About the unit: The Climate Change Unit focuses on research to improve the stability of the farming systems and livelihood strategies of smallholder farmers in the face of current climate variability and long-term climate change. 

Its four research areas are: vulnerability assessments; the impact of climate change on agroforestry systems; adaptation to climate change; and synergies in agroforestry systems between climate change adaptation and mitigation.
 
About the position: The Program Administrative Officer will be responsible for supporting all administrative responsibilities within the Climate Change Research Unit. 

The job will specifically include the following duties and responsibilities:
  • Responsible for project functions such as planning meetings, drafting letters/reports and scheduling appointments and coordinating travel arrangement.
  • Oversee the procurement of office and scientific equipment, supplies and maintain service agreements.
  • Support and participate in facilitating unit’s knowledge sharing sessions.
  • Assist in maintaining and updating the unit’s contacts data base together with knowledge management unit and communications unit.
  • Handle travel bookings, requests and expense claims for unit’s staff in liaison with the ICRAF travel office and finance unit.
  • Drafts letters and other correspondence relating to administrative activities and also prepares administrative reports.
  • Working closely with protocol office to process visas, customs clearance letters for staff as well as group scientific equipment.
  • Help organize and execute highly interactive senior management group tele-calls, regional and international meetings, workshops and conferences.
  • Proper filling and archiving of project documents.
  • Maintain units’ assets portfolio.
  • Manage the unit’s petty cash kitty.
  • Any other related duties and or general administrative support to supervisor and scientists in team.
Qualifications and Experience
  • Bachelor of Business Administration/Social Degree or relevant degree, Master’s degree an added advantage
  • A Post Graduate Diploma in project management will be an added advantage
  • At least 3 years’ experience in project administration

About the position: In liaison with the Southern Africa Nodal Leader, the Finance Officer will manage the Southern Africa finance office and provide financial guidance to project leaders.
 
Duties and Responsibilities:
  • Ensure the effective management of internal controls, the operations and effectiveness of all processes, including the payroll & accounting systems at the Nodal office.
  • Participate in the development and review of annual financial plans, budgets & targets

  • Support the Finance officer in administration, monitoring and keeping clear records of all regional accounts

About the project
 

The project has several components focussing on:
  • Managing partnership platforms through which stakeholders identify challenges to sustainable management of forests and trees and co-create solutions;
  • Enhancing sustainable management practices to improve resilience of trees and forests to adverse effects of climate change, and up-scale promising approaches that support livelihoods;
  • Generating evidence based information to support efforts in forest law enforcement, promotion of good forest governance and fair trade in forest products and services;

  • Strengthening Africa’s capacity in regional and international engagements and facilitate mainstreaming of decisions from the same.

Duties and responsibilities: To provide overall leadership to the project on “Strengthening Sustainable Forest Management in Africa” as Project Manager.
 
In this regard the SPO should:
  • Guide the planning and implementation of project activities
  • Develop annual plans of work and budgets for discussion and approval by the Project Steering and Advisory Committee (PSAC)
  • Secure the attainment of project objectives and other deliverables
  • Properly manage project staff, budget and other resources, and provide accountability for use of resources to PSAC
  • Plan and schedule project timelines as well as track project deliverables using appropriate tools

Background: Secure land tenure and property rights are fundamental to shelter and livelihoods, and for the realisation of human rights, poverty reduction, food security, economic prosperity and sustainable development. 

Yet in many countries around the world, particularly those in the developing south, widespread and pervasive land tenure insecurity scars life and inhibits equitable, sustainable development in both rural and urban areas. 

This has profound negative consequences for millions of people and creates enormous challenges and opportunities for governments, inhabitants and the many agencies and bodies involved in land, poverty alleviation, food security and development.
 

The Global Land Tool Network was launched in 2006 in response to these challenges and opportunities.
 
GLTN is an alliance of global, regional and national partners contributing to poverty alleviation through land reform, improved land management and security of tenure. 

