Position Summary
The Program Director will have overall leadership responsibility for Horn Relief’s programs. The program Director will play a critical role in the development and implementation of strategies necessary to further develop Horn Relief’s portfolio in the countries as the implementer of choice for the donors and government.
The program Director will be a Senior Member of Horn Relief’s structure, with overall responsibility for the program and capabilities with significant expected growth. This position requires the demonstrated ability to develop long term vision and strategic planning, provide leadership for the organization’s programming, and a high level of financial and operation planning including programme quality and learning.
The position is based in Nairobi, and reports directly to the Executive Director at Horn Relief’s headquarters in Nairobi, Kenya.
Position purpose
- To manage, deliver and report on Horn Reliefs current operations in the region, being responsible for the implementation and delivery of successful programs and partnerships and the resulting development outcomes
- To establish, build and lead the development of a cohesive appropriate and transformative regional program
- To work as part of Horn Relief’s Senior management Team (SMT), refining, developing and improving program approaches and systems supporting the Executive Director to build and deliver the most effective and sustainable development interventions
Specific
Roles and Responsibilities
Leadership and strategy development
Leadership and strategy development
- Responsible for the strategic development, management and implementation of all country programs consistent with Horn Reliefs Vision, mission and policies
- Provide vision and strategic development for Horn relief programs including leading on programme quality, monitoring and evaluation and learning
- Lead and work with the multidisciplinary team (in-house and in-country) to ensure strategies, business plans, and timelines are embraced and implemented.
- Provide economic and political analysis as needed to ensure Horn reliefs strategic positioning.
- Contribute to the overall management of Horn relief, deputizing as Executive Director as requested
Programme and technical management
- Implement and manage timelines and workflow processes that ensure deliverables are completed on time and within budget.
- Design organizational structures (in-house and in-country) that ensure clear lines of responsibility and provides effective communication.
- Responsible with Country Directors for programme quality including monitoring evaluation and learning, accountability, partnerships, alliances, communications and programme cycle management
- Ensure appropriate programme development, technical, communication and advisory support is available to country and regional programs, in line with organizational priorities
- Lead on the development of mechanisms to support across team working and coordination
- Provide leadership for humanitarian response programs as and when necessary
Budget and resource planning
- Ensure good planning and budgeting at regional and country levels and compliance to Horn relief and Donor standards and procedures
- Oversee timely and accurate monthly reporting and effective financial management of all resources allocated to the country programs
- Ensure compliance of the country programs, with all Horn relief and donors policies and procedures for financial and asset management
- Prepare with country teams, annual country budgets for the country program, assessing costs and budget/expenditures from projects and asset inventory.
External relations and new business development
- Develop current and future growth plans for Horn Relief’s program, ensuring that those plans conform to the overall strategic plan of the organization.
- Support new business development opportunities in preparing and delivering proposals and partnerships.
- Ensure staff with the relevant authority, are properly trained in proposal development and presentation.
- Develop and maintain close working relationships with donors, government and other stakeholders as may be appropriate.
- Represent the organization in all high level meetings as well as relevant policy and strategy exchanges.
Human Resource management
- Line-manage and support Horn Reliefs Country Directors and ensure appropriate and effective performance management systems are in place in each country team.
- Work with country Directors and HR department to develop succession planning and staff development in each country team.
Skills
and Qualifications
- Post graduate degree, in Social Sciences, International development, Project Management, and/or Public Administration or other relevant field.
- Minimum 10-years’ experience in team leadership/project management roles with at least 5 years of experience in the field, a Country Director position or equivalent would be an advantage.
- Strong operational management experience and capability (finance, people, fundraising), including geographically remote management
- Proven financial management, information management, and systems management experience essential
- Proven strategic design and management skills. Including good programme and human resource development ability
- Understanding of the countries in which Horn Relief operates and sensitive to the socio cultural context
- Demonstrable strategic thinking and leadership ability
- Excellent analytical and critical thinking ability
- Excellent communication, interpersonal and influencing skills. Well-developed ability to motivate and persuade at high levels
- Proven ability to lead and work effectively with others to achieve results
- Wide range of programme development and implementation experience at a senior level (e.g. at Country Director Level) – including humanitarian, Campaign and policy experience desirable. Good knowledge and experience of strategic planning.
- Understanding and experience of institutional fundraising
- Strong mentoring, capacity building, coaching and facilitation skills
- Good self awareness
- Proven decision making capability working with significant levels of autonomy
- Understanding of, and strong track record of, implementing Monitoring, Evaluation and Learning and Project Cycle Management
- External representation experience and ability to represent in high profile environments (e.g. media, advocacy at national level)
- Fluent written and spoken English
- Ability to undertake significant unaccompanied travel away from Home base, particularly in support of Country Programs
