Purpose of the Position
Under the supervision of the Head of Zonal Office, Gulu and with the technical guidance of the Chief of Operations, you will manage the operational functions of a series of Zonal offices (i .e. finance, accounts, personnel, administration, supply, ICT). in support of the country office programme
Key Expected Results
1. You will certify and confirm operational transactions through the interpretation and determination of applicable policies, procedures. rules and regulations. (e.g., bank accounts, disbursements within authorized limits, contractual agreements, personnel administration, purchase of supplies and equipment) Approve operational transactions within established limits.
2. You will advise and recommend to the Head of Zonal Office and Country Office when deviation from rules and regulations may be required and propose alternative solutions to meet office objectives.
3. You will monitor compliance with all the operational systems and procedures. Establish relevant internal controls. Ensure accuracy, promptness and appropriateness of information, and reports to the Head of Zonal Office and the Chief of Operations.
4. You will assist the Chief of Operations in the country programme strategy, development, planning and preview/review meetings to identify staffing and administrative operational requirements.
5. You will review Zonal office structures and operations, and update job descriptions prior to budget preparation, in line with the country programme commitment. Monitor and control Regional and Zonal offices budget allotment
Qualifications of Successful Candidate
Advanced university degree in Finance Management. Business Administration. Management or a related field. Specialized training in ICT will be a definite asset.
Five years of progressively responsible professional work experience in finance management, office administration and Human Resource Management some of which should be at the international level Some experience in ICT will also be advantageous.
- UNICEF operation's goals, and organization development and change management strategies
- UNICEF operation's policies, procedures and guidelines in the Manual.
- Right-based and Results-based management and programming approach in UNICEF.
- UNICEF Mid-Term Strategic Plan (MTSP)
Fluency English and another UN language. Knowledge of the local working language of the duty station is an asset.