The Network aims to improve global coordination on land, strengthen existing land networks and improve the level and dissemination of knowledge on land tenure.
 
GLTN’s vision is to provide appropriate land tools at global scale to implement pro-poor land policies
and land reforms. Its mission is to assist national governments to implement land policies that are propoor, responsive to the needs of women, men and the youth, and at scale. 

The Network advocates a continuum of land rights that acknowledges a spectrum of tenure forms as appropriate and legitimate, rather than focusing on formal land titling as the preferred or best form.
 
GLTN’s long-term goal is to contribute to poverty reduction and sustainable development through
promoting secure land and property rights for all. During its current phase of operations (2012-2015)
 
GLTN aims to render international partner organizations and related land programmes in countries, cities and municipalities better able to improve tenure security of the urban and rural poor.
 
It will do this by promoting and supporting the adoption and implementation of land policies, tools and approaches that are pro-poor, gender appropriate, effective and sustainable.
 
GLTN Phase 2 is about maintaining the momentum and building from the successes and lessons from

Position: Health Coordinator (Maternity Cover)

Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. 

The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, protection, GBV, WASH and health reaching out to more than 200,000 conflict and drought affected people.
 
Summary of Responsibilities:
 
This is a senior, international level position, within the Somalia Senior Management Team. 

The position will be responsible for ensuring implementation of all aspects of IRC’s health programs in Banadir and Galmudug regions of Somalia, while striving to expand the health programs in other areas and sub-sectors. 

The position will be particularly responsible for: overseeing the development and timely implementation of program activities in line with approved budgets and proposals and following up on the project’s monitoring and evaluation activities. 

The temporary assigned Health Coordinator will be based in Nairobi with travels to the field.

Specific Responsibility
 
Representation, Coordination and Advocacy
  • Enhance coordination and advocacy with other health stakeholders and avoid overlap and duplication of projects with other donors

Program Development and Planning
  • Lead the development and expansion of the IRC Health sector throughout Somalia, as opportunities arise. This will involve conducting quality assessments, development of quality concept notes and proposals and development of new projects and initiatives
  • Conduct gap analysis in Puntland to identify key community needs in the area of iCCM, and if appropriate, develop an iCCM concept paper with a budget
  • Lead the process of planning and implementation of health projects and provide ongoing quality technical support to the field teams, including, development of monthly sector plans, detailed implementation plans for each grant and establish communication channels with the field
Program implementation and monitoring (M&E)
  • Work with the field teams to develop specific M&E systems for each health grant, ensure timely submission of monthly and quarterly grant reports; weekly updates; and documentation and sharing of these case studies within the organization
  • Generate health data to be used internally and externally by donors and cluster systems to influence donor policies with the purpose of generating more funding
  • Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis and adapt program strategy and implementation accordingly
  • Ensure effective and high quality reporting, monitoring and evaluation systems for both internal and external use, capturing best practice to support program decision making
  • Maintain regular communications on program work to the DDP
Financial management
  • Lead the development of realistic budgets for the health program and identify areas which require fundraising
  • Effectively manage health program and staff; ensure all PRs raised are in line with approved budgets, closely monitor the weekly and monthly PR tracking sheets and closely follow up on budget spending in line with budget holding responsibilities
Required Qualifications & Competence:
  • Background in health preferable: medical doctor
  • Masters degree preferably in public health or international development
  • Minimum 5 years’ experience in developing, managing/coordinating health programs in a wide range of contexts such as developing/under developed countries, refugee settings, natural disasters, etc
  • Demonstrated ability to work in insecure and inaccessible settings
  • Experience in nutrition interventions/integrating nutrition within primary care is highly desirable
  • Experience in coordinating with MoH and other stakeholders
  • Strong management (including Remote management), assessment, project planning, organizational, interpersonal, and communication skills
  • Proficiency in Microsoft Office Packages and Statistical Packages is a must
  • Excellent written and verbal communication skills in English
  • Experience implementing community outreach strategies for health is desirable
