, visitors, correspondence and reports, and routing matters to the Commission Secretary or appropriate officers accordingly;
  • Maintaining the Commission Secretary’s calendar and schedule of appointments;
  • Ensuring proper filing of records emanating from the office of the Commission Secretary;
  • Coordinating international and local itineraries for the Commission Secretary and Commissioners and guests;
  • Coordinating travel bookings and hotel reservations;
  • Maintaining an inventory of office equipment and supplies;
  • Preparing notice, agenda and minutes for meetings as necessary; and
  • Providing leadership to junior secretarial and support staff.

  • Ensure accurate and timely monthly, quarterly and annual reports and other relevant documents for field programs
  • Contribute to the development of a strategic plan, work plan and budget
  • Manage the development of tools and procedures for project implementation; reporting; monitoring & evaluation; capacity assessment; impact assessment and share such tools and procedures with the rest of the staff.

Required qualifications and experience

  • University degree/ Diploma in development studies, social sciences or other related fields
  • Experience in working with NGOs or a good understanding of community development is helpful.
  • Strong written and verbal communication skills with relevant ICT skills
  • 1 year minimum experience in project related areas.
  • Candidates with experience in Scouting will have an added advantage.

Project Accountant – 1 Position


Reporting to the Finance Officer and the National Treasurer, the Accountant will have responsibility for the Association’s accounting practices, substantially dealing with the CRS project.


Duties and Responsibilities:

  • Generate timely and accurate financial management reports on a consistent basis: weekly, monthly and quarterly reports forming the back bone of financial reports for the Management, Finance Committee and National Executive Committee.
  • Participate in project budget preparation
  • Prepare bank accounts and cash book reconciliations
  • Ensure timely payment of staff salaries, contractors and other expenditures
  • Verify supporting documents to ensure completeness before payments
  • Ensure accurate maintenance of all financial and accounting records and transactions
  • Exercise accounting control to ensure that budgeted expenditures do not exceed amounts authorized without proper approval.
  • Safeguard assets and ensure accurate and timely recording of all transactions by implementing disciplines of internal checks and controls.
  • Manage accounts payable, cash disbursements, invoicing/ billing, customer credits and collections, payroll, perpetual inventory integrity, fixed asset records, general & entity accounting and cost accounting
  • Prepare all necessary information for internal or external audits

Required qualifications and experience:

  • Certified Public Accountant (CPA part 2) or Bachelors Degree in Finance or Accounting
  • Minimum of 1 years’ relevant work experience in reputable organizations; experience working with a non-governmental organization will be an added advantage.
  • Good knowledge of financial reporting systems in donor funded work
  • Excellent computer skills with hands on experience on computerized accounting systems

Internal Auditor


Key Duties and Responsibilities

  • Develop and maintain a sound audit manual detailing audit practices, procedures and standards.
  • Plan and execute operational, information system and other investigative audits.
  • Monitor compliance with the law, the regulations, policies and procedures with respect to the Sacco’s operations in the course of discharge of its mandate.
  • Appraise the effectiveness and efficiency of financial, information systems and administrative controls.
  • Monitor status of the implementation of approved audit recommendations.
  • Develop risk and compliance framework on the Sacco’s overall risk management strategies and annual work plans.
  • Undertake risk assessment and make necessary recommendations.
  • Train and create awareness throughout the organization on risk identification and management.
  • Coordinate the activities of the Sacco’s Audit Board Committee in consultation with the office of the CEO.

Qualifications

  • First degree in business related field from a recognized university.
  • Certified Public Accountant CPA (K) and a member of the Institute of Certified Public Accountants of Kenya (ICPAK).
  • Certified Information Systems Auditor (CISA) and OR Certified Internal Auditor (CIA) qualifications and membership to the respective professional body will be an added advantage.
  • At least two (2) years relevant experience, one (1) of which must be in a senior Audit position in a financial institution or co-operative sector set up.
  • Be well versed with International Standards on Auditing (ISA’s) as well as strong background of computerized financial management.
  • Regulatory knowledge in the financial/Sacco sector will be an added advantage.
  • Should have good knowledge of International Financial Reporting Standards.
