Background Information
Since September 2011, Save the Children, Kenya Programme has been facing new security challenges due to a serious deterioration of the security situation, especially in the North Eastern Province bordering Somalia.
This deterioration has been marked by the kidnapping of foreigners and international staff working with INGOs. Further, more Information available on security incidents in NEP revealed increase in criminal activity and more recently in incident related to conflict.
The Kenyan government launched an operation against Al Shabaab (AS) inside Somalia to secure protect/secure the Kenyan-Somalia border.
Threats of retaliation on the Kenyan territory and Kenyan forces including attacks in Nairobi and North Eastern Province have increased.
The deteriorating security situation in Kenya is expected to continue during 2012, which will sustainably affect SC operations for the coming future.
Job Purpose:
The incumbent will mentor Safety and Security Manager and make strategic recommendations to improve the security management system.
S/He will advise on revised security measures, train and coach all staff involved in security management on both field and Nairobi levels.

Job Purpose:

S/He will advise on revised security measures, train and coach all staff involved in security management on both field and Nairobi levels.
Key responsibilities:
- Review with the Security manager the Country Office (CO) global security management system and provide recommendations (to the Country SMT and the Regional Security Advisor) on improvement of the system;
- Together with the security manager, assess the country security plans and suggest revision in light of the current Kenya operating environment;
- Together with the security manager, visit all field locations where possible, review local security plans and security management systems, suggest revision in light of the current Kenya operating environment;
- Support the Security manager in organizing specific security management trainings for the Area managers;
- Support the Security manager in organizing personal safety and security trainings for staff deployed in the field;
- Review with the Security manager, the Director of Operations and the Director of Program Quality, the adequacy of the CO program strategy with the current operating environment;
- Make recommendations on all security management systems throughout the programme;
- Provide coaching, advice and support for all staff involved in security management, at Nairobi and field levels;
- Ongoing advise and daily support to the security manager;
- Provide coaching and advice to the Security Manager on relations with the SMT;
- Provide guidance to the Security manager on reference and tools which are currently in use in the wider security community;
- Support Security Manager in undertaking Security Risk Assessments.
Person
specification:
- A bachelors degree in security /safety management with at least three years experience at a senior management level with a significant NGO in complex operating environment;
- Experience in designing and delivering security trainings (certified trainer will be an asset);
- Experience of coaching/mentoring;
- 2 years of experience in a Humanitarian or Civil Emergency services
- Strong interpersonal and communication skills and the ability to clearly convey information
- Team player with strong planning, organizing, analytical, facilitation and coordinating skills
- Proactive, innovative and able to initiate action
- Proven presentation and facilitator skills
- Proficiency in computer application;MS Office
